Barangay Peace and Order and Public

Safety (POPS) Plan

I. Introduction
The Barangay Peace and Order and Public Safety (POPS) Plan serves as a strategic
framework to maintain peace, order, public safety, and security in the community. It aligns
with national and local government directives to promote community resilience, crime
prevention, and disaster preparedness.

II. Objectives
1. To strengthen barangay mechanisms for peace and order.

2. To prevent and address criminality, illegal drugs, and other threats to safety.

3. To enhance disaster preparedness and emergency response.

4. To promote community participation in peace and safety programs.

5. To support the rehabilitation and reintegration of former offenders and drug dependents.

III. Situational Analysis


The barangay faces challenges such as incidents of petty crimes, drug-related cases,
domestic violence, and natural hazards (e.g., flooding, fire). The need for strengthened
coordination among stakeholders and active citizen engagement is recognized as essential.

IV. Strategies and Programs


The following strategies and programs will be implemented:

1. Strengthening the Barangay Peace and Order Council (BPOC).

2. Conducting regular barangay patrols and tanod capacity building.


3. Establishing Barangay Anti-Drug Abuse Council (BADAC) programs.

4. Implementing community-based rehabilitation for drug surrenderers.

5. Organizing public awareness campaigns on crime prevention and disaster preparedness.

6. Enhancing coordination with PNP, BFP, MDRRMO, and other agencies.

V. Implementation Mechanism
The Barangay Peace and Order Council (BPOC) shall oversee the implementation of the
POPS Plan. Barangay officials, tanods, youth organizations, faith-based groups, and civil
society partners will actively participate in the execution of programs and activities.

VI. Monitoring and Evaluation


The barangay shall conduct quarterly monitoring and evaluation of POPS Plan activities.
Reports will be submitted to the Municipal Peace and Order Council (MPOC) and the
Department of the Interior and Local Government (DILG).

VII. Budgetary Requirements


Funding requirements for the implementation of this POPS Plan shall be sourced from the
Barangay Budget, 20% Development Fund, and other allowable funding sources in
compliance with existing laws and regulations.
