Definition of terms
Health technology: The application of organized knowledge and
skills in the form of equipment, medicines, vaccines, procedures
and systems developed to solve a health problem and improve
quality of life. It is used interchangeably with healthcare
technology.
Medical device: An article, instrument, apparatus or machine
that is used in the prevention, diagnosis or treatment of illness or
disease, or for detecting, measuring, restoring, correcting or
modifying the structure or function of the body for some health
purpose. Typically, the purpose of a medical device is not
achieved by pharmacological, immunological or metabolic
means.
Clinical engineer: In some countries, this defines the biomedical
engineer that works in clinical settings.
Acquisition: Equipment acquisition is trust designed to pay a cost
of specialized equipment
Calibration: Comparison between measurements with a known
magnitude
Commissioning: a process of installation or planting and
maintenance of equipment
Decommissioning: An authorized way of removal items,
equipment and chemicals
Procurement: an acquisition of good service or work for
outstanding external source
Outsourcing: A form of contracting with pre specified terms of
financing, monitoring and supervision.
Preventive Maintenance: It is an action to eliminate the cause
of a potential non-conformity. The care and servicing by
personnel for the purpose of maintaining equipment and facilities
in satisfactory operating condition by providing for systematic
inspection, detection, and correction of incipient failures either
before they occur or before they develop into major defects,
including tests, measurements, adjustments, and parts
replacement, performed specifically to prevent faults from
occurring.
Corrective Maintenance: It is an action to eliminate the cause
of a detected non-conformity

Healthcare Technology Management Committee (HTMC)
Healthcare technology management committee is a multidisciplinary team that has an
advisory role on medical device management system.
Medical device management is not a standalone task and needs involvement of multidiscipline
within hospital.
Hospital should establish Health Technology Management Committee (HTMC) that has an
advisory role in management of medical device in the health facility.
Organization of Healthcare Technology Management Committee
The healthcare technology management committee should be organized from
clinical, administrative, finance, and other relevant hospital departments.
The committee will be chaired by the Chief Clinical Officer of the hospital and the
head of HTM will be a secretary.
Members will be assigned from different departments and should comprise, as a
minimum: -

2. Biomedical Engineering Director/secretary
3. Laboratory director
4. Pharmacy director

Role of HTM Committee
Healthcare technology management Committees play a crucial role in hospitals
by providing guidance, evaluation, and recommendations regarding the use of
medical devices. Here are some key roles of health technology management
Committees in hospitals:
Oversee the medical device management system.
Monitor establishment of a medical devices inventory system.
Establishing and overseeing the Medical Devices Management Information
System (MEMIS).

of work order and over all medical devices managements.
Develop a model medical device list (MMDL).
The model medical device list should be approved and revised annually by
the HTM committee.

facility.
Conduct medical device utilization, safety, and need assessment
and propose intervention strategy.
Risk Assessment
HTMC evaluate the potential risks associated with the use of
specific medical devices. This involves considering factors such
as infection control, patient safety, and the likelihood of adverse
events.
Committees may also review incidents or issues related to device
performance within the hospital.
Policy Development
Committees contribute to the development of policies, standards
and guidelines for planning and procurement of medical devices,
donation of medical devices.
Disposal of medical devices that used to effectively manage
medical devices selection, use, and maintenance. This helps
ensure consistency in practices and adherence to regulatory
requirements.
Quality Improvement
The committees play a role in ongoing quality improvement
initiatives within the hospital. By monitoring the performance of
medical devices.
Providing recommendations for improvements, they contribute to
enhancing patient care and safety.
Educational Initiatives
The HTM Committees may engage in educational activities, such as
organizing training sessions for healthcare staff on the proper use and
maintenance of specific devices.
This helps ensure that the hospital staff is well-informed and
competent in handling medical devices.
Conflict Resolution
In cases where there are disagreements or concerns regarding the
use of specific medical devices, the committee can serve as a
forum for discussion and conflict resolution.
This may involve bringing together various stakeholders,
including clinicians, administrators, and representatives from
different departments.
