Indicators (NCOI)
The demonstration of NCOIs shall be
assessed based on:
The applicant’s annotations on how the
submitted Means of Verification (MOVs)
from their RPMS portfolio support the
achievement of the identified NCOIs.
The applicant’s responses during the
interview, which will validate the actual
achievement of the identified NCOIs.

• The selected NCOIs outlined in this Order shall
serve as the non-classroom observable
indicators for the selection and appointment of
teachers to higher teaching positions.
• These indicators will remain in effect unless
modified by subsequent issuances.

Used to demonstrate how the teacher applicant
exhibits each NCOI.
The applicant writes annotations for the
presented/submitted artifacts/MOVs from their
RPMS portfolio, explaining how these MOVs
contributed to achieving the NCOI.

c. Protocols in Administering and Assessing the
Demonstration of the Non-Classroom Observable
Indicators.
Administrators and assessors of the PAF shall ensure that
the following protocols are judiciously followed:
General Guidelines
•Designation of Sub-Committee(s):
Sub-committees for NCOI assessment must have a
thorough understanding of:
PPST NCOIs
Specific tools and protocols for PAF
assessment and interview
The recruitment and selection process
Sub-committees shall include subject matter
experts for the specialization of the position to be
filled.

• Applicant Responsibilities:
Applicants shall complete the PAF and undergo the
BEI on the scheduled day of assessment.
• Rating and Inter-Assessor Agreement:
• Assessors shall individually rate the applicant’s
responses using the Rubrics for the Demonstration
of NCOIs.
• Inter-Assessor Agreement:
• Assessors will discuss their reasons for their ratings.
• If there are differing ratings, the assessors shall
agree on a final rating based on reasoned and
consensual judgment, not an average of individual
ratings.

Portfolio Assessment
•Designated Location and Proctor:
The HRMPSB shall designate a room for applicants to
accomplish the PAF.
A proctor will be assigned to provide instructions and
oversee the process.
•Completion of PAF:
The PAF shall be accomplished on the spot.
The applicant’s submitted portfolio containing MOVs will
serve as the basis for their annotations.
The corresponding NCOIs for the applicant’s current career
stage shall be used.
•Time Limit:
The applicant will be given up to two (2) hours to
complete the PAF.

• Online Assessment (if in-person is not
feasible):
If in-person assessment is not possible, the
applicant may complete the PAF online,
adhering to the following protocols:
Online Platform Meeting: Applicants
shall be scheduled for an online meeting via
platforms like Zoom, Google Meet, etc.
Video Monitoring: Applicants must keep
their video/camera turned on at all times
for the proctor to monitor the process.

Email Distribution and Submission:
The PAF may be emailed to the applicant and
submitted to a designated email address once
completed.
The PAF may also be administered using Google
Forms for easier collection and organization, ensuring
confidentiality with 'Locked Mode' enabled.
Individual Word Processing Applications:
The PAF may be administered through individual
documents (e.g., Word files), where links are sent
individually to applicants.
Options for downloading, printing, and copying the
document shall be disabled to maintain confidentiality.

Rating of Portfolio Annotation:
Assessors will use the Rating Sheet for
Portfolio Annotation to indicate the rating
for each NCOI in the ‘Rating’ column.
In the ‘Other Remarks’ section, assessors will
write supporting statements for the given
rating.

Interview:
Conduct of the Interview:
The interview shall follow the procedures and
protocols outlined in the RSPI Handbook Vol. 1.
Interviewers will craft their set of interview questions
based on these protocols.
Purpose of the Interview:
The interview will serve to validate the applicant’s
responses in the PAF and further assess the
demonstration of NCOIs.
It will also collect complete and detailed information
about the applicant and verify their credentials.
The interview will assess the applicant’s potential,
characteristics, traits, and fitness for the position.

STAR Approach for Interview Questions:
The interviewers will use the STAR approach to validate
whether the applicant has demonstrated key behaviors
linked to the required competencies:
Situation: Actual situations in which the applicant
acted.
Task: Tasks faced by the applicant.
Action: Actions taken by the applicant.
Results: The outcomes of the actions.
Rating of Interview:
Assessors will use the Rating Sheet for the BEI to
indicate the rating for each criterion in the ‘Rating’
column.
In the ‘Other Remarks’ section, assessors will write
supporting statements for the given rating.
