II. BRIEF CONTEXT/PERSPECTIVE OF THE ACTIVITY


The Materials Recovery Facility (MRF) is important to sort mixed
materials and to ensure that we can remove anything that is not
recyclable. The process also helps to provide quality recyclables that
manufacturers need to make certain products and goods.

(Part 1)
Each Barangay in Talakag Bukidnon has Materials Recovery
Facility (MRF) that receives, separates, and prepares
recyclables to be sold to an end buyer. An MRF uses a
combination of equipment, machines, and manual labor to
separate and prepare the materials. MRFs play an important role
in reducing the waste stream, the demand for raw materials, and
pollution associated with the manufacturing of new products. There
are two types of MRFs known as Clean MRFs and Dirty MRFs which
is collected recycled, sorted and disposed. A clean MRF takes in
commingled recyclable materials that have been separated from
municipal solid waste, usually by individual citizens or businesses
before curbside trash collection. A dirty MRF takes in a broad
stream of solid waste and separates out recyclable materials

mechanical sorting. The recyclables are then processed for market,
and the nonrecyclable materials are sent to a landfill or other disposal
facility.
Barangay San Antonio Talakag, Bukidnon has MRF which plays an
important role in maintaining our environmental management. In line
with Republic Act 9003 also known as ecological solid waste
management act of 2000, that aims to protect and promote a clean
a green environment for the people.
Barangay San Antonio is composed of Five (5) Sitios namely, Purok 1,
2, 3, Wanguilan and Latid. The established MRF in the Barangay is
believed to be inadequate due to its implementation, which appears
to be a decoration and compliance that is not accessible to every
resident since it is only available for residents who resides near in
Barangay Hall. The Department of Environment and Natural
Resources (DENR) conducted a monitoring on September 7, 2022 at
10:32 am in Barangay San Antonio to check the facility and
accordingly, the said facility sort to be just a compliance to the
barangay.
Accessibility, land use, and geology need to be considered when
siting MRFs. The materials Recovery Facility needs to be located close
to existing roads, but traffic resulting from the movement of waste
collection trucks should be considered. These facilities must be near
or within urban areas that generate the inputs to be processed for
recyclables. The different sitios in the said barangay is far from the
location of the established MRF. Which reasoned why this proposal
mend to establish MRFs not just in the barangay hall but also at the
barangay intersections so that it would be accessible for residents
residing in Latid which is approximately distant from the location.
Aside from this, the compliance only is not a recommendation for this
law.
The establishment of Materials Recovery Facility (MRF) at barangay
intersections will benefit the residents in San Antonio especially those
who resides in Latid areas. This project will be in partnership with the
Department of Environment and Natural Resources (DENR) that
ensures the proper use of these resources and the protection of the
environment within the framework of sustainable development.

III. Rationale

The main function of MRF is to maximize the quantity of recyclables


processed, while producing materials that will generate the highest
possible revenues in the market. It also functions to process wastes
into a feedstock for biological conversion. For this purpose, the
barangay or clusters of barangays shall allocate a certain parcel of land
in establishing MRF at the intersection areas, so it would be efficient
and accessible for residents in distant parts of the barangay such as
Latid and Wangguilan.
