Mitchell WM, MMMM993 (County) (Name of Offender(s) (Description of Identity) committed one or more criminal offense(s). Resist Arrest/DWR The facts supporting this belief are as follows: (On 03/01/2020 at approximately 2331 hours, Officers Conkling and Blome with the Kansas Clty Missouri Police Department were on patrol in the area of Independence and Elmwood, Kansas City, Jackson County, Missouri, regarding a possible homicide suspect. Officers received information the driver of a matte black Honda Civie with no license plate ‘was possibly related to a homicide investigation and in the area. Officers observed a matte black Honda Civic backed into ‘parking space at the Sonic Drive-In located at 4200 Indepenclence Ave with two additional occupants. Officers slowly «rove past the Honda civic and observed the driver, later identified as Dennis Mitchell, WIM, 1993, in the driver's seat. Officers drove out of the parking lot and turned west in an attempt to turn back around when MITCHELL followed the officers out of the parking lot and turned east on Independence Ave, Officers turned their patrol vehicle around and pulled behind the Honda Civic and activated their emergency lights and sirens) MITCHELL refused to stop and continued to Elmwood where he made a right hand turn traveling the wrong way on a one way street and accelerated to over 50 mph on acity street with a posted speed limit of 25 mph. MITCHELL continued to travel at a high rate of speed with disregard for other motorists. MITCHELL turned westbound on 9" street where he accelerated to speeds exceeding 80 mph and failed to stop for a red light at 9" and Benton where he tumed south nearly striking a vehicle. MITCHELL drove to the entrance ramp to 1-70 Hwy and turned west where he entered the highway and quickly accelerated to speeds exceeding 100 mph while weaving in and out of traffic in atternpt to elude officers. MITCHELL continued west on 1-70 Hwy taking I-35 Hwy south at speeds of 100 mph where he took the westbound exit at 7" Street and drove into Kansas, INY ZEO1 - 0z0z ‘92 AeWy - ower feuIUMD AID sesuey - pan Officers continued to pursue MITCHELL until he drove southbound in the northbound lanes of traffie on US 69 Hwy. Officers continued to follow MITCHELL from the southbound lanes while he drove southbound in the northbound lanes. Officers observed MITCHELL's Honda Civic collide head on with another vehicle traveling northbound on US 69 Hoy and three panies bi fom the Igada Civic and lee on foo. Morales was taken ino custody and dtaned ai Mere eres City Kansas officer 9 unit |was dispatched to the area where they located MITCHELL hiding in a lawn-care vehicle near the erash scene, The K-9 officer and handler took MITCHELL into custody after he refused to comply with commands and MITCHELL sustained a bite from the K-9 officer. Officers at the scene contacted the victim’s in the head on crash vehicle and determined they sustained minor injuries and were released at the scene. MITCHELL was identified and determined he ‘was not the party wanted regarding the homicide investigation, MITCHELL was taken into custody and transported to the Wyandotte County jail for further investigation, On 03/10/2020 detectives contacted MITCHELL and advised him of his Miranda Rights. MITCHELL acknowledged his rights and signed the Miranda waiver. MITCHELL stated the Honda belonged to him and admitted to driving the vehicle while cluding officers who were pursuing him with lights and sirens. MITCHELL stated he was ‘worried he would go to jail because his license is revoked and he had no plates on the vehicle. MITHCELL admitted to traveling at a high rate of speed to get away from the officers and to also turning southbound into the northbound lanes of the highway in attempt to get away from officers.
