Introduction of the Webinar
In the history of humankind any natural calamities, disasters, and pandemics
impact human life in all aspects. These diseases do not have any special preference
in affecting people. There is no distinction among the victims of the disease by
gender, class, religion, race, or any other identities. Nonetheless, it has been
observed over the years that every time there is a pandemic, there is some deep-
rooted social prejudice with horrifying results. In the recent past we have
experienced different crisis situations for example cyclone in Bangladesh (1991),
European heat wave (2003), Asian tsunami (2004), Mumbai floods (2005). The
impact of these crisis has been observed in all the societies, but it has shown its
worst effect on those societies which are based on uneven foundations like the
Indian society, where the poorest and the weakest suffer the most for systemic
reasons that generate different vulnerabilities and unequal access in the first place.

Gender equality means that all genders are free to pursue whatever career, lifestyle
choice, and abilities they want without discrimination. Their rights, opportunities,
and access to society are not different based on their gender. Gender equality does
not necessarily mean that everyone is treated the same. Their different needs and
dreams are valued equally. Gender equity is often discussed at the same time as
gender equality for this reason. Since society has favored men for so long, men
have many advantages. Equity fills in the gaps so everyone else can “catch up” to
men. It addresses discrimination and imbalances in society so that equality can
become a reality.

Gender equality is not only a fundamental human right, but a necessary foundation
for a peaceful, prosperous, and sustainable world.
There has been progress over the last decades: More girls are going to school,
fewer girls are forced into early marriage, more women are serving in parliament
and positions of leadership, and laws are being reformed to advance gender
equality.

Despite these gains, many challenges remain: discriminatory laws and social norms
remain pervasive, women continue to be underrepresented at all levels of political
leadership, and 1 in 5 women and girls between the ages of 15 and 49 report
experiencing physical or sexual violence by an intimate partner within a 12-month
period.

Females/women are the home maker who are confined to only household works
and males/men are the bread winner who will work outside the home with a salary
and will not work or help at home. Women are the secondary sex, who is always
dominated by the male sex or the patriarchal society.

If we trace the pages of history nowhere men and women were treated alike and
assigned the same status. Women have been always fighting for their rights and
position in society. They have several times urged for equality so that they can lead
a life exactly on par with men. If talking about the women’s status in Independent
India, then it has been surely improved. The structural and cultural changes in
India have brought into many opportunities for women in the fields of education,
employment, and politics. Such changes ultimately lead to a reduction in the
exploitation of women as they have been granted equal status as men. The
improvement in the status of women can be analysed in the light of major changes
that have been taken place since Independence in the areas of legislation, economic
sectors, social and cultural life and so on. But still we cannot say that we have
achieved the goal of gender equality, no country in the world can say that they
have achieved the gender equality. The women in the society are still struggling
with it.

It is said that Pandemics and epidemics affect men and women differently, just
like conflicts affect men and women differently. The 2014 Ebola virus and
2015-16 Zika virus in Brazil reinforced long standing gender inequity . Statista
Research Department, report of Dec 7, 2020 says that the People between the ages
of 15 and 39 were most impacted by the coronavirus (COVID-19) lockdown in
India between April and July 2020, in terms of job loss. Those between 25 and 29
years old alone accounted for about 46 percent of all job losses

According to a survey by Statista Research Department About 39 percent of male

respondents between the ages of 18 and 25 years of age stated that their well-being
was strongly affected during the time of pandemic due to job losses. They felt
ashamed and guilty of not being able to earn for their family. Female bore the
brunt of pandemics by bearing the additional burden of household chores and
office work.

It is important to consider gender differences in preparedness and response to

the outbreak because the reverberations are dependent on both social and
physical dimensions.

Since public health emergencies are not gender-neutral, it is time to devise a

gender-balanced response to fight the Covid-19 pandemic...

Policy decisions need to articulate gendered concerns during public health

emergencies because gender-sensitive pandemic planning may substantially
mitigate these concerns.
The response to the spread of COVID-19 must consider the different impact on
vulnerable populations, including women. The global community must share
lessons, learn best practices, and ensure that no effect is too adverse.

India is a country which believes in the shared concept of Masculinity and Femininity since ages.
“Ardhanarishwar” is a well worshiped and known phenomena in Hindu mythology. It restores
the faith of equality between a man and a woman. In Hindu iconography, Ardhanarisvara is
depicted as half-male and half-female, split evenly down the middle upon a central axis. This
Hindu deity symbolizes the inseparability of the feminine aspect of the divine with the male
principle of God. The image of Ardhanarisvara is one of the most distinct in India, and represents
either the harmonious male-female essence divinity or else the ineffable genderless nature of
God beyond human distinctions. It is believed that the God is Lord Shiva and the woman part is
his consort Goddess Parvati or Shakti. It is believed that the God is Lord Shiva and the woman
part is his consort Goddess Parvati or Shakti. The Ardhanareeshvara represents a constructive
and generative power. Ardhanareeshvara symbolizes male and female principles cannot be
separated. It conveys the unity of opposites in the universe. The male half stands for Purusha and
female half is Prakriti. Ardhanareeshvara harmonizes the two conflicting ways of life: The
spiritual way of the ascetic as represented by Shiva, and the materialistic way of the householder
symbolized by Parvati. It conveys that Shiva and Shakti are one and the same. A human being is
not a pure unisexual organism. Each human organism bears the potentiality of both male and
female sex.

Women by nature are caregiver, which makes them soft and kind in nature. On the other hand,
men have anger and ego. Because of the soft nature women are better connected with the nature.
They have better understanding of our dependence on the mother nature. Women are creators.
Their work creates empathy and sensitivities. So the responsibility which women bear is not
because of the fact that they are born with particular set of physical features but it is because
what qualities the possess as a woman. Though we cannot generalize there masculine and
feminine nature. There are men who have these virtues of kindness and empathy, Mahatma
Gandhi is one such person who has all these qualities.
Like men and women Third gender has also been recognized as Kinner in our Vedas and been
treated equally. Example- Brihannala in Mahabharata. They have not been differentiated by the
nature. They have been treated same as men, women, or any creature having life. Nature treats
everyone equal. It is society which makes differences. It clearly mentions the equal status of men
of women in the society and in their life. It is the society who discriminates women based on
their gender because of the patriarchal society. The Vedas discuss to a "third sex,” defined as
an individual for whom sex is not an act of procreation, either because of impotence or a
lack of sexual desire for the opposite sex. people of the third sex are not ostracized,
however, and are sometimes recognized for having divine powers or insights. The Kama
Sutra, a Hindu text detailing the pleasures of sexuality, states that same-sex experience is
"to be engaged in and enjoyed for its own sake as one of the arts."

Since, this socially constructed society is devaluing the existence of women, how can the society
forget the fact that women are the mother who feed the child for the first time. The child is
completely dependent on the mother, and the role of the mother cannot be replaced by anyone
else not even by the father. “Women are the one who shape any human”.
Despite the fact that women are more powerful mentally, they suffer a lot in comparison to their
male counterpart. The recent pandemic has shown the darker side of our society, where women
have been struggling at different level. They are fighting a battel to manage their work and
family life. One of the major obstacle which women face in this global pandemic is violence. In
the pre-pandemic time women used to find scape from the horrifying atmosphere of physical and
mental abuse in their houses but due to the ongoing lockdown they have to live with their
culprits. The abuse is not always direct, there are women and young girls who are facing
discrimination in getting proper food, health facilities and in basic necessities. In majority of the
middle class families where facilities are available it’s hard for women to use it. The irony of
Indian society is that this indirect violence has never been addressed and pandemic make no
exception.

“women need to be decoded”. Women of every class be it elite class, be it

middle class or lower class have always faced hardships. Conspiracy theory

and victimization of women along with elaboratively of witch hunts or

murderous women being betrayed by their slaves. “In short, a conspiracy

involving a gang of murderous women being betrayed by their slaves was

ideal – it was always going to be more appealing than the truth.” A belief

was prevalent amongst many cultural groups across the world that the

epidemic causing diseases are caused by the malevolent spirits, mainly

female spirits, or due to anger of some unpleased Goddess. Such a

phenomenon used to be personified in some woman and she was tortured for

getting rid of the evil effect. It is worthwhile to see how during the current

pandemic also such stories are not uncommon. Historically women were
used to be personified and tortured for getting rid of the evil- effect. This

kind of phenomena is still prevalent in the current times of pandemic. In the

traditional Hindu setup contagious diseases are related women such as

chickenpox has been worshiped as “Sheetala Mata”.

“Plague ki Chudail” A short story written by Bhagwan Das in the first

decade of 20thCentury. A woman is abandoned by the family because she

was infected with plague. Further tied to the funeral bed she is dropped in

Ganga river alive and the money that was given for her future funeral is

pocketed by the trusted men of her husband. Alive she manages to come to

the shore but people who are told that she was dead think that she is the

ghost. The happy ending story of the woman being accepted by her husband

as a living being certainly presents a testimony of the times when epidemic

was so closely associated with a belief of ghosts and spirits. Her son, who is

an innocent child, not yet come under the grip of beliefs in ghosts and spirits

brings her back to the world of living beings.

Poona plague and the role of Plague commissioner Walter Charles Rand

(February-June 1897). The troops were very unchivalrous that hurt the

sentiments of Poona people more than anything else. They could not tolerate

it and as a result Rand was murdered by Chafekar brothers.

In Barshi of Solapur district of Maharashtra an FIR was filed against a

couple who had started worship of Corona Devi and people were told to

sacrifice roosters, goats, etc. to ward off the evil effects of Corona by

pleasing the said goddess. It was also told that those who worship Corona

Devi should not wear masks and maintain physical distance. Cases against

two people under the Disaster Management Act, IPC- 188 and Epidemic

Act,” are filed.

Dalit segment of society by and large and Dalit women especially needed to

be educated about hygiene and medical treatments. Satyashodhak Samaj

under the leadership of Savitribai Phule organized the women’s groups to

visit households creating awareness regarding this dreaded disease. She

proved to be the real plague warrior who laid down her life for the cause.

During the current pandemic times women are playing different roles in

different areas to fight against the social evil of the pandemic.

The pandemic has seen a brighter side also. During the time of lockdown

women and the third gender has come up with different ideas which give us

hope of a bright future.

the stereotyping labelling of patriarchal society have labelled the women
as a means of hunting. In the early period it was very prevalent. But now
since there is a power game like “Qki Saas Bhi Kabhi Bahu Thi” type
dramas, millennials are growing. But still society is clinically,
experimentally biased towards women. One other reason for this
prejudice and shackles of women are women only because they are the
perpetrators as well. In patriarchal society women are blamed for all the
ailments. Why was it so easy to blame women? Resource were scarce
they had to be distributed, life expectancy was around 25years the death
of husband was grouped by restrained life. stereotype was not only
initiated by men but rather women also were the perpetrator. This is
asymmetrical distribution of power, which will be overcome by
reconstruction of our institution. Though the disease COVID is gender
neutral but experiments are men centric 55% of women are in working
class. Global gender report states that we will take 95yesrs to reach
gender parity in political front. 40% women lost their job 17 million
suffered from this pandemic, women have been impacted in all age
groups. Digital divide was also suffered by women, the impact was
PHYSIOLOGICAL, FAMILIAL, SOCIAL & POLTICAL. Rise in
domestic violence case, miseries were common. Realization of family
bonds. Led to self-discovery. Reality is multidimensional we must
perceive it from all the aspects.
It is estimated that in every field to achieve equalities men, women must work till
250 years. This is a huge inequality, disparity to be eradicated. This inequality gap
increased the size in covid. Be it socio-economic or digital divide women have
always faced.

La Maladie as per as L'academie française is féminin. (According to French
academy the disease is feminine). But one should not accuse women naming it as
disease, as women should not be cursed nor to be accused nor to be insulted. The
renowned French newspaper Le Monde underlined that Maladie to be denoted by
Le Maladie, thereupon treating it as a masculine name, however Academie
Française strongly reprobated it, condemning the ideology and hence it is to be
looked upon as Féminin only.

The pandemic has thrown challenge to dwell in virtual teaching which was not a
cake walk for everyone. India’s ambition of education is captured in sustainable
development. No. of girls enrolling and passing are increasing. A decline in child
marriage and child death. 10 million girls are dropping because of COVID. A 14-
year-old girl died because she could not continue her online classes due to her
financial problem. Girls were getting married at an early age in this pandemic.
Education of girl is almost out of priority list. Girls must adjust their education and
household chores as well. Less expenditure on girls education as compared to
boys. Huge learning gaps due to digital divide, literacy is less in adolescent girls

Since the beginning of civilization, any crisis which creates difficulties for the society
particularly affect the weaker sections of the society more such as women and children. The
pandemic increases already existing problems such as access to food, clean water, and better
sanitary services for women. Those women who are in slightly better position and have these
basic facilities face other types of problems such as inequalities in getting education, entering
into job market.
One of the major impacts of pandemic is the greater risk of physical, mental exploitation and
sexual violence of women and girls. This increasing risk violence also increases the stress level
among women and college going girls.
The economic impact of the pandemic on women is even more serious. Fifty percent of working
women population belongs to the unorganized sector which got severely affected due to the
pandemic mainly because of the disruptions in supply chains. Women are also suffering because
of not getting full payments for their works on time which ultimately put them in economic
shocks.
After the lockdown men are getting their jobs back easily in comparison to women. The rate of
job loss is also higher among women in comparison to men. Due to the increasing household
workload women are now tend to spend less time for their professional life in comparison to
their personal life. Women have now accepted unpaid household work, child rearing and care
giving responsibilities. Due to a lot of work pressure women are facing a lot of mental health
issues.
Policy framing should be evaluated through gender lens rather gender biased lens. Global
organization has addressed the issue of burden on women. Irrespective of our roles we should
understand be sympathetic to the affected women. Care giving and working duration has
increased almost 6 hours per day after this pandemic has hit us. Less than 20% women are
working. Getting a job is way more difficult for a woman.

Local level

1. Fair discussion should be done at home and outside to address domestic violence issues.

2. Gender sensitization should be done from the initial level for both government and private
organization.

3. Prejudices about women issues should be eradicated among both men and women.

4. Local level administration should take quick acation in registered cases of domestic violence.

5. Grievance cells at panchayat level and district level

6. Women specific police stations

7. School and colleges of villages and districts should conduct workshops and seminars based on
gender issues

State Level
1. Gender studies should be part of the curriculum from class one.

2. More and more fast track courts should be established for quick decisions in domestic violence
cases.

3. Police should be sensitized on gender issues on priority basis.

4. ASHA works, NGOs and other civil society organizations should be given proper training to
handle domestic violence cases and to provide counseling for the victims.

5. Proper functioning of state level women commissions should be insured.

6. Proper rehabilitation should be given to the victims of domestic violence.

Central level

1. Proper implementation of domestic violence laws.

2. Time to time review of laws.

3. To ensure that all states should have equal policy against domestic violence.

4. increasing women's access to education and other resources".

5. Laws should be made to address all possible types violence against women.

6. Government should address the issues of gender disparities in salary and workplace
environment.

7. Strict implementation of sexual harassment laws.

 Padma Shri Dr. Usha Kiran Khan: Usha Kiran Khan (Ushākiraṇa Khāna
and other variants,born 1945) is a writer who works in
the Hindi and Maithili languages. She is also a retired academic historian. In
2011, Usha won a Sahitya Akademi Award for the Maithili novel Bhamati:
Ek Avismaraniya Premkatha. The award is presented by Sahitya Akademi,
India's National Academy of Letters. In 2012, she was awarded
a Kusumanjali Sahitya Samman by the Indian Council for Cultural
Relations for her novel Sirjanhaar. This was the first year that the awards
had been given and they included a purse of Rs.2,50,000. Dr. Khan was
 awarded the Padma Shri in 2015 for her service in the field of literature and
education.

Dr. N Vijaylakshmi: Dr N Vijaya Lakshmi is a senior civil servant of Government

of India and having 25 years of experience in the Indian Administrative Service.
She did MA Anthropology from University of Hyderabad and PhD in Management
from Indian Institute of Technology (IIT) Delhi. She has worked extensively on
issues related to women’s empowerment and gender equality. She is also a pioneer
for initiating several social welfare programmes – i.e. under her leadership, Hisua
block of Nawada district declared as the 1st child labour free block of the country
in 2002. She worked in several departments and has been instrumental in
implementing various development programmes for women, children and
marginalized communities. She got several awards for her work which vary from
agriculture to animal husbandry to cooperatives to gender equality etc. Under her
leadership the Agriculture Department won two successive Krishi Karman awards
for highest ever productivity in rice and wheat in Bihar. She was awarded
Distinguished Humanitarian Service Award by Rotary International in 2002-03.
She was also recognized for her efforts over implementing a community-based
behaviour change programme on health, nutrition, sanitation through self-help
groups known as “Gram Varta”, by the commonwealth Innovation Awards in
2016.
Dr. Binda Paranjpe: [Link] is Professor, Department of History, Banaras
Hindu University. Ma’am has done Phd in the year 1989 and the title of her thesis
was ‘Cultural History of the Konkan Based on Shilahara Inscriptions’ from
Deccan College, Pune. Dr. Paranjpe has received several awards and fellowships,
such as 1986-1989- Financial grant by Indian Council of Historical Research
(ICHR) for doing PhD. Ma’am has received the prestigious Fulbright fellowship in
the year 2014 between Jan-June George Mason University, USA. She has more
than 35 years of experience in the field of teaching and research in India and
abroad. Her areas of interests are Ancient Indian History, Culture Studies,
Epigraphy. She has written serval books and research articles on different topics of
Gender and History such as: Prachin Bhartiya Itihas, Study of Vakataka
Inscriptions (main branch) from Feminist Perspective’, Study of Inscriptions of the
Konkan Shilahars from the feminist perspective’ and many more.

Dr. Sheetal Sharma: Dr. Sharma is Assistant Professor at Center for European
Studies, School of International Studies, JNU. Ma’am has vast experience in
research and education. She has more than 20 years of teaching experience. She
joined JNU in the years 2008. Before that she was working with London School of
Economics and Political Science (LSE). Ma’am has received many rewards and
honors in which the recent ones are Prestigious European Union Visitors
Program, 2020 (EUVP, 2020). Awarded Financial Grant on JNU Jean Monnet
Project titled as ‘Art and Culture in Everyday Life: An Interface of European
and Indian Values’, under the Framework of Erasmus+ Program - Jean Monnet
Activities- 2019, to promote European Studies from 2020-2023. Ma’am has been
publishing extensively on different topics such as Emerging Dimension of Human
Rights during Covid-19, Gender Equality in Nordic Countries: How much Real,
How much Successful? Multiculturalism in India and Europe: Policy and Practice,
Social and Political Participation of Indian Diaspora in the UK. Ma’am Has also
prepared Modules developed for MOOCs in Sociology for NCERT.

Dr. Gitanjali Singh: Dr. Singh is Assistant Professor at Department of French,

BHU. She completed her degrees from BHU and Pondicherry University. Her Ph.
D degree was awarded from BHU in the year 2014 in French language. At a very
young age Dr. Singh has a great experience in the field of research experience and
teaching. Her areas of interest are Field of specialization: French Literature,
Linguistics, Translation & Francophone Literature.

She has published many research papers in journals of national and international
repute. Some of her research papers are: The Issue of Gender Equality and Women
Empowerment: A Quest for Sustainable Economic Development, French
Revolution: Reflections from English Literature and Theatre, Diaspora Identities in
the Works of Ananda Devi.
