6.1. Definitions of the Free Hiring Environment process - ACL

6.1.1. Free Market
The Free Market or ACL - Free Contracting Environment is a segment of the electric sector, where transactions take place
the buying and selling operations of electricity, through bilateral contracts with conditions
freely negotiated. This market is structured with rules and trading procedures and
services defined by the CCEE–Chamber of Electric Energy Commercialization.
It is a competitive negotiation environment where consumers considered 'free' can buy.
alternative energy supply to the local utility. To participate in this market, the
The consumer needs to meet the requirements established by law.
Thus, consumers who choose not to contract energy in the competitive environment are
automatically considered captive consumers of the regulated environment.
6.1.2. Free Consumer
Electricity consumers whose consumption load is equal to or greater than 3,000 kW and served in
a voltage equal to or greater than 69 kV. It also establishes that new consumers of electricity, who are
we will install after the publication of Law No. 9,074, of July 7, 1995, with a consumption load greater than 3,000
kW are characterized as potentially free consumers, regardless of the voltage level.
in which they are served.

6.1.3. Special Consumer

Consumers whose consumption load is greater than or equal to 500 kW and who do not individually meet
the requirements set forth in articles 15 and 16 of Law No. 9,074, of July 7, 1995; and voltage equal to or greater than
at 2.3KV, they are eligible to contract energy from renewable sources (Small Hydroelectric Plants, Biomass
and Wind) and can benefit from a 50% to 100% reduction in distribution system usage fees.

6.2. Of Measurement
6.2.1. Physical Measurement
Physical Measurement is the preparation of data collected by channel, from the Measurement Systems for
Revenue (SMF) from the agents, converting them into valid information for processing
accounting.
The acquisition of this data by the Energy Data Collection System (SCDE) is done automatically,
through the Measurement Collection Units (UCM), Direct Collection or Logical Inspection of the measurement points
of the agent.

and of generation (channel C and channel G, respectively), as they are collected by the SCDE. The idea is to use the
data separated by channel and not the net (G-C or C-G).
The measurement data is collected by the SCDE, by measurement point (consumption channel and generation channel),
for collection period (intervals of 5 minutes), both for active energy measurement (kWh) as well as
reactive power (kVAr).
6.2.2. Communication system
It is mandatory in the measurement systems of access points that are accounted for in the CCEE;
1. Components and communication means that meet the relevant requirements of the Procedures.
of Network and Market Procedures and Rules, with the system costs being the responsibility of
accessory (consumer);
The distributor must always have free access to the consumer's communication system as well
physically and remotely for the purposes of reading, maintenance, and communication improvements.

6.2.3. Communication protocol of the meters

The protocols used in the meters must be open and documented in detail, allowing for
its configuration, parameterization, and the other procedures necessary for its full use, for example
of the standardized protocol of the NBR 14522 standard - Information Exchange for Measurement Systems
Electric Energy - Standardization.
6.2.4. Definition of Responsibilities regarding Measurement
1. Consumers, when choosing to purchase energy in the free market, are responsible for
costs of implementing the meters and communication systems to meet the
regulation of ANEEL.
2. Consumers with facilities already connected to distribution systems before the publication of
PRODIST, who choose to exercise the option to purchase energy in the free market, will be responsible.
for the costs of the necessary adjustments in the measuring systems.
3. The other accessing parties are technically and financially responsible for the implementations or
adaptations of the measurement systems of their connections to the distribution system, to meet
the regulation of ANEEL.
All free consumers and other users are responsible for the installation, operation and
maintenance of the communication means used in the measurement system.
6.2.5. Measurement point design
For the preparation of the measurement project, under the responsibility of EDP, the following steps must be followed:
Technical visit to the client's entry substation (SE) for the purpose of data collection.
technical and eventual needs for adaptation of the SE (Examples: replacement of the conduits of the
This concerns issues such as masonry in poor condition, cleaning, state of the internal lightning rod, etc.). All pending items noted.
in this visit it is the client's responsibility to resolve.
2. Preparation of the basic single-line diagram for the request for the location opinion.
3. Consolidation of registration information for the preparation of the descriptive report. (Example: Name,
address, contracted demand, etc.)
4. Preparation of diagrams and other technical drawings as mentioned below.
Files that make up the measurement project:
a. Location opinion;
b. Descriptive report;
c. Single line diagram;
d. Three-wire diagram;

6.2.6. Physical adequacy of the SMF
For migration to the free contracting environment, the client must meet the technical requirements of
Network Procedure Module 12.2 or current valid module.
All physical adjustments requested during the technical visit (item 6.2.5) must be completed before the
start of the steps below, carried out by EDP.
This stage consists of:
Disconnection from the SE for approximately 6 hours.
2. Replacement of the secondary cables of the transformer stations with armored cables.

3. Installation of the 1400VA UPS provided by the client and/or emergency generator point
127/220 V to be provided by the customer.
4. Installation of the meter(s).
5. Imposed load test.
6. Installation of the telemeasurement system.
7. Network point communication test.
8. Sealing of access points for measurement (cubic, boxes, ITs, and meter).
Some activities in the stage described in this item are included in the commissioning.
6.2.7. Commissioning
Commissioning can be understood as a program aimed at ensuring quality.
through the verification of all systems related to the energy consumption of an enterprise.
In practical terms, a commissioning program verifies a consumption system.
energetic regarding the following guidelines:
Project;
2. Installation;
3. Assessment;
4. Operation.
The procedures to be adopted for the commissioning of the billing measurement system–
SMF are presented in Annex 2 of Module 12.2 of the Network Procedure. In order to ensure that
compliance with the project and the perfect installation of the SMF, the commissioning consists of the following actions:
1. Verification of the grounding of equipment that require it;
2. Verification of the insulation conditions of the secondary cables of the transformers of
instrument (you) and of the meters;
3. Verification of the polarity of the TI;
4. Verification of the secondary interconnection of the transformers to the panels or to the meter enclosures;
5. Verification of the internal wiring of the panels or meter cubicles;
6. Verification of all constants and parameters involved in the SMF;
7. Programming of the identification code(s) of the meter(s) provided by the chamber of
electricity commercialization – CCEE;
8. Checking the programming of the meters;
9. Verification of the values of currents, voltages, and phase sequence;

successfully completed the communication tests of your meters with the SCDE;
2. The Superintendency of CCEE, using the information provided in the Architecture Diagram
of Communication, will conduct validation tests to verify the communication of the Agent's meters.
of Measurement with the SCDE;
3. The Mapping in the SCDE will be considered finalized after the validation tests of communication and
after the validation of the communication infrastructure of the CCEE Agent.
