CHAPTER 1

INTRODUCTION

On-the-Job Training(OJT) plays a pivotal role in the academic formation of

engineering students, serving as a bridge between theoretical knowledge acquired in
the classroom and its practical implementation in real-world settings. It provides students
with the opportunity to apply learned concepts in a professional environment, thereby
enhancing their technical abilities and preparing them for the demands of the industry.
The primary aim of the internship is to expose students to actual field
operations, strengthen their competencies, and foster readiness for future professional
responsibilities. In addition to technical development, OJT also cultivates essential soft
skills, contributing to a well-rounded understanding of the engineering discipline.

The internship at DPWH Cam. Sur 5th DEO offered a valuable immersion into the
practices of engineering, architecture, and construction. While the Government
Company is primarily focused on Works and Highway , the training remained relevant to
the engineering curriculum. Interns were engaged in a variety of tasks, including site
evaluations, basic materials assessments, project coordination, and collaborative work
with professionals from different disciplines. This exposure to cross-functional workflows
enriched the interns’ appreciation of the interconnected nature of construction-related
professions.

Entering the internship brought a mix of anticipation and uncertainty,as participants faced the challenge of translating
academic learning into actual practice. Despite limited prior experience, the theoretical foundation provided by academic
coursework, coupled with a strong eagerness to learn, allowed interns to navigate the professional setting effectively. In the end,

the OJT experience proved to be more than a curricular requirement—it became Significant a venue for professional
development,self-evaluation,and the nurturing of discipline, adaptability, and a commitment to lifelong learn

Historical Background of the Company

The development of the Department of Public Works and Highways (DPWH) into its
present structure underwent a long process of evolution spanning a century of colorful
and significant events in laying the groundwork for the physical foundation of the
country.

The Department is considered as old as the Philippine government, its existence dates
back to about four (4) centuries at the time of the Spanish colonial era. It emerged from
its embryonic form in 1565 when the first settlement roads were constructed by forced
labor. Fortresses then were connected by improved trails as supply lines and means of
communications. As Spain was in its expansion program in the islands, it resorted to a
policy of attraction by way of public works construction. In order to pursue their objective,
the King of Spain designated the Spanish Governor General in the country as Chief of
Public Works assisted by “Junta Consultiva” through a Royal Degree in 1867.

It was in 1868 when the Bureau of Public Works and Highways (Obras Publicas) and
Bureau of Communications and Transportation (Communicationes y Meteologia) were
organized under a civil engineer known as “Director General”.

Since then, the Department underwent various stages of development and evolution
that largely depended upon the change in government shift of administration policies,
and reorganization in its structure and responsibilities to suit the demands of times.

Finally after a long process of evolution by virtue of Executive Order No. 124, dated
January 30, 1987, the agency is now known as the Department of Public Works and
Highways (DPWH) with five (5) bureaus, six (6) services, sixteen (16 regional offices,
twenty-four (24) project management offices sixteen (16) regional equipment services
and one-hundred eighteen (118) district engineering offices.

VISION

By 2030, DPWH is an effective and efficient government agency, improving the life
of every Filipino through quality infrastructure.

MISSION

To provide and manage quality infrastructure facilities and services responsive to

the needs of the Filipino people in the pursuit of national development objectives.

ON- THE JOB-TRAINING PROGRAM

On the Job training is a compulsorily part in the academic duration of engineering

programs under various universities and educational institutions. Which is not be completed for
just like a certification course. This training period plays the unique role in every student’s
life .Training in the sense that it provides the various ideas and also leads the students to think
out of the boundary limit in order to encourage their creativity and innovating skills.

After the successful completion of studies, students have to face this competitive world
with this knowledge to face many problems and to find the right solutions which is to be solved
in the minimum duration of time. Some problems to be solved by our knowledge but some
problems are to be solved only by our experience. Experience gained by us by knowing the
errors possibilities and also know to troubleshoot the error possibilities and also to think &
design the elimination techniques logically & technically.

This OJT program of the College focuses on knowledge and skills development to the
application of the theories and concepts. Linkages with the Industry experts from relevant
fields would provide insight and training to the students.
