Apply for Salesperson Registration
Salesperson Registration Application
Individuals who wish to join the industry as a salesperson must fulfil the
prevailing registration criteria, which include passing the Real Estate
Salesperson examination, and approach a licensed estate agent to
submit a salesperson registration application to CEA. Refer to Section
B below for the registration criteria for salespersons.

Estate agents will need to submit the salesperson registration


application request via CEA’s e-services. The registering salesperson
will have to log in to CEA’s e-services to complete the application after
receiving an auto generated email from CEA. Please refer to the image
below for details.

Note: Salespersons are not allowed to join more than one estate agent
at a time. CEA will take approximately 4 to 6 weeks to approve an
application from the date of receiving the application and all the required
supporting documents. Upon approval, CEA will send a notification to
both the estate agent and the registering salesperson.

Registration Criteria for Salespersons
The criteria for salesperson registration are as follow:

a) Where the person has been convicted of an offence
involving dishonesty or fraud, or any offence under
the Estate Agents Act

b) Where the person has had a judgment entered


against him / her in civil proceedings that involve a
finding of fraud, dishonesty or breach of fiduciary
duties on his / her part.

c) Where the person is an undischarged bankrupt or


has made a composition or arrangement with his /
her creditors.

Fees
The application fee to register a new salesperson and to renew the
registration of a salesperson is $53.50 (inclusive of GST) and the annual
registration fee per salesperson is:

Estate Agent Card
All salespersons are required to display their Estate Agent Card when
carrying out estate agency work. The Estate Agent Card will carry the
following information:

• Name and licence number of the estate agent;


• Name and registration number of the salesperson;
• Recent photograph of the salesperson; and
• Expiry date of registration of the salesperson. .

Non-compliance of this regulation is an offence against the Estate


Agents (Estate Agency Work) Regulations 2010. Offenders are liable on
conviction to a fine of up to $10,000, or imprisonment of up to 6 months,
or both

Publish property agents’ transaction records
CEA has worked with the industry to launch the first
phase of the Property Agents’ Transaction Records
Initiative in January 2019. In this phase, completed
resale transactions for Housing and Development
Board (HDB) flats closed by registered property agents
are made available on the CEA Public Register on
CEA’s website.

Next, CEA will publish property agents’ transaction


records involving the renting out of HDB flats, as well
as private residential sale/purchase and lease
transactions.

Apart from strengthening professionalism, this will
inspire greater consumer confidence by providing
greater transparency in the track records of property
agents.

In the longer term, CEA also plans to work with the


industry to collect and publish consumer ratings of

Real Estate Industry Transformation Map
(ITM)

The Real Estate Industry Transformation Map (ITM) provides a roadmap


for the transformation of the real estate industry to be future-ready. It is
one of the 23 roadmaps developed under the Industry Transformation
Programme (ITM).

Launched on 8 February 2018, the Real Estate ITM was developed to


transform the real estate industry so that it can continue to grow and
provide good jobs for Singaporeans.

The government, together with stakeholders from across the entire real
estate value chain, collectively developed the Real Estate ITM. More
than 50 engagement sessions with stakeholders, including property
agencies, conveyancing lawyers, valuation firms, facility managers,
property developers, and property technology firms, were conducted
over a year since the start of 2017.

The Real Estate ITM focuses on the property transaction services and
facilities management* sub-sectors. Both sectors have been identified as
having immense potential for transformation.

Roll out enablers to automate checks
Government agencies will progressively make available
Application Programming Interfaces (APIs) on property-
related government data.

The industry can then tap on these APIs to automate due


diligence checks (e.g. property ownership, validity of
passes for foreign tenants) and compliance without
compromising data privacy.

With automated processes, parties in the transaction can


be assured that due diligence checks have been carried
out using government-verified data. Property agents can
also save time and focus on higher-value work.

The DPTWG is developing digitalised standardised
contract templates for and identifying the steps involved in
residential property transactions.

The industry can develop new or enhance existing


portals/platforms by building in the set of action steps to

and efficiency. In addition, interests of all parties involved
in the transaction are protected as terms in the contracts
are designed to be fair to all
