PEACE AND ORDER:
1. Crime and Disorder – refer to violations and situations that disrupt harmonious living within a
community.
a. Illegal Drugs – mandatory sub-area in compliance to Republic Act No. 9165 or the
Comprehensive
Dangerous Drugs Act of 2022.
2. Conflict – refers to situations where two or more groups are in disagreement with each other or
in disagreement with the state. The source of disagreement may be the control and possession of
resources, when one party feels deprived, offended or oppressed by another or by the policies and
programs of the state.

c. Prevalence of Private Armed Groups (PAGs), contributing to the proliferation of gun

3. Threats to the environment and human security – refers to situations that pose a threat to

1. Road and Vehicle Safety – refers to situations relative to traffic and road conditions
which may pose a risk to motorists, passengers, and pedestrians.
2. Emergency/Crisis Management and Fire Safety – The organization and
management of resources and responsibilities for addressing all aspects of emergencies,
which are unforeseen or sudden occurrence, posing danger and demanding immediate
action.
3. Establishment and maintenance of CCTVs – use of CCTV systems as a primary
tool for prevention and resolution of crimes in a locality.
4. Unregulated use of Firecrackers – refers to incidents caused by the distribution,
sale, and use of illegal and dangerous firecrackers.

Chapter A – Review of Local Strategic Direction
INSTRUCTIONS:
1. Write down the LGU Socio-Economic Profile and the Local Strategic Directions
2. Based on your LGU’s Vision-Mission-Goals, select key words that describe their
LGU’s peace and order and public safety aspirations as well as key words that
are significantly related to them.
3. List the descriptors related to POPS and differentiate the descriptors using the
three classifications.
4. Beside each listed descriptor, provide your description of indicators or how you
will observe the descriptors under the indicators column.
Chapter B – POPS Situation
INSTRUCTIONS:
1. Start with the list of indicators for the V-M-G Descriptors from Table A. Write each
POPS indicator under the appropriate focus areas provided in the Table (you may
also refer to Annex 2 of the POPS Planning Guidebook for improvements on the
indicators).
2. Gather date for the list of indicators that were selected and written down.
3. Record data gathered under the columns for Actual Data.
4. The data should be updated annually over the course of the Three-Year Term and
each year shall have its own Table.
5. In writing the overview of the POPS Situation, it is recommended that one or a
combination of the optional analysis tools be utilized for a more comprehensive
and in-depth discussion.
Chapter C – Priority POPS Issues
INSTRUCTIONS:
1. Analyze the data for the POPS Situation in Chapter B, and list the main issues
and problems.
2. Once issues have been identified, fill in the rest of the Matrix.
3. Upon completion of the Matrix, assign priorities to each issue/problem identified.

(a) Intensity of impact/consequence, and (b) Likelihood of occurrence.

INSTRUCTIONS:
1. For each POPS Issue, write the objectives from Chapter C under the appropriate
column. Start with the issues you have ranked as top priority. You may enhance
them as you deem it necessary.
2. Discuss and define the indicators that would be best used to measure
change/development in the issues. Make sure that these indicators fall under the
SMART characterization and that the data collection is possible at reasonable
costs.
3. Set the target for achieving the objective within three years, and set targets for
each year.
4. Provide the baseline data and year.
5. Define strategies that will best lead to meeting the objectives.
6. Select a Champion/OPR from the POC or the POC TWG
Chapter E – Critical Policies, Programs, Projects,
Services, and Activities
INSTRUCTIONS:
1. From the previous chapters, input each individual POPS Issue and the Objective
to be achieved. Write down the indicators and the strategies developed to
achieve these objectives.
2. Discuss and define the needed PPPSAs to carry out the strategy.
3. Decide on who will be the lead implementer of each PPPSA and list other main
implementing Units.
4. Decide on the expected output form the implementation of the PPPSA.
5. Lastly, determine the timing of the implementation. Set specific timelines fro the
targeted starting and completion dates. Avoid using terms like regular, ongoing,
quarterly, etc. Avoid using the start and end date of the term for the POPS Plan
and consider possible phases during implementation.
Chapter F – Funding Requirements
INSTRUCTIONS:
1. Drawing from the information from Chapter E, complete Chapter F by
adding possible funding sources and funding requirements. Use one
Table for each Year.
2. After completing the table, list regulatory measures required for effective
implementation of the POPS Plan. Regulatory measures are issuances
by the local executives or legislative bodies that seek to direct a course of
action or apply a principle. There are some projects or activities that can
only be undertaken if there are policies in place.
