1 – Microsoft Visio
It is very well known that MS Visio can do wireframe, but it is more about workflow. It is hard to use to describe graphical design details.
It is commercial, additional license required.
2 – Axure
This one is also popular. Information Architects use it to attach events to make wireframe more interactive. The advantage is it can export HTML prototype if you embed events into your workflow.
Commercial software, additional license required. A certain days of trail should be available.
3 – Adobe Illustrator
This is a graphic tool used to create vector arts. Because of its creativity and flexibility. Some IA and designers start to use it as a wireframing tool. It is more about design. We can use it to generate wireframe but it is hard to maintain.

4 – MockFlow (www.mockflow.com)
An online wireframe generating tool based on Adobe Air framework. No client needs to be installed. Lots of stencils can be found in its library. You can also attach events to workflows. You can export popular file format through it.
Basic functions are free. Some addons and extension are not free.
