Amber KPI Justification – LTE Inter Frequency Handover SR
• LTE Inter Freq HOSR degraded on L800 impacted by the site
location in a hilly area surrounded by mountains.
• It can be noticed from the attached snapshots that our site is
mainly reliant on Inter Freq HO with 1800 and 2600 co-cells
instead of performing HO with adjacent sites due to the layer
not being active on tier one neighbours which brought along a
higher number of fails to the KPI.
• The same behaviour was also observed prior to the swap.

Amber KPI Justification – NR3500 Cell Availability
• NR3500 cell availability noticed a spike on 29/01
at 8pm related to the attached No connection to
unit alarm which only lasted for a couple of
minutes before it cleared and the KPI picked up
its normal behaviour.
• Layer Availability remains above the agreed
thresholds and no issues were identified.
• It was also verified and in the last 30 days there
is no presence of this alarm in this site, which
means that is not a recurrent issue, but an
isolated alarm

Amber KPI Justification – NR700 Mobility KPIs
• Mobility KPIs are degraded on our NR700 due to low number of 5G sites in the area specially on tier
neighbours in direction of sectors A & C.
• This way our site is mainly reliant on Intra gNB HO rather than Inter gNB which brought along a higher
number of HO fails considering the site location in a hilly area surrounded by mountains.
• Site has both “Inter–Frequency Inter-gNB mobility NSA”, “Intra-Frequency Inter-gNB mobility NSA”, “Inter–
Frequency Intra-gNB mobility NSA” and “Intra-Frequency Intra-gNB mobility NSA” features configured as

Amber KPI Justification – SgNB Setup SR (gNB)
• SgNB Setup SR is below the threshold on NR700 impacted by
the site location in a rural and hilly area surrounded by the
mountains as previously explained.
• It can be noticed from the attached TA snapshot that far end
UEs located in more difficult RF conditions are requesting
addition to our NR700 cells with no contiguous coverage of the
layer on tier one neighbours making the KPI more prone to fail.

Amber KPI Justification – Combined traffic
• Traffic was overall maintained on our site after the swap
with a slight reduction observed on Voice traffic due to the
newly applied electrical and mechanical tilts.
• Our site was down-tilted as follows:
1. L1800 tilts changed from 9/7/2 ET and 0/0/0 MT to 7/7/4 ET
and 4/4/4 MT.
2. L800 tilts changed from 9/7/9 ET and 0/0/0 MT to 3/8/6 ET
and 4/4/4 MT.
3. Azimuths were also rotated clockwise from 40/110/330 to
330/40/110.
• 2G neighbour audit was performed and validated on the
site.
• Note: site revisit was performed on 25/01 under
INCM00002342343 where 5G layers started picking traffic
hence the observed traffic shift from 4G to 5G layers.

Additional KPI Justification – 2G LB / RTWP
• Nokia full HC was performed on the site focusing on 2G
LB and high RTWP levels and no issues were identified
with the BTS antenna line commissioning.
• RTWP degraded on L800 Sect A due to active VSWR
alarms which is covered under INCM00002376090
assigned to Cellnex queue.
• No impact seen on main KPIs, we kindly request a
concession.
