REVIEWER: RULE IX – SANITATION Focus: Specifications per Section

SECTION 901 – General Requirements Specification Highlights:

• Applies to buildings for human habitation that are erected, altered, relocated, or
repaired

• Must provide the following:

o Adequate and potable water supply

o Plumbing installation (for water and wastewater)

o Wastewater treatment/disposal system

o Storm water drainage

o Pest and vermin control

o Noise abatement devices

• Based on: Book II of the Civil Code

SECTION 902 – Water Supply System Specification Highlights:

1. Potable water source must come from:

o Municipal/city waterworks system (if available)

2. Water quality must conform to:

o Latest approved National Standards for Drinking Water

3. Deepwells:

o Must comply with the Water Code of the Philippines (PD 1067)

4. Independent waterwork systems (e.g., subdivisions/estates):

o Must follow existing local waterworks laws

5. Water piping installation (supply, distribution, venting):

o Must comply with the Revised National Plumbing Code of the Philippines

SECTION 903 – Wastewater Disposal System Specification Highlights:

1. Connection to municipal sewer:

o Sanitary sewage and pre-treated industrial wastewater must be connected


directly to city sewer mains
o Must follow criteria of the Code on Sanitation and DENR

2. No sewer system available:

o Must use Imhoff/septic tanks, subsurface absorption field, or wastewater


treatment plant

o Must conform to the Revised Plumbing Code and Sanitation Code

3. Plumbing installations (sanitary and industrial):

o Must adhere to the Revised National Plumbing Code

SECTION 904 – Storm Drainage System Specification Highlights:

1. Rainwater:

o Must not discharge into sanitary sewers

2. Drainage of low areas:

o Must have adequate provision to prevent flooding

3. Drainage pipe/sewerage system:

o Must conform to the Revised National Plumbing Code

SECTION 905 – Pest and Vermin Control Specification Highlights:

1. Hollow/wood buildings:

o Must be rat-proofed

2. Garbage bins/receptacles:

o Must be easy to clean and have pest protection

3. Public dining areas without artificial ventilation:

o Must be screened properly

SECTION 906 – Noise Pollution Control Specification Highlights:

1. Industrial buildings:

o Must have noise abatement devices

o Noise levels must follow DOLE and DENR standards

2. Unwanted sounds and vibrations:


o Must meet DENR emission standards

SECTION 907 – Pipe Materials Specification Highlights:

• All pipe materials used in any building/structure:

o Must conform to Bureau of Product Standards (BPS) under DTI

REVIEWER: RULE X – BUILDING PROJECTION OVER PUBLIC STREETS Focus: Specifications per
Section

SECTION 1001 – General Requirements Specification Highlights:

1. No part of any structure may project beyond the building line, except as allowed in this
Rule.

2. Projection is measured horizontally from the property line to the furthest point of the
structure.

SECTION 1002 – Projection into Alleys or Streets Specification Highlights:

1. No projections into alleys, streets, or public highways unless provided by Code.

2. Footings at least 2.40m below grade along national roads may project max 300mm
beyond property line, provided utilities are not obstructed or are rerouted at the
owner's expense.

3. Foundations may encroach into sidewalks up to 500mm if top is at least 600mm below
grade and without obstructing utilities, unless rerouted.

SECTION 1003 – Projection of Balconies and Appendages Over Streets Specification Highlights:

1. Projections must be uniform and follow Table X.1:

o 3.00m < width < 6.00m: 0.60m projection

o 6.00m ≤ width < 10.00m: 0.90m projection

o 10.00m ≤ width < 11.00m: 1.00m projection

o 11.00m ≤ width < 12.00m: 1.10m projection

o 12.00m ≤ width < 13.00m: 1.30m projection

o 13.00m ≤ width < 14.00m: 1.40m projection

o ≥ 14.00m: 1.50m projection


2. Clearance from grade to lowest balcony point: Minimum 3.00m

3. Neon signs must follow Rule XX – Signs

SECTION 1004 – Arcades Specification Highlights:

1. Required arcades on sidewalks must have uniform width and height; minimum height:
3.00m

2. Arcaded walkways: Clear height of 3.00m

3. Driveways must match the arcade level for pedestrian safety

SECTION 1005 – Canopies (Marquees) Specification Highlights:

1. Defined as permanent roof structures above doorways, projecting over walls/sidewalks.

2. Clearances:

o Horizontal: ≥ 300mm from curb line

o Vertical: ≥ 3.00m from pavement

3. Construction:

o Made of incombustible or minimum two-hour fire-resistive materials

o Must have drainage facility

4. Location:

o Must not obstruct standpipe access, exits, or street lighting maintenance

SECTION 1006 – Movable Awnings or Hoods Specification Highlights:

1. Awnings must be retractable/foldable and fully supported by exterior wall.

2. Clearances:

o Horizontal: ≥ 300mm from curb line

o Vertical: ≥ 2.40m from pavement

o Must not block required exits when collapsed

SECTION 1007 – Doors, Windows, and the Like Specification Highlights:

• Openings (under 2.40m above grade) must not project past property line when opened,
except fire exits.

SECTION 1008 – Corner Buildings with Chaflans Specification Highlights:


1. Buildings/fences on corners of streets < 3.60m wide must have a corner chaflan:

o Chaflan face: At right angle to intersection bisector

o Minimum chaflan length: 4.00m

2. Chaflans required for clear view at corner intersections unless arcade is present

3. Arcaded buildings on corners are exempt from chaflan requirements
