Environmental laws and policies of the Philippines

1987 PHILIPPINE CONSTITUTION
The 1987 Philippine Constitution, also known as the
"Freedom Constitution," established the foundation for the

Marcos administration's overthrow, it emphasizes rule of
law, democracy, human rights, and social justice. It
establishes a presidential form of government, guarantees
equal protection, and promotes environmental protection.
Presidential Degree No. 1586: The Phil Els system (1978)
The Philippine Environmental Impact Statement System (PEISS),
established in 1978, aims to balance environmental preservation
with socioeconomic development. It requires government agencies
and private companies to submit Environmental Impact Statements
for projects with significant environmental impacts. Projects are
classified as "environmentally critical" or "non-critical," with approval
from the President. The decree also allows the President to
designate environmentally critical initiatives for stronger
environmental regulations.
