1 PREAMBLE

1.1 General
1. The bill of Quantities shall be read in conjunction with the Instruction of Bidders,
Conditions of Contract, Specifications and Drawings.
2. The quantities given in the Bill of Quantities are estimated and provisional, and are given
to provide a common basis for bidding. The basis of payment will be the actual quantities
of work ordered and carried out, as measured by the contractor and verified by the
Engineer or representative of engineer and valued at the mentioned bid rates and prices in
priced Bill of Quantities, where applicable, and otherwise at such rates and prices as the
Engineer may determine within the terms of Contract.
3. The mentioned bid rates and prices in the priced Bill of Quantities shall be the full
inclusive value for the work, finished complete in every respect, whether separately or
specifically described in the Contract Documents or not. The contractor shall be deemed
to have taken full account of all requirements and obligations, whether expressed or
implied, covered by all parts of the contract and to have priced the items accordingly. The
rates and sums must include, except as otherwise provided under the Contract, all cost of
construction equipment, labor, supervision, materials, erection, maintenance, insurance,
profit, taxes and duties, together with all general risks, liabilities and obligations set out
or implied in the Contract. The Contractor should make full allowance in the rates and/or
sums, inter alia, including which are referred to and / or specified herein:
 All setting out and survey work
 Preparation of construction and/or shop drawings and reports required during the
execution of the works all costs arising out of quality assurance and quality control
requirements.
 Payment of all patent rights and royalties.
 Safety precautions and all measures necessary to prevent and suppress hazards,
 Supporting faces of excavation, temporary or permanent shoring, shuttering and
scaffolding, etc.,
 Dewatering, if required,
 Supply, inspection, sampling and testing of materials and of the works under
construction, as built drawings and complete reports.
 Overheads and Profits
4. A rate or price shall be entered against each item in the priced Bill of Quantities, whether
quantities are stated or not. The cost of items against which the contractor has failed to
enter a rate or price shall be deemed to be covered by other rates and prices in the Bill of
Quantities. However, rates entered shall be excluding Value Added Tax (VAT).
Objectives:
The objectives of the Bill of Quantities are:
1. To provide sufficient information on the quantities of Works to be performed to enable
bidders to be prepared efficiently and accurately.
2. To provide a priced Bill of Quantities for use in the periodic valuation of Works executed,
when a Contract has been entered into.
3. To provide a priced Bill of Quantities for use in the periodic valuation of Works executed,
when a Contract has been entered into.
In order to attain these objectives, works should be itemized in the Bill of Quantities in
sufficient detail to distinguish between the different classes of works, or between works of
the same nature carried out in different locations or in other circumstances which may give
rise to different consideration of cost. Consistent with these requirements, the layout and
content of the Bill of Quantities is made as simple and brief as possible.
Provisional Sums
Provisional Sums as included in the Contract and so designated in the Bill of Quantities are
for the execution of any part of the works or for the supply of goods, materials, plant or
services, or for contingencies, which sum may be used, in whole or in part, or not at all, on
the instructions of the Engineers. The Contractor shall be entitled to only such amounts in
respect of work, supply of goods or contingencies to which such Provisional Sums are related
as determined by the Engineer in accordance with this clause. The Engineer shall notify the
Contractor of any determination made under this item with a copy to the Employer.
In respect of every Provisional Sum the Engineer shall have authority to issue instruction for
the execution of work or supply of goods, material, plant or services by the Contractor.
Except where work is valued in accordance with rates or prices set put in the Bid, the
contractor shall be entitled to an amount equal to the value thereof plus 10% as additional
handling charge.
The contractor shall produce to the Engineer all quotations, invoices, vouchers and accounts
or receipts in connection with expenditure in respect of Provisional sums, except where work
is valued in accordance with rates or prices set out in the BOQ.
Spare Parts:
The Bidder shall enter the price for mandatory spare parts as specified under the
specifications of the respective equipment and entered in the Bill of Quantities. These prices
will be included in the Bid Price. The Bidder shall enter in the appropriate locations in the
Bill of Quantities, the recommended spare parts, which he considers for five years of
operation of the respective equipment. The prices entered for recommended spare parts will
not be included in the Bid Price.
Cost of Expenses for Witnessing Tests in the Contractor's Workshop
The extent of the services and materials to be provided under this item is defined in the Sub
Clause 14 of General Specification and as provided in Bill of Quantities.
Base Date
Base date means the 21^th day prior to the Bid submission date.
