project identified as follows:

3. Further instructions will be provided upon the progression of the semester

Task/ Activity:

1. A Proposed Low-Rise Commercial and Office Building Project


a. Minimum two (2) Level Basement
b. Minimum two (2) Level Podium (with optional parking)
c. Not less than three (3) Level but not more than five (5) level
i. Lower zone – 8 – 12 units office space
ii. Mid Zone A– 4-8 units hospitality space
iii. Upper zone – 4 units residential space
iv. Penthouse - 2 units residential space
2. Lot area – please refer to the Project Brief
3. Plans to be prepared and developed in accordance to the proper process of
building design and in compliance with the existing codes, rules and
regulation of the Philippines.
4. Further instruction will be posted accordingly.

PROJECT BRIEF

I. PROJECT TITLE (and General Description):

A Proposed Low-Rise Commercial and Office Building Project

II. STATEMENT OF THE PROBLEM:

A Developer has decided that its one thousand square meter (1,000.0 sq. m.)
property located in _ (your selected site) __________, shall host a low-rise
commercial and office building (the “Project”).

III. DESIGN OBJECTIVES:

a. To design a Mixed use commercial/office and residential building (a high


intensity commercial/ commercial 3 or C-3) building (the “Building”),
marketable and attractive to small to medium size office locators/ buyers.
b. To design the Building in a way that can maximize profits for the Developer;
the ratio of saleable versus non-saleable spaces be as follows:
1. seventy percent (70.0%) of the GFA per floor shall consist of saleable/
leasable/ rentable areas (the commercial and office units);
2. the remaining thirty (30.0)% GFA per floor shall consist of non-saleable
(common) areas such as elevator lobbies, hallways/ corridors, utility
rooms, common and disabled toilets, service and fire escape stairs, fire
lanes/ exits and the like; and
3. the overall saleable/ rentable/ leaseable areas for the entire Building
shall be at approximately sixty five (65.0)% of the Total Gross Floor Area
(TGFA).

c. To design the Building to shall serve as a landmark in the Project area.

IV. DESIGN CONSIDERATIONS:

a. Function and efficiency;


b. Vertical and horizontal circulation patterns;
c. Architectural character and form;
d. Aesthetics and landmark quality;
e. Solar, wind, noise, odor, privacy and view orientations;
f. Amenities, Facilities, Services and Utilities (AFSU) introduced;
g. Security and Safety Features;
h. Full compliances with prevailing laws on P.D. No. 1096, otherwise known
as the 1977 National Building Code of the Philippines (NBCP) and its 2004
Revised Implementing Rules and Regulations (R-IRR), effective 01 May
2005, the Fire Code (P.D. 1185, its repeal version signed into law in
December 2008 and its IRR) and the Accessibility Law (B.P. No. 344 and
its IRR);
i. two (2.0) elevators with clear car sizes measuring 1.55 meters (m) x 1.60 m
(only as a minimum reference but larger ones can be provided); one (1) unit
shall serve as passenger elevator while the other will be the service
elevator;
j. natural and artificial ventilation where applicable; and
k. the Building exterior shall be along modern lines/ styles.

V. PROJECT SITE FEATURES:

The 1,000.0 SqM Total Lot Area/ TLA (reference Figure 1) is rectangular and
is an inside (or regular) lot. It is located along a fifteen (15.0) m wide street i.e. the
road right-of-way (RROW). It has a _____ meter (______ m) wide frontage and a depth
of ______ (______) m. The site slopes very gently towards the street [with two point
four (2.4) m wide sidewalks on either side]. The surface of the sidewalk shall be
considered as elevation 0.0 m.

VI. APPLICABLE DEVELOPMENT CONTROLS:

The following development controls apply to the Project site:


a. zoning classification is C-3 (metropolitan commercial development);
b. based on the NBCP 2004 R-IRR, the Project site has the following
development limitations:
1. a Building Footprint of seventy seven percent (77.0%) of the TLA; the
prescribed minimum setbacks at ground floor are at five (5.0) m at the
front and two (2.0) m at the sides and rear; the same setbacks apply for
all basement levels, if introduced;
2. a Building Height Limit (BHL) of twenty-five meters (25.00 m),
measured from the surface of the sidewalk; a maximum six (6.0) m spire
or tower may be erected above the roof i.e. if a deck type roof with a
minimum 1.0 m tall parapet wall or railing;

3. an Allowable Maximum TGFA of up to five thousand (5,000.00) SqM


i.e. inclusive of all AFSU areas; and
4. minimum parking space/ slot requirements area as follows:
i) for the office units with a GFA of 30.0 SqM, provide one (1.0) parking
slot for every two (2.0) units or fraction thereof; and
ii) for the office units with a GFA of 60.0, 90.0 and 120.0 SqM, provide
one (1.0) parking slot for every unit or fraction thereof.

VII. IDENTIFIED DEVELOPMENT POTENTIAL:

Based on the BHL alone, the Project site has the following development
potentials:
a. up to three (3.0) basement levels at two point eight (2.8) m floor to floor
height for parking and utility purposes;
b. up to a two (2.0) level podium development at three point three (3.3) m
floor to floor height; a mezzanine level of up to one point eight (1.8) m may
be introduced above the ground floor for added lobby ceiling height; and
c. a maximum three (3.0) level/ floor development i.e. to be constructed above
the podium development, at three point fifteen (3.15) m floor to floor height;
if the mezzanine is added at the ground floor, only a maximum five (5.0)
level/ floor development shall be possible to comply with the 25.0 m BHL.
Note however that full compliance with the TGFA is a requirement to be
satisfied.

VIII. DESIGN REQUIREMENTS:

Should the Building design requirements exceed the development controls and
potentials under items VI and VII above, the necessary adjustments have to be made
to fully comply with the stated development controls.

The Project requirements are as follows.

a. Basement level/s:
1. parking (below grade or lower than the elevation of the street/ RROW);
driveways, ramps, etc.;
2. Elevator Lobby and Service Stairs;
3. Common Toilets (male and female);
4. Utility rooms (electrical, machine, pump, etc.);
5. Security Areas;
6. Cistern and Other Liquid Storage Areas;
7. Sewage Treatment Plant (STP);
8. Integrated Fire Exit Systems; and
9. Garbage chute room and solid waste storage.

b. Podium levels:
1. Main Lobby/ Reception Area;
2. Commercial areas:
i) bank branch office with automated teller machine (ATM) service;
ii) 24/7 convenience store;

iii) boutique/s; and


iv) groom shops (barbershop and beauty parlor).
3. Optional parking (at basement level);
4. Elevator Lobby and Service Stairs;
5. Common Toilets (male and female);
6. Utility rooms (electrical, etc.);
7. Fire Exits;
8. Garbage chute room;
9. Wells for natural light and ventilation (as applicable);
10. Common Toilets (male and female); and
11. Balconies are optional but considered part of the GFA.

c. Typical upper floor (offices only):


1. the 90.0 and 120.0 SqM office units shall each contain the following:
i) two (2.0) toilets and baths (T&B);
ii) two (2.0) pantry areas;
iii) utility area; and
iv) balconies are optional but considered part of the 90.0 to 120.0 SqM
GFA.
2. the 30.0 and 60.0 SqM office units shall each contain the following:
i) one (1.0) toilet and bath (T&B);
ii) one (1.0) pantry area;
iii) utility area; and
iv) balconies are optional but considered part of the 30.0 to 60.0 SqM
GFA.
3. Elevator Lobby and Service Stairs;
4. Common Toilets per floor (1 each for male and female);
5. Common Disabled Toilet per floor;
6. Utility rooms (electrical, AHU if central air-conditioning is used, etc.);
7. Fire Exits/ Stairs;
8. Garbage chute room;
9. Wells for natural light and ventilation (as applicable);

d. Amenities (A):
1. Concessionaire-operated spaces:
i) Cafeteria for sixty (60.0) persons;
ii) Terrace Dining for sixty (60.0) persons;
iii) Bar for forty (40.0) persons;
v) Gameroom for twenty (20.0) persons;

e. Facilities (F):
1. Common kitchen for d.1 above and e.2 below;
2. Concessionaire-operated Function Room for one hundred and forty
(140.0) persons;
3. Business center;
4. Gym;
5. Elevators (passenger and service);

IX. DRAWING REQUIREMENTS:

a. Site Development Plan at scale 1 : 200 meters (m) and showing the
following key information:
1. outline of the Building footprint; indicate all setback and yard
dimensions;
2. accessibility features (disabled persons);
3. site perimeter security features e.g. perimeter wall/ fence, gate,
pedestrian/ vehicular barriers, guard outpost (as necessary), etc.;
4. pedestrian access systems;
5. open parking, driveway and parking ramps (as needed);
6. ground-mounted signage locations (if any);
7. call out/ indicate areas to be landscaped (hard-scape and soft-scape);
8. the area of the Building footprint and its percentage with respect to the
1,000.0 SqM TLA;
9. the street/ RROW, particularly the sidewalk portion;
[Link] adjoining land uses; and
[Link] the northing and the directions of the sunpath, the major winds
(habagat and amihan), sources of noise and odors and available views
(if any are clearly identifiable).

b. Ground-level (man’s eye view) Exterior Perspective at any convenient


scale;

c. Unit Floor Plans at scale 1 : 50 m; furniture/ equipment layouts are required


(for typical units only); highlight access to or location of fire exits i.e. fire
lanes; indicate all overall dimensions and inter-partition dimensions;

c. General compliance with accepted architectural, site development planning
and construction standards (+/-10.0%);
d. Architectural character and aesthetics (+/-10.0%);

e. Structural concept (+/-10.0%); and


f. Full compliances with applicable Philippine building laws (for a total of +/-
30.0%) such as:
1. The 2004 R-IRR of the 1977 NBCP (otherwise known as P.D. No. 1096)
- (10.0%);
2. The Law to Enhance the Mobility of Disabled Persons (otherwise known
as B.P. No. 344) and its IRR - (10.0%); and
3. The Fire Code (otherwise known as P.D. No. 1185), its IRR and its 2008
repeal version, R.A. No. 9514, signed into law last December 2008 -
(10.0%).
