B Justification/ Rationale for the

Project
i. State the nature and magnitude of The proposed project is located under H-Khel of
the problem faced or the potential Diphupar village. It is seen that during monsoon
to be tapped. Elaborate the the storm runoff from the National highway and
problems to be addressed or adjoining Khels is diverted through these two
benefits that will accrue through drains which serves as the collector drain. Due to
the project. For social the larger quantity of runoff, this drain’s carrying
infrastructure project, also give the capacity is compromised and leads to overspilling
baseline of socio-economic which inundates landed assets and causes
parameters/indicators to justify the inconvenience to the locality. The existing drains
proposal. are narrow and not lined as such with the
amount of runoff it has led to soil erosion and the
adjoining structures/buildings are also affected.
The Cross drains have less carrying capacity and
thus adds to the stagnation and obstruction of
the free flow of water.
Community led restoration/desilting works by
self-funding with locally available resources have
been attempted but has not yielded any
significant results.
The project will be justified on the basis of the
benefit cost ratio and the drainage system will be
overhauled with sufficient carrying capacity of
the drains as well as the cross drains.
On completion of the project, this will greatly
contribute to the socio-economic development
and over-all well-being of the people of H Khel.
The project is proposed mainly to safeguard the
assets and drain the storm waters efficiently
without any hindrance to the community.

ii. The development objectives The main objectives of the proposal are to
proposed to be achieved protect the area from inundation by channelizing
the water. To provide pucca drains, re-sectioning,
re-construction of cross drains for sufficient
carrying capacity.

iii. Indicate the sections and number Population benefitted= 1300

of population to be benefitted. The whole population belongs to Schedule Tribe.
iv For income generating activities/
skill development indicate the
number of beneficiaries targeted N/A
and the methodology for selection
of beneficiaries. Indicate nos. of
female and male beneficiaries
separately.
C Project Description & Main
Activities
i. Sector under which project is Water related works, Drainage
proposed
ii. Project description (Provide a brief The H Khel of Diphupar village is one of the major
write-up on the project) Khels in the village with low and undulating
terrain. These two nallahs are of vital importance
to the locality since all individual drains are
connected to this drainage system. One drain
originates from C khel area and the other from
the central jail area and then merges
downstream the Horticulture farm which in turn
joins the sugarmill nallah at Chekiye Village Block-
3.
The residents of this Khel primary depend upon
this two nallahs to dispose off their storm as well
as households wastes. The Office of the
Superintending Engineer, Circle-1, Executive
Engineer, Investigation Cell; Water Resources
Department, Churches, Paying guest
accommodations, Hostels etc and a host of
individual residences are established between
these two nallahs.
Over the years it was observed that during
monsoon, the nallahs over flow and causes
immense hardships to the residents. The nallah
on the northern side of the H- Khel is about 550
m whereas the southern nallah is about 720 m.
till their confluence. Then the nallah joins the
sugarmill nallah after traversing about 500 m at
Chekiye Block -3. Erosion of the banks have
damaged some of the boundary walls of the
Horticulture Farm and further damage to the
walls are very likely unless proper and pucca
drain is constructed along these stretches.
It is therefore proposed to construct pucca drain
for a total length of 1770 m along with three nos
of culverts till its confluence with Sugarmill
nallah.
Upon commissioning of this project, valuable
landed properties and public utility assets,
plantations etc along these stretches of the nallah
will be protected and pave the way for future
development activities. Hence, the proposed
“Improvement of Drainage system at H-Khel”,
have to be implemented to protect the landed
assets of the public and socio-economic activities
of the people.
