SUBJECT: AMENDMENT IN THE RULES BUSINESS OF PUNJAB EDUCATION,
CURRICULUM, TRAINING AND ASSESSMENT AUTHORITY
(PECTAA)
The Punjab Education, Curriculum, Training and Assessment Authority
(PECTAA) was established to strengthen teacher assessment, certification, and
training mechanisms across the province in alignment with modern educational
standards. With the evolving educational landscape, introduction of the Single
National Curriculum (SNC), and Government’s renewed focus on teacher
excellence, it has become necessary to revisit and amend the existing Rules of
Business of PECTAA to bring them in conformity with international standards and
contemporary governance requirements.
2. At present,

Rules of Business primarily focus on assessment and evaluation functions.
However, the scope of PECTAAAA has substantially expanded to include teacher
professional development, digital assessment systems, surance frameworks, and
research-based performance monitoring. The proposed amendments, therefore, aim
to institutionalize these functions, define coordination mechanisms with PMIU and
other wings of the School Education Department, and ensure accountability and
transparenAcy.
3. Some of the important aspects are missed or not properly described in
PECTAA rules. The justification is as

5. It is, therefore, proposed that the Rules of Business of PECTAA may
be amended accordingly, and the Law & Parliamentary Affairs Department may be
consulted for vetting of the draft amendments prior to submission to the Cabinet
Standing Committee on Legislative Business (SCCLB) for formal approval.
