220 KV SHUNT CAPACITORS
1. SCOPE
This specification mainly covers the design, manufacture, factory
testing, inspection, delivery, commissioning and guarantee of 220
kV shunt capacitors.
2. DEFINITIONS
- A capacitive device intended to introduce, when connected by a
switching device, reactive energy into an electric power system and
designed for shunt connection. It comprises an assembly of dielectric
and electrodes in containers (cases) with terminals, brought out. The
“definitions” in section 3 of IEC publication 60871-1 shall be assumed
to be part of this clause.
- High pass filter. It is capacitor (as capacitor bank) that when connected
other components, such as reactor(s) and resistor(s), gives impedance for
one or more harmonic currents.
3. CLASSIFICATION
The shunt capacitors covered by this specification are single-phase units
that will be connected to a three-phase system. They may have forced or
natural cooling. They will be assigned to 220 kV feeders or connected to
220 kV busbars. They will be installed outdoors.
Note: This specification applies both to capacitor units and to assemblies
of capacitor units with accessories to form complete capacitor
equipment. While the general terms and specifications refer to the
complete equipments, the individual units are also considered where
relevant. The word “capacitor” is used where it is not necessary to lay
particular stress on the different meanings of the words “capacitor unit”
or “capacitor bank”.
4. REQUIREMENTS
4.1 ENVIRONMENTAL CONDITIONS:
4.1.1 The environmental conditions listed in table 1 shall apply.

4.1.2 All outdoor locations are subject to sand storms. Consequently all
equipment shall be proof against ingress of sand.
4.2 SYSTEM PARAMETERS

4.2.2 Low Voltage System
The low voltage system is a 380/220 V, 4 wire system, with multiple
earthing of neutrals. The system voltage will be specified in the enquiry
schedule.
The DC control and protection system is 220 V and the DC
communication system is 48 V.
4.3 QUALITY ASSURANCE:
4.3.1 Applicable Codes and Standards
All material shall be manufactured and tested in accordance with the
latest editions of relevant publications of the international electro
technical commission. Where no IEC publication has been issued to
cover a particular subject then a recognized national standard shall be
applied.
Equipment provided under this specification shall conform to the
applicable codes and standards of the following.
EUS – Electricity Utility Specification
IEC – International Electro technical Commission
IEC 60060 High Voltage Test Techniques.
IEC 60871-1 Shunt Capacitors for a.c power systems.
IEC 60137 Bushings for alternating voltages above 1000 v
IEC 60507 Artificial pollution tests on HV insulators
IEC 60529 Classification of degrees of protection
provided by enclosures.
IEC 60549 High voltage fuses for the external protection
of shunt power capacitors.
IEC 60815 Guide for the selection of insulators in respect
or polluted conditions.

4.3.2 Alternative Codes and Standards
The supplier may propose alternative codes and standards provided it is
demonstrated that they give an equivalent or better degree of quality
than the referenced codes and standards. Acceptability of any alternative
code or standard is at the discretion of the EETC.

4.3.3 Precedence of Codes and Standards
In case of conflict between this specification and any of the referenced
codes and standards, the following order of precedence shall apply:
- This specification.
- EUS specification.
- IEC recommendation and publications.
- Other referenced codes and standards.
- Acceptable alternative codes and standards.
4.4 DESIGN
4.4.1 General
The capacitors shall conform to the latest edition of IEC publication
60871-1 supplementary details of design shall conform to other
specifications in the order of priority listed in section 4 of this
specification. Permissible system voltage ranges are:
4.4.1.1Bank Basic Insulation Levels
1. Capacitor bank:
The HV terminal of the capacitor bank shall be 1050 kV BIL to ground.
The capacitor bank shall be 1050 kV BIL from HV terminal to LV
terminal with LV terminal grounded. The LV terminal connecting to the
inductor shall be 550 kV BIL to ground.
2. Inductor:
The HV terminal of the inductor connecting to the capacitor bank shall
be 550 kV BIL to ground. The inductor shall be 550 kV BIL from HV
terminal to LV terminal with LV terminal grounded. The LV terminal of
the inductor (shall be supported on 150 kV BIL insulators.
3. Resistor:
The HV terminal of the resistor connecting to the capacitor bank shall be
550 kV BIL to ground. The resistor shall be 550 kV BIL from HV
terminal to ground. The resistor shall be 550 kV BIL from HV terminal
to LV terminal with LV terminal grounded. The LV terminal of the
resistor shall be 150 kV BIL to ground.
4. Protection Module:
Minimum BIL of neutral equipment is 110 kV BIL with two insulated
bushings.
Minimum BIL of neutral support insulators is 150 kV BIL.
Standard bushing and insulator creepage lengths are acceptable.

4.4.2 Rated Power, Current and Voltage
The capacitor bank shall be designed so the under natural (or forced)
cooling conditions the temperature of any part of a capacitor unit does
not exceed those quoted in the tender schedules when the service
condition of table 1 apply.
[Link] The capacitors shall be single-phase units. The rated power of the three-
phase capacitor banks shall be that specified in the enquiry schedules.
The capacitors shall be capable of continuous operation at 135% of rated
nameplate reactive power caused by the combined effects of:
a) Voltage in excess of nameplate rating of fundamental frequency but
not over the values stated in table (2) of this specification.
b) Harmonic voltages.
c) Manufacturing tolerance.
The capacitors shall in addition, be thermally rated for continuous
operation at the maximum operating voltages specified in table 2 and
with the standard service conditions listed in clause 4.1 applying.
Under the specified ambient air temperature conditions the temperature
rise of any part of the capacitor during continuous operation at
maximum operating voltage shall not exceed the value stated in the
tender as acceptable for the dielectric or other materials used. The
tenderer shall pay special attention to the analysis of “operating
temperature” given in IEC 60871-1. Installations require particular
attention to the following matters:
a) Capacitors mounted in row or tiers are subjected to increased
temperature rise because of heating of the ambient air and reduced
radiation.
b) Capacitors subjected to radiation from the sun may show higher
temperature rise than those installed in a shaded area.
c) Capacitors shall be capable of operation at 130% of rated RMS
current, including fundamental and harmonic currents.

4.4.3 Band- Pass And High- Pass Filter Capacitor
- Rated output, voltage, current, in accordance with IEC 60871-1
(annex B).
- Symmetrical tolerance of filter capacitors shall be as follows:
For units in band-pass filters + 5%.
For units in high-pass filters + 7.5%.
4.4.4 Insulating Levels
The capacitor shall be designed for the following insulation levels:

Note1: While the capacitors are rated for operation at 220 kV they
shall be suitable for continuous operation at the voltage
specified in table 2 .
Note 2: The capacitor shall withstand with full life expectancy
switching transient voltages up to 2.82 times the maximum
voltages specified in table 2 of clause 4.2.1 above and all
other transient disturbances inherent in the normal
operations of power systems.
4.4.5 Construction
[Link] Materials and Finish
Individual capacitors and shall be housed in a stainless steel tank. This
shall be constructed so as to be perfectly sealed and dielectric-fluid-tight
with all fittings in place. The tank shall be protected with a weather
resisting paint suitable for outdoor use.
Alternative tank materials e.g. aluminum, will be considered by the
purchaser but may be used only with his specific approval.

[Link] Mounting and Configuration
Capacitor banks consist of units which shall be mounted on a framework
made from hot-dip-galvanized steel. This support structure shall include
provision for all canopies, bushings, fans, cable fixings, etc. The
galvanized framework, including trays, shall be delivered ready for
assembly without the need for any fabrication, drilling or welding on
site.
4.4.6 Dielectric
Capacitors having “film-type” dielectric are preferred. Any dielectric
fluid shall be bio-degradable (disposable in land fill), non-toxic and have
low bio-accumulation .
4.4.7 Capacitor Bank Terminals
Bad contacts at any connection point in a capacitor bank may generate
high-frequency oscillations due to small discharges. Particular attention
shall be paid to this matter to ensure that joints etc., are not adversely
affected by the ambient conditions specified in table 1 clause 4.1..
[Link] Line Terminals
Connection to line terminals may be by overhead line, underground
cable or by direct SF6 connection.
All bushings shall have aerodynamic shaped shed with good self-
cleaning properties.
The method of connection will be specified in enquiry schedules.
[Link] Neutral Terminal
The neutral point of the bank shall be brought to a bushing rated in
accordance with clause 4.4.3 and so arranged that connection to earth
either directly or through a current transformer is possible.
[Link] Overhead Line Connections
The bushings for overhead line connections (if provided) shall be fully
rated (tables 2) and shall be in accordance with the relevant
requirements of IEC publication 60137. The terminal stud type required
for termination of the overhead line will be specified in enquiry
schedules.

[Link] Cable Housings
When terminations into the phase terminals is by underground cable the
design of the required cable housings shall fulfill the following
requirements.
- A separate housing shall be provided for each phase.
- The housings shall be arranged for vertical entry of the cable from
below and shall be arranged so that a capacitor can subsequently be
removed from its location without disrupting the cables.
- The design of the housing shall be such to facilitate easy termination
of the incoming cable.
- Provision shall be made for carrying out dielectric tests in the work
with the housings in position and on the cables on site without the
need for complicated procedures.
- Special removable covers shall be provided on the cable housings to
permit the introduction of test bushings.
- Removable links shall be provided for the cable connections to
permit on-site dielectric tests on the cables, the test voltage being
applied at the switchgear end. Details of the cable termination and
will be specified in Enquiry Schedules.
The final design of the cable housing shall be submitted to the purchaser
for approval.
[Link] SF6/Dielectric Termination
When direct SF6 connections are to be made to the capacitor the
SF6 enclosure shall be supplied by the switchgear manufacturer
and the SF6/ dielectric bushing shall be supplied by the capacitor
manufacturer.
- Lightning impulse, switching impulse and power frequency
withstand levels shall be as specified in Clause 4.4.3.
- The design of the bushing shall be such that mixing of capacitor
dielectric and SF6 gas is prevented. This shall be achieved by means
of a buffer space using a double flange sealing arrangement between
the sections of the bushing in contact with SF6 and any liquid
dielectric in the capacitor.

If the buffer space is liquid-filled it shall be accessible and
supervised. The supervision shall consist of local provision for
connection of the remote alarm to signal high or low liquid level.
It shall be possible to change the liquid in this space without
dismantling the connection to the capacitor.
[Link] Neutral Bushing of Bank
The neutral bushing shall be continuously rated for line current and shall
be capable of withstanding a short-circuit current equal to the maximum
three phase value given in table 2 for 1 second. All connections must be
carefully made to avoid arcing (high frequency).
[Link] Co-ordination With Other Suppliers
In the design of any termination careful co-ordination will be required
with suppliers of other equipment e.g. cables, overhead lines and
switchgear to ensure full compatibility at interface points with
equipment of these suppliers. The supplier shall ensure that he has
sufficient details to satisfactorily carry out the design at such interface
points.
4.4.8 Case (tank) and Accessories
[Link] General
The case (tank) construction shall be such that water will not lodge on it.
The capacitor may be lifted by crane into position. Suitable points for
the attachment of slings shall be provided.
[Link] Container Connection
Terminals shall be provided on each capacitor to facilitate a connection
which fixes the potential of the container.
Note: This connection may be a connection to earth in certain
circumstances.
[Link] Cooling
The tender shall include the material such as shading canopies, fans or
other devices for cooling the capacitor if these are required to ensure
continuous and reliable operation under the ambient conditions specified
in table 1. If so such material is offered, it will be assumed that the

supplier aggress that it is not needed and that no guarantee is conditional
on its use.
Control of cooling fans shall be so arranged that motors are switched in
stages under the control of thermostats.
4.4.9 Discharge Resistor
All capacitor units shall contain an internally connected discharge
resistor which shall reduce the residual voltage from the crest value of
the rated voltage to 50 V or less within 5 minutes after disconnection
from a source of supply. A safe and reliable method of full discharging
of the capacitors shall be provided.
Note 1: Where a capacitor is directly connected to electrical equipment
providing a discharge path without having a disconnecting switch, fuse
cut-out, series capacitor or semi-conductor interposed, the need for such
a device may be modified by agreement with the purchaser.
Note 2: The discharge device shall be so arranged that compliance with
this cause is assured even if the capacitor consists of units connected in
series.
4.4.10 Application
[Link] General
If a transmission line is operated at its surge impedance load, it will have
a flat voltage profile along its length and its insulation will be equally
stressed at all points. In this condition the reactive power generated by
the shunt capacitors is exactly absorbed by the series inductance shunt
capacitance augment the natural capacitance of the line. By generating
reactive power they tend to boost the voltage where they are installed
and thus shunt capacitors are more likely than other equipment to be
operated under and over voltage. Capacitors are also likely to be
subjected to high voltages due to switching transients and the switchgear
manufacturer must be asked to confirm that arc restrikes are hindered in
the relevant circuit breaker.
A capacitor bank will usually be constructed by connection several units
in series as indicated by figure 1. Both the maximum and minimum
number of units that may be connected in parallel is subject to
limitations.
A typical bank for a 220 kV system would consist of 20 capacitor units
per phase or more. (see Figure 1)

Ratings of capacitor banks and units will be determined by the purchaser
after consideration of system requirements, and of standards in
equipment specifications .
As a unit will consist of many capacitors in parallel, the energy that may
be fed to a faulty capacitor by those in parallel with it must be limited.
The discharge energy which a fuse can tolerate should be limited to
10kJ.
[Link] Over voltages
- In addition to the above-mentioned voltage transients that may be
caused by the system operation conditions it must be noted that
capacitance difference between phases of more than 5% should be
checked as they may lead to over voltages. Capacitors that are subject to
over voltages (e.g. because of their location in the system) may have to
be protected by installing appropriate lightning arresters.
- Service conditions: Residual voltage at Energization shall not exceed
10% of rated voltage.
[Link] Overload currents and harmonics
The basic protection on each capacitor unit (e.g. a fuse) is intended to
protect that piece of equipment but its effect on the entire bank may be
unacceptable. An over voltage caused by a change in a capacitor bank
(or other disturbance to the system) may increase the saturation of iron
cores, thereby increasing the proportion of harmonic current and also
leaded to the amplification of resonance between inductive and
capacitive elements. Such problems are controlled by management of
the system to avoid over voltages. These over currents may also the
caused when switching-in the capacitors and may require particular
solution such as special circuit breakers. The heating caused by
harmonic currents, may, because of skin effects be greater than that due
to the corresponding fundamental component.
[Link] Capacitor Protection
The protective devices of capacitor bank shall operate in the following
order: (see Figure 2 & 3)
1. Unit fuse, with indication of location of failed fused.
2. Relay protection (e.g. over current or unbalance). An alarm shall be
given.
3. Network or equipment protection.

Note: In some circumstance relays on banks may operate before fuses.
IEC publication 60549 gives full information on the fuses that are
required and a tenderer shall show that his equipment complies with that
publication.
Individual Capacitor Protection
Each capacitor in the bank shall be protected by a fuse. The fuse shall be
a current limiting type rated to meet the requirements derived from data
given in the tender schedules. An expulsion-type fuse may be used only
with the purchasers specific agreement e.g. if required to supplement the
action of a current limiting fuse.
The current through the fuse when a capacitor becomes shorted shall not
be less than 10 times the normal capacitor unit current through the fuse
and shall be less than required to burst the tank of a failed capacitor.
The fuse link shall be capable of continuously carrying a current of
130% of rated capacitor current. The tenderer may be asked to produce
the results of tests which show that the fuse characteristics co-ordinate
with capacitor case rupture curves; he may also be asked to show that
the fuse manufacturer has approved its use in the ambient conditions
listed in table 1.
Capacitor Bank Protection
Besides the individual capacitor protection, the capacitor bank shall be
protected against a major fault on the system.
The protection must allow the bank to operate at a maximum of 130% of
rated current continuously, but shall remove the bank from service in the
event that the current increases to over 3 times the line current.
The supplier shall supply data for design for the bank protection, if not
otherwise specified in the tender schedules. The data shall include but
not be limited to the following:
a) Protection against surge voltage.
b) Protection against inrush currents due to switching.
c) Protection against over current due to capacitor bank faults.
d) Arc-over protection within capacitor rack.

e) Bank ground protection.
The capacitor bank protection shall be in accordance with IEC
publication 60871-1.
5. MARKING
Each capacitor unit shall be fitted with a nameplate of stainless steel
which is suitably attached to the case. The following information shall
be indelibly marked on it in Arabic and English.
Serial number
Rated output in kilovar
Rated voltage in kV
Rated frequency in hertz.
Temperature category as per IEC 60871-1.
Insulation level in kV/kV (power frequency withstand/BIL)
Discharge device type (if built-in)
Measured capacitance
Manufacturers name and reference number
Manufacturers type and catalogue number.
Year of manufacture
Purchasers order number
Insulating liquid (amount and type)
Weight
Fuse fitted (type and rating)
Further information that is important for the safety of persons or
equipment should be stated on the nameplate or on an instruction that is
referred to on the nameplate.
6. TESTING AND INSPECTION
6.1 TESTING
6.1.1 General
All capacitors shall be tested in accordance with the latest edition of the
referenced standards and as specified herein. Following completion of
the tests, two certified copies of the test records shall be submitted for
approval. No capacitors shall be shipped until the test reports have been
approved. The purchaser, at his discretion, may waive type test
requirements, where type tests have previously been carried out and
where acceptable type test certificates are provide by the supplier.

The acceptance of such type test certificates shall be based on the stated
requirements for type testing contained in this specification.
The test schedules appended to this specification summaries the tests
that are required and the criteria for passing these.
All measuring apparatus (meters, gauges etc.) shall have been calibrated
against standards that are traceable to national or international standards
and acceptable to the purchaser.
6.1.2 Validity of Test Certificates
Test certificates are considered valid if the tests have been carried out
within the last ten years on equipment identical to that on offer using test
methods outlined in this specification.
6.1.3 Type Tests
The following type tests shall be carried out in accordance with IEC
60871-1.
- Capacitor losses at elevated temperatures.
- Measurement of the tangent of loss angle (tan ) of the capacitor at
elevated temperature.
- Thermal stability test
- AC voltage test, between terminal and container dry test and wet test.
- Lightning impulse voltage test.
- Short circuits discharge test.
- Switching impulse withstand test.
- Artificial pollution test, according to IEC 60507 using the solid
layer.
A separate test shall be carried out for each reference layer conductivity.
The solution composition shall consist of 40 g kaolin, 1000 g water and
salt giving the various reference layer conductivities.
Measurement of the layer conductance.
Note 1: Capacitor losses shall be determined by applying rated voltage
and frequency to a capacitor at a uniform temperature of 75 + 2° C.
Note 2: The temperature of the capacitor during the thermal stability test
shall be measured by means of thermocouple or similar device attached
to the case.

6.1.4 Routine Tests
The following routine tests shall be carried out in accordance with IEC
60871-1.
- Capacitance measurement.
- Measurement of the tangent of loss angle (tan ) of the capacitor.
- DC voltage test between terminals
(Note : the alternative AC test may be substituted, by agreement).
- AC voltage test between terminals and container.
- Test between terminal and earth for capacitor banks.
- Sealing test.
- Discharge resistor test (IEC 60871-1 , Aneex D)
- Test of internal discharge device.
- Routine test shall be carried out by the manufacturer on every
capacitor before delivery.
In addition to these routine tests the purchaser may require tests on
accessories supplied with the capacitors (e.g. bushings, supports,
clamps, fuses, connectors). Copies of relevant test reports shall be
submitted with the routine test reports and the purchaser may decide that
some or all tests shall be repeated.
6.1.5 Voltage test of filter capacitors
- The A.C voltage test.
- The D.C voltage test.
The tests shall be performed in accordance with IEC 60871-1
(Annex B).
6.1.6 Location of Tests
Routine tests shall be carried out at the supplier’s factory.
Type tests shall be carried out at an approved independent testing
laboratory or at the supplier’s laboratory and witnessed by a
representative of an approved independent testing laboratory or other

6.2 INSPECTION
The Purchaser has the right to witness tests or visit the factory during
manufacture of any or all items covered by this specification.
Accordingly, the supplier shall give adequate notice of manufacturing
schedules and one month’s notice of test schedules.

The inspector(s) shall have free access during normal working hours to
the factory and testing laboratories in connection with the inspection and
testing of materials.
The purchaser may require that he may carry out the following
inspection on material and demand copies of reports showing that they
have been done on all equipment:
Verification of dimensions with respect to the supplier’s drawings.
Visual check of welded joints.
Verification of thickness and coverage of galvanizing or other corrosion
protection.
Examination of assembly to ensure that all components are present.
7. SAMPLING
7.1 Routine tests shall be carried out on all capacitors and major items of
mounting equipment being supplied. Minor items of mounting
equipment shall be subjected to sample testing of not less than 5% of the
quantity being supplied on any order.
8. METHOD OF TEST
8.1 Testing shall be carried out in accordance with the latest edition of IEC
publication 60871-1.
9. ACCEPTANCE AND REJECTION
9.1 The supplier shall forward to the purchaser, two (2) copies of certificates
showing that all the required type tests and routine tests have been
carried out and that the materials and construction comply with the
specified requirements.
9.2 Acceptance or rejection of the units will be based on the criteria listed in
test schedules 1-2 of this specification.
10. DELIVERY
10.1 PACKING AND SHIPMENT :
10.1.1 Capacitors shall be delivered ready for service and shall be packed in
substantial wooden cases.

10.1.2 Mounting equipment shall be suitably packed against transport risks in
wooden cases or creates.
10.1.3 Packing notes in Arabic and English shall be included in each case
giving a description of the goods packed.
10.1.4 Equipment shall not be packed in any organic material.
Mounting equipment shall be packed in separate cases/crates.
Each packing case/crate shall have the following information where
appropriate marked on it in Arabic and English.
- Purchaser’s name.
- Catalogue number
- Voltage rating.
- KVAR rating.
- Manufacturer’s name.
- Purchaser’s order number.
- Year of manufacture.
- Gross weight.
- Position of slinging points and other relevant handling instructions.
10.2 Delivery
10.2.1 The tender shall include a guaranteed delivery time from the receipt of
the official order.
10.2.2 Equipment supplied from outside the A.R.E shall be delivered CIF to the
designated port of entry.
10.2.3 Equipment supplied from within the A.R.E shall be delivered to
designated stores .
11. SPARE PARTS
In addition to spare parts requested by the purchaser the supplier also
shall recommend a list of spare parts.
12. GUARANTEE
The supplier guarantee the delivered equipment against manufacturing,
design and material defects for a period as given in the tender
documents.

13 SUBMITTALS
13.1 SUBMITTALS REQUIRED WITH TENDER:
Submittals required with tender are, three copies each of:
The attached tender schedule for each rating of capacitor offered.
The supplier’s quality assurance program or manual together with a list
of international/national standards and specifications covering raw
materials, components, processes, tolerances, test procedures and a list
of tests normally carried out on raw materials with a description of test
equipment.
Drawings which clearly illustrate the following features for each
capacitor offered:
- General outline of capacitor, both units and banks.
- Details of terminals, bushings and cable housings.
- Mounting arrangements.
- Lifting arrangements.
- Racking arrangements.
- Grounding arrangements.
- Details of fixing arrangements of mounting equipment.
- Weights of units and banks.
Documents which give the following information:
- Details of discharge resistors.
- Detailed specification of fuses and tests performed on them to show
their suitability for the application proposed.
- Details of recent service experience with equipment identical to the
offered (including failure rates.).
- Details of manufacturer’s quality control program.
- List and description of testing facilities available (in manufacturer’s
factory or elsewhere).
13.2 SUBMITTALS REQUIRED FOLLOWING AWARD
OF CONTRACT
Submittals required following award of contract are, three copies each
of:-
- Manufacturing and test schedules.
- Full drawings of supporting structures with details of loads on
foundation, wind loads and any features of clearances or tolerances
that may affect the design of fixings.
- Factory test report.
- Certified dimensioned drawings of units and banks.

14. REFERENCE LIST
Tenderer shall submit a reference list that the proposed equipment have
been in successful operation in an integrated system on three different
substations of same or higher capacity outside country of manufacturer
or in EEHC network for a period not less than three years during the last
ten years. The experience of manufacturer and the sub-manufacturer
shall be evaluated on the above basis.
