What is Assessed in Outcome Based PI
Outcome-Based PI assess Competence (evidence
based)
What is Competence?
The ability to carry out a task to an effective standard,
with the necessary level of knowledge, understanding
and skill, as well as professional attitude (acquired via
formal education and practical training and experience).

International Practice
▪ Competency profiles:- basis for assessment. IEM PI
measures the outcome of practical training and
development.
▪ Global move in the international engineering
communities towards an outcome-based competence
assessment for international recognition and cross-
border mobility.
▪ With this assessment method, the IEM PI is on par
with the international best practices.

IEM’s Supports to Candidates towards MIEM
• Engineering Competency Development (Log Book Scheme):-
Applicant may seek guidance from Mentors in the same discipline
(3 years programmed). Mentors = proposer or seconder for the Applicant.
• Structured Training:-
To top up technical knowledge/ design capabilities (due to limitation in job
duty)
• PI Workshops:-
To guide applicants how to submit good T&E Reports with good evidence
extracted from real project experience.
• Assessors (in MAB):-
To review Applicant’s PI submission (report). Give comments (if necessary)
to improve reports to increase passing chances in PI.
Failure candidate may seek for PI Advisory panels’ guidance for re-sit candidate
(Note:- IEM PI’s success rate is more than 80%)

Why IEM Outcome Based PI 2.0?
• IEM continuously enhancing and upgrading PI system to meet the
evolving needs and expectations of the industry.
Conventional PI- Outcome Based PI – PI 2.0
• PI 2.0 simplifies submission and assessment procedures, making
the process more user-friendly and less cumbersome for
candidates without compromising the standard of assessment.
• IEM PI 2.0 is in compliance with International standard.
• The elements of IEM Outcome Based PI (accepted by the IPEA
& APEC in 2015) is still incorporated into IEM PI 2.0. This PI
2.0 simplification nevertheless does not dilute the fundamental
requirements of IPEA and APEC.”

In my 15 years working experience in the ABC Consultant, I have done different

for several mixed development in Selangor, Melaka and Johor. In addition, I have the

• Example No 2:- Narrative Description with clear project details and
technical elements (For B2)
In 2015 I was assigned as the design engineer for sewerage system in the 1500 acres mixed
development at EFG Development, Kuala Langat. In this project, I have conducted detailed
design on the external sewerage reticulation system for total 15 KM gravity sewer (pipe
diameter range from 225mm dia VCP to 1500mm dia RCP), together with 2 network
pumping stations (Capacity of 5000 PE and 30,000 PE respectively) compete with 1.5km
length forced main (250mm dia DI and 500mm dia DI respectively).
I have the opportunity to involve in preparation of tender documentation and assisted my
PM in tender evaluation process. During the construction stage, I was assigned to carry out
periodic site visit, assisted by my Site Clerk of Work. See Technical Annexe for the design
brief, design calculation and Construction Drawings of gravity sewer, forced main and NPS.
Besides the sewerage system, I was assigned to conduct external drainage design for this
project. I have designed the drainage system in accordance to minor system and major
system as per MSMA 2 requirement. All drainage runoff is collected in a wet detention pond
to ensure that the Q post development is smaller or equivalent to Qpre development.

Example No 3 (E5) :-
Although I have no exposure in legal matter, however i have assisted my PM in the
preparation the Tender Document for the STP with capacity of 150,000 PE under a design &
build contact IEM C&S Condition of Contract. In addition, I am involved in preparation of
Letter of Award on behalf of the Client. During the construction stage, I was appointed as the
assistant project manager to conduct contract administration. Besides chairing the month
progress meeting, I have to monitor the work progress on site and verify the work done on
site for preparation of Certificate of Payment. In this project, we faced several challenges
such as late site possession due to delay in handing over the site from earthwork contractor to
STP contractor. As a result, contractor was granted Extended of Time. During the
construction stage I have the experience in handling negative Variation Order (VO) due to
omission of scope by the Client and positive VO due to additional requirement by the
Authority during PDC 7 which was not allowed in the original tender. I am glad that the
construction was completed on time within 24 months including the successful testing &
commissioning of the STP. Certificate of completion (CPC) is being issued to the Contractor
upon completion and handing over to the Client and CMGD has been issued upon end of
defect liability stage. Besides, I was fortunate to be involved in an investigation of a sinkhole
incident at Klang Valley recently whereby I have exposure to the Non Disclosure Agreement
(NDA), signed by my superior.

PI Development Sub Committee
IEM Outcome Based PI 2.0 2024
Technical Annexe
✓ The Technical Annexe shall demonstrate that the
Applicant has attained the engineering knowledge,
understanding, and application in his engineering
discipline or expertise area at the level necessary to
underpin the technical competencies required for
MIEM/PE.
✓ Technical Annexe will be judged as part of T&E Report
(Cat B)
PI Development Sub Committee 95
IEM Outcome Based PI 2.0 2024
Technical Annexe
Technical Annexe is typically based on the engineering
project or work area in which the Applicant has played a
major role and/or gained substantive technical expertise.
The Technical Annexe will be evaluated to ascertain:
✓ The depth of technical competence in Competency
Categories B especially.
✓ Adequacy of the technical profile as a whole whether the
Applicant is technically competent to sit for Professional
Interview.
Generally the existing guidance for Technical Report is
applicable.
PI Development Sub Committee 96
IEM Outcome Based PI 2.0 2024
Technical Annexe
The Technical Annexe should contain some essential parts
which are inclusive of, but not limited to the following:
✓ A list of contents, including the appendices.
✓ A brief executive summary as a preamble.
✓ A checklist at the end of the Report for the Applicant to
check, sign and confirm all documentations submitted in
the report are done by him.
PI Development Sub Committee 97
IEM Outcome Based PI 2.0 2024
Technical Annexe
▪ The Technical Annexe typically has 3,000 – 5,000 words,
excluding appendices and/or attachments.
▪ The content must be technical in nature. A pure
management study is not acceptable.
▪ Report should include a commentary identifying the
contribution the reported work has made to Applicant’s
technical formation and highlighting how engineering
principles have been applied to solve problems.
Applicants will be provided with the
IEM PI Guidelines on how to
prepare the Technical Annexe.
