Section A

Instructions: This section has a scenario. Read carefully before answering the subsequent
questions. There are 4 questions in this section. All questions are compulsory. Each question has
2 or 3 options. Choose ONLY ONE option which you consider the most appropriate and mark it
on the answer sheet given to you.
Marks: 10

Santha Sheela Nair worked for the government, driving social change, and impacting millions of lives
through public service. She was highly committed to water resource management throughout her diverse
roles.

When she was posted in Chennai, she created ways in which a smooth water management process could be
ensured. She was able to anticipate challenges and worked to avoid them before they happened. She made it
a law for all buildings in Tamil Nadu to practice rainwater harvesting. This stopped a water crisis from
happening in Chennai in the 2000s. She also promoted rainwater harvesting as a model for other states too.

She was committed to her role as an executive. She gave up her own views to carry out the suggestions of
her seniors. She also ensured that schemes were effective on the ground. She built loyalty, commitment, and
willingness to deliver, in her subordinates.

Her experience in different sectors helped her to quickly learn sector-specific needs and develop as a leader
while maintaining the foundation values of the IAS. She served the country as an IAS officer for 38 years in
active service and another 7 years post-retirement.
