B. Paper Leak
1. Analysis
i. Paper leaks have become a recurring issue in Uttar Pradesh, damaging the credibility of recruitment
and academic examinations and deepening public frustration, especially among the youth. In recent
months, several high-profile incidents have come to light, shaking confidence in the system.
ii. In the UP Police Constable recruitment exam, large-scale irregularities were reported. Investigations
revealed that question papers were tampered with during transportation, exposing serious security
gaps in the chain. The incident led to the cancellation of the exam, causing distress to lakhs of
aspirants who had prepared and appeared for it. The Special Task Force arrested the alleged
mastermind, Rajiv Nayan Mishra, who had prior involvement in similar offences. Activists criticised
the removal of the recruitment board chairperson as a scapegoat move.
iii. In another case, the UPPSC RO/ARO preliminary exam was leaked, with arrests revealing that
candidates had paid large sums for access to the paper in advance. This not only points to organised
rackets but also reflects the desperation and helplessness among job seekers.
iv. Even school-level exams were not spared. The Class 10 Mathematics paper of the UP Board was
allegedly leaked and shared on official WhatsApp groups, showing that breaches are happening at
both ends of the system, from high-stakes recruitments to school exams.
v. These repeated incidents are fuelling a growing sense of injustice and eroding trust in the
government’s ability to ensure fair opportunities. The youth, already burdened by limited job
openings, see this as a sign that merit no longer guarantees success, which is feeding into the larger
anti-incumbency narrative.
vi. However, the Uttar Pradesh government enacted the Public Examinations (Prevention of Unfair
Means) Act, 2024, imposing stringent penalties, including life imprisonment and fines of up to ₹1
crore for those involved in examination malpractices. Nevertheless, the Act appears to be insufficient
to curb this menace.

2. Recommendations
i. Administrative
a. All facilities involved in printing and storing papers should be under 24/7 CCTV surveillance
with biometric access control. The footage must be backed up and made auditable for
post-exam review.
b. For exams conducted at a smaller scale (departmental, internal), shift to encrypted digital paper
delivery with time-locked access to minimise physical handling and potential leak points.
c. The government should consider establishing a dedicated Examination Security Audit Cell
within the Examination Regulatory Authority to conduct surprise inspections, simulate
breaches, and ensure that best practices are followed.
d. All officials and contract staff involved in examination processes must undergo strict
background checks. Regular rotation of sensitive roles (like paper distribution heads) should be
mandated to avoid collusion.

e. The administration should establish a state-level toll-free helpline and a WhatsApp number for
students and exam staff to report any suspicious activity. Ensure complaints are logged,
acknowledged, and acted upon within 24 hours.
f. In the event of leaks, the administration should ensure timely and transparent re-examination
announcements, with public communication on what went wrong and the measures being
taken to prevent similar incidents from occurring.

ii. Political
a. All exam-related reforms aimed at bringing transparency should be communicated through
press conferences, social media, and local outreach efforts. Special emphasis should be placed on
highlighting strong measures, such as the implementation of the Public Examinations
(Prevention of Unfair Means) Act, 2024, to demonstrate the government's commitment to
ensuring fair and transparent recruitment processes.
b. MLAs and district-level leaders should meet affected students and parents, listen to their
concerns, and provide updates on what’s being done.
c. The party should equip booth-level workers with simple, clear talking points that highlight
improvements. They should be able to explain what was done to prevent future leaks and direct
people to helplines or grievance systems.
d. The party should promote arrests and disciplinary actions taken against officials or networks
involved in leaks as proof that the government is not sparing anyone.
