Construction of 18 residential and 2 control room 8 Nos. buildings of 500 [Link]. BUILT UP
area which includes a fully furnished office as approved by department. The facility
shall include fencing, sanitation, water supply, electrification, approach and
internal roads, garden etc.
1.2.26 Capacity Building of Farmers: Contractor shall provide support to building farmer
capacities with a view to increase irrigation efficiencies and water productivity at
farm level through
(i) a comprehensive participatory training program,
(ii) development and effective use of farm demonstration sites,
(iii) establishment of Farmer Services Centers (FSCs) and conductance of Farmer 5 ha
chak Schools (FFSs) for advisory service and capacity of farmers, and
(iv) Provisions of supporting infrastructure including buildings, service equipment and
facilities. These activities will be done in a collaborative relationship with relevant
(v) 5 ha chak organized by a community
mobilizer where farmers share their experiences with each other and are guided in
learn-by-doing activities by specialists in agronomy, irrigation or post-harvest
technologies. Sessions with the same group of farmers on a regular basis to
exchange views and reach consensus on incremental lessons learned through their
own shared experiences. Demonstrations and 5 ha chak trials (e.g., irrigation
scheduling, new seed varieties, disease control methods, etc.) are arranged in
coordination with the FFS groups and their WUAs (Water Users Associations).
1.2.27 The scopes of work for Contractor during the Design Build period are as follows:
Establishment of a minimum FSCs through buildings, facilities and equipment as may
the commencement of the Turnkey Contract. All supplies and equipment
necessary for the continuous functioning of the FSCs shall be furnished by the
Contractor from suppliers who are fully experienced, reputable, and qualified in
the manufacture of the items to be furnished.
Undertake the participatory selection and establishment of FFSs demonstration sites,
including 5 ha chak trials of micro irrigation systems and associated technologies
like fertigation on at least 0.5% of the CCA (one model for each 6000 ha CCA)
supplied from the pipeline distribution system. These demonstration plots shall be
installed and tested at the same time as the pump station(s) and pipeline
distribution network so that they can be farmed each rabi season with crops
approved by the relevant WUA and MPWRD until the end of the Operation Service
period. The irrigation system layouts and designs shall be performed by an
individual or firm regularly engaged in the design and installation of micro
irrigation systems. The micro irrigation system shall have components conforming

with a design capacity adequate to satisfy the peak water requirement of
proposed/planned crops to be irrigated within the design area. This includes
complete responsibility for the costs of supply, transport, installation, testing and
operation and maintenance all the irrigation components to the 5 ha chak sites
viz., safety and control valves, filtration unit, fertigation unit, pipes and its fittings,
drippers and lateral or emitting pipe etc. and all other accessories which are
required to erect the micro irrigation systems.
The FSCs and demonstration plots shall be designed, manufactured, constructed and
installed in accordance with IS standards and methods and shall comply with these

irrigation system, appropriate for the typical 5 ha chak size(s) that farmers may use
for their procurement of high performance and cost effective farm irrigation
systems.
Develop a participatory approach for the formulation and implementation of an
agricultural development plan in each village in coordination with the MPWRD and
WUAs.
Assist with the preparation of strategic communications and promotional material for
wider adoption of developed working practices.
Conduct pertinent study tours for MPWRD and farmers at FSCs.
Assist with the identification and establishment of contacts with potential external
service providers such as research stations, farm input suppliers and agro-
processing companies.
Support farmers in obtaining grants/loans from financing institutions/programs for
financing micro-irrigation equipment.
1.2.28 Manhole Arrangement: For cleaning purpose all the pipe lines should be provided
with manhole arrangement for flushing-off at suitable locations preferably at every
2 km.
1.3 Hydel Power: -

LOW LYING GOVT. LAND AFTER DUE PERMISSION FROM COMPETENT AUTHORITY.
1.4 A self-cleaning pre-filtration system shall be installed by the Contractor at suitable location(s) in the
pump station(s) or pipeline distribution network for ensuring removal of all distribution network of all
debris and substance which may clog the systems, with minimum filtration up-to 200 microns and shall
be provided with following parameters:
i. Normal and maximum flow rate.
ii. Minimum Inlet Pressure
iii. Filtration Degree absolute
iv. Minimum water used for draining/flushing
v. Cleaning Mechanism
vi. Mechanical Life of screens and housing
Normal and Maximum Flow rate: The maximum flow rate the filter shall be able to handle shall
be minimum 10% of the normal flow rate. Minimum Inlet Pressure: The minimum inlet
pressure provided for the filter shall be in the range of 2.5kg/cm2. No back wash pumps shall
be usedfor cleaning purpose. Mechanical life of screens / filter housing. As no standby filters
are envisaged for this application the functionality of the system and mechanical parameters
shall be of high quality.

(viii) Changes in flow rate at village block level may occur multiple times per day, based on
downstream water orders.
4. Water User Associations
WUAs must enjoy the trust of farmers in order to effectively carry out normal MOM of the water
delivery facilities under their responsibility, as well as helping MPWRD in recording of irrigated areas
and collecting irrigation revenue and energy charges. For this purpose each WUA will monitor water
deliveries throughout the season according to the planned irrigation schedule. WUA shall be
governed by Participatory Irrigation Management Act 1999, Madhya Pradesh.
The WUAs in the Project will be responsible for: (i) monitoring the status of the farm irrigation and
drainage infrastructure; (ii) planning maintenance activities in their area of responsibility; (iii)
determining the area to be cropped each season for determination of water requirements;
(iv)monitoring water use according to the agreed-upon delivery schedule; and, (v) ensuring equitable
water delivery service among farmers.
5. Role and responsibility of Contractor
A written manual will be prepared by the contractor during project implementation for each electrical
and mechanical component (or electrical and mechanical sub-system, as appropriate) and that of the
constructed distribution network that contains the following sections:
(i) Functional description
(ii) Maintenance inspections to be carried out
(iii) Maintenance intervals
(iv) Diagnostic and trouble-shooting procedures
(v) Technical specifications
Generally this information will be provided by the manufacturer or supplier of the equipment;
however, the contractor will prepare these MOM manuals to the requirements of the MPWRD.
Appropriate steps will be taken to transfer knowledge and technical skills to MPWRD staff in the
project and avoid the potential pitfalls associated with steep learning curves of such a complex
technology. This will require substantial and sustained efforts in terms of training and capacity
building. This will help ensure the MOM of the pump stations , to the norms of international
standards. In addition, improvement of scheme-level MOM practices will contribute to reduced
running costs and better service for water users.
In the interest of proper and efficient maintenance, it is imperative for the contractor to arrange
training program and refresher courses. Because of the constant changing maintenance techniques,
group discussions and lectures will also be required to improve the efficiency of maintenance staff
and widen their knowledge.
a. General Maintenance
The operation service contract will contain specifications addressing maintenance, repair and
replacement of project facilities. In addition to ordinary maintenance and upkeep of the pump
stations and pipelines, the contractor will also be responsible for major maintenance and repairs.
The MPWRD will conduct unscheduled inspections, periodic maintenance inspections and full scale
annual inspections as outlined in the following sections. The contract agreement will require that the
facilities be returned to the MPWRD in good condition at the end of the defined operating period
(i.e., 3 years). The method for determining the condition level of the structures and equipment, as
well as the expected condition of the facilities at the end of the contract term, will be described in the
