In line with the Department's initiative to optimize its processes and uphold its commitment
to the continuous delivery of essential infrastructure projeds, all Implementing Offices (IOs),
including the Unified Project Management Office-Flood Control Management Cluster (UPMO-
FC!NIC), are heredry dire!ded to utjlltz!f± thf= Manual on the Maintenance of Flood Contro/ and
Oyi7/7rage 5rrwctunes /ficz2S/ 2CZ25. fi7/.[Link]. This manual aims to support the timely and
effective maintenance management of FCDS and to prolong its serviceable life through the
appropriate execution of maintenance activities.

This manual will serve as a comprehensive guide for IOs in the implementation of
maintenance-related activities such as inventory, field inspection, execution of repair works
and emergency measures, and the proper prioritization of FCDS in need of maintenance, It
also outlines the processes for the computation of the FCDS maintenance fund, as well as the
establishment of evaluation and monitoring of all FCDS-funded projects.

Furthermore, in pursuit of the Department's goal to digitalize the inventory of all flood control
structures, the implementation of the Flood Control Inventory Application (FCIA) across all
IOs is hereby directed. The IOs shall comply with the procedures and data requirements
outlined in the latest issuance of the FCIA Users Manual, which is available for download on
the DPWH Intranet.

This Order shall supersede any previous memoranda and/or instructions that are inconsistent
with the provisions of the foregoing and shall take effect immediately.
