    The Council of the Portuguese Diaspora (CDD) was established in 2012 to strengthen relations between Portugal and its diaspora, which includes Portuguese citizens and descendants living abroad for more than three years. The council aims to enhance Portugal's image and reputation, promote Portuguese values and culture globally, and facilitate the development and prosperity of Portugal.

    The Portuguese Diaspora Council was founded with the High Patronage of the President of the Portuguese Republic, named Honorary President of the association, and of the Ministry of State and of the Foreign Affairs, as Honorary-Vice President.

    Twenty-four founding-partners subscribed the act of Constitution of the Council, held in Palácio de Belém, on 26th of December of 2012.

    In the occasion, the then President of the Republic, Aníbal Cavaco Silva, underlined «The strength of the relations with the Portuguese communities and the Portuguese descendants in the world have been a major priority of my mandates since the first day. So therefore, I cannot but congratulate the constitution of the Portuguese Diaspora Council, an initiative of a group of Portuguese that live and work abroad, in positions of great prominence.

    The Portuguese Diaspora Council develops the idea of mobilizing influent Portuguese citizens to contribute for the uplift of the country’s image and reputation in the world, raising awareness of the potential of Portugal and giving shape to a mission of structuring a network of talent and expertise in the Portuguese communities, in the fields of economy, culture, science and citizenship.

    The ICPA was formed to operate as an Association for corrections and prison professionals, dedicated to improving global understanding and professionalism in the sector. As an Association, we believe that improving the professionalism and competence of correctional officers is likely to have a greater positive impact on prison conditions and the humane treatment of prisoners than most other actions. The Association is therefore not a lobbying or prisoner rights organisation but exists to provide an inclusive, safe and secure forum for the respectful exchange of ideas, technology, and best practices in the profession of corrections. The ICPA is a highly effective and efficient way of co-ordinating international contacts on penal and justice matters as it has strong links with key players at senior levels in all the continents.

    ICPA promotes co-operation and collaborative initiatives between jurisdictions in areas of common interest, staff exchanges and study visits between interested jurisdictions. We encourage, where relevant, the involvement of victims, offenders' families, volunteer organisations and others in the community in finding helpful and workable solutions to correctional and criminal justice issues. We try to enhance public education, and understanding and involvement in correctional matters.

  • DIGICOR Digitalisation in corrections towards reduced recidivism

    The DIGICOR project seeks to support the implementation of innovative solutions, through a capacity-building intervention with prison staff, in turn affecting inmates, and thus targeting one of the most socially and digitally excluded groups indirectly. Guided by a dual goal, the present proposal seeks to foster the prison administration’s openness to technology-based solutions, many of these already implemented due to the COVID-19 pandemic, but for which the staff has received little training.…

    The DIGICOR project seeks to support the implementation of innovative solutions, through a capacity-building intervention with prison staff, in turn affecting inmates, and thus targeting one of the most socially and digitally excluded groups indirectly. Guided by a dual goal, the present proposal seeks to foster the prison administration’s openness to technology-based solutions, many of these already implemented due to the COVID-19 pandemic, but for which the staff has received little training. After having paved the groundwork for a closer interaction between prison management and technology, the proposal intends to implement concrete training offers to prison staff members, who directly intervene in the provision of training to inmates. A successful intervention perpetuating optimal practices instituted during the pandemic will contribute to enhancing inmate rehabilitation while widening theirs and prison staff’s digital skills.

    The aim of the present project is to close language barrier gap and provide rehabilitation for substance user refugee probationers by developing a virtual reality programme to improve their coping skills (problem solving and emotion regulation skills). Substance use will be used as a sign of deficiency in coping skills; main focus will be on teaching coping skills rather than dealing with substance use behavior. The system provides a better adult learning opportunity by getting rid of the…

    The aim of the present project is to close language barrier gap and provide rehabilitation for substance user refugee probationers by developing a virtual reality programme to improve their coping skills (problem solving and emotion regulation skills). Substance use will be used as a sign of deficiency in coping skills; main focus will be on teaching coping skills rather than dealing with substance use behavior. The system provides a better adult learning opportunity by getting rid of the language barrier and the confidentiality rule will not be ruined. In addition to these advantages, the same VR scenario can be adapted to different languages therefore it is cost- effective. The technique could be used in a wide range of skills, therefore open to progress. The technique has a preventive power since the same scenario can be used in normal settings, too. The pilot study will be conducted on five substance user refugee offenders in Turkey,Portugal and Romania. The service in the current probation systems are expected to be improved as a result of the project, and a decrease in the reoffending figures of the refugee offenders is expected since the coping skills will be
    improved with the newly developed VR application.

  • ViRTI Virtual reality for training inmates

    he ViRTI project arises from the need to improve the educational environment and expand the training offer for inmates, who generally have limited access to technical facilities because they are in a closed and restricted environment. Thus, ViRTI aims to use virtual reality technologies by creating virtual environments, compensating for the scarcity of resources (such as laboratories, materials and tools) in prison facilities. In addition, by introducing interactive and gamification features in the learning contents provided to inmates, it will be possible to attract more participants and maintain their motivation, thus reducing drop-out rates. With this project, it will be possible to increasingly encourage the application of content based on virtual reality in prisons, which will collaborate with education and training providers for this purpose. In this way, more inmates will benefit from this added value, as they will develop skills and competences, and acquire knowledge about sectors of the economy where there is a scarce workforce, hence increasing their employability.

  • Regional Public Good: comprehensive Prison Management Model for Response to Health and Humanitarian Crises in Latin American and Caribbean Prisons” initiative

This will contribute in the short term to the generation of health guidelines and contagion mitigation mechanisms; and in the medium and long term, it will support the reduction of prison overcrowding levels and the incorporation of safe technological solutions in areas such as health, education, work, family and legal.

Despite numerous recommendations and laws aimed at characterising and banning the extremist discourse that leads to violence, few specifically European tools have been developed to date. The CEDAR project aims to fill that gap by training and improving the practitioners’ skills in the field of radicalisation and extremism in educational and university settings, by supporting them with the necessary competencies towards risk identification and prevention.

Virtually every outcome variable in the field of occupational health psychology is empirically related to organisational leadership. Moreover, data are starting to emerge suggesting that improving organisational leadership results in improved safety outcomes and enhanced employee well-being.
    Despite these data, discussions of occupational health and safety interventions only rarely consider leadership training as an occupational health and safety intervention.

    Leadership development for occupational stress reduction in correctional settings (LEADCOR) seeks to reduce occupational stress levels inside prisons by enhancing the leadership competences of management and frontline staff (correctional officers, educational staff and psychologists, social workers...), contributing therefore to the mitigation of tensions among management and staff, between staff, among staff and their families, and between staff and inmates.

Moreover, recruitment and selection processes are different in every member state; initial training, learning outcomes, qualifications and length of training can be very different between jurisdictions as well. Thus, PO21 seeks to fill the gaps and divergences mentioned by identifying existing and emerging skill needs within prison officers; strengthening the exchange of knowledge and practices and adapting vocational education and training to skills needs, while promoting qualification standards in the sector, with a particular emphasis on digital skills.

    By promoting judicial cooperation between EU Member States and raising policy makers and stakeholders’ awareness on the topic, the “PRE TRIAD Alternative PRE-TRIAL Detention measures: Judicial awareness and cooperation towards the realisation of common standards” project aims to build the groundwork for the realisation of common standards with respect to fundamental rights on the practical application of PTD (and its alternative measures), while fostering the application of the Council Framework Decision 2009/829/JHA of 23 October 2009 by EU Member states.

    Supported by DG Justice of the European Commission, PRE-TRIAD is expected to enhance the knowledge of judicial professionals (judges/magistrates) on various national legislations concerning PTD application; to upscale awareness of judicial professionals (judges/magistrates) regarding PTD conditions in European prisons and on the application of PTD, its alternatives and application according to each context; & to upscale the capacity of judicial professionals to effectively apply the Council Framework Decision 2009/829/JHA.

    The project consortia is led by the Bremen Senate of Justice and Constitution in Germany, having as partners IPS Innovative Prison Systems from Portugal, Verein fur Rechts Kriminalsoziologie from Austria, the Center for the Study of Democracy in Bulgaria, AGENFOR International from Italy and European Strategies Consulting from Romania.

    INTEGRA “Integrated community, probation and prison services radicalisation prevention approach” strives to improve the transition process between prison and/or probation systems and the community for those at risk of radicalisation or who have been radicalised. It attempts to achieve this outcome by promoting a holistic radicalisation prevention initiative, focusing on offenders’ skills development as well as on the capacity building of front line staff and organisations.

    The project foresees the direct participation of 850 people, including practitioners from the countries involved in the partnership, academic researchers, mentors, and trainees.

    Objectives:
    _To upscale existing practices and understand their role in a holistic prevention of radicalisation and disengagement /de-radicalisation;
    _To develop a skills-enhancement programme for frontline staff working with inmates throughout its transition back into society, including prison and probation staff, and community organisations working closely with the prison services;

    The use of offenders in peer support roles is increasingly recommended by different governments. Peers can be effective 'identity models' for offenders- who are the living proofs of the possibility of leaving the criminal life. Second, peer support is necessary because offenders view professional staff as authority figures and are more likely to listen to individuals that have 'walked in their shoes'. Third, it is cost-effective. Finally, the approach can build social capital and resilience within deprived communities.

    Prosocial behavior is defined by Eisenberg and Mussen (1989) as the "voluntary actions (like sharing, comforting, rescuing, and helping) that are intended to help or benefit another individual or group of individuals". Pro-social modelling is a style of supervision rather than a specific program. In his article on the meta-analysis of "Prosocial modelling", Trotter (2009) stated that the use of pro-social modeling can reduce recidivism, even reductions in re-offending by as much as 50 percent have been seen among offenders supervised using pro-social modeling principles.

    The PPROMPT project foresees to build up Peer a Pro-Social Model Team, trained by the professionals in this field.

    In the framework of the Citizen Security Strengthening Programme (CSSP) GY-L1042, Pedro performed a “High-level Assessment of the Security Conditions of Guyana’s Prisons”. Pedro visited all prisons in Guyana in order to capture the existing security conditions of Guyana’s prisons; prioritize issues to be solved and sort them out by short-term (including the acquisition of a whole-body scanner) and long-term; and produced recommendations for developing a more holistic and integrated solution to current security concerns (beyond just acquisition and implementation of a body scanner equipment), including high-level; and assessed the feasibility of some other operational and technology options. During the site visits, Pedro has worked with the IDB team, the Director of the Guyana Prison Service and the stakeholders of the Ministry of Public Security.

    The DIACEN (The Dialogue Center - Taking Further Prison’s Education Projects in Using Dialogue as Preparation for Release) project aims to shed light on the adult education that takes place in the prison settings (being seen as different from work-related education or from professional training), how experiencing adult education will bring benefits in the preparing-for-release process and reintegration process for all involved parties, and how at the end of the day adult education can move prisons into being "learning environments".

    DIACEN is proposing a solution to preparing for release of prisoners, involving all relevant parties united in adult education activities with the aim of fostering dialogue and expression platform. It’s objective is to introduce this solution in 5 European counties with the cooperation of authorities, professionals and end-users, for the direct use in the pre-release period. The aim is to better integrate the inmates in the community and reduce the re-offending rate.

Mental illness is especially prevalent in prison populations, by far exceeding the rate of mental disorders in the general population. These mental health issues are exacerbated with age: over 20% of adults aged 60 and over suffer from a mental or neurological disorder. As the world’s population ages rapidly, so too the number of the elderly in jails and prisons is increasing at an exponential rate: at a rate 3 times that of the general prison population.

    MenACE project aims to increase the response to mental health disorders within prisons and the quality of palliative and end of life care services provided by enhancing the competences of management and frontline staff to address prisoners’ mental health needs and the special needs of older prisoners.

    2. Develop the tools and instruments for prison administration and line-level staff to recognize signs of radicalization at an early stage within their specific facility;

    3. Provide common, consistent and effective instruments to help staff report their observations to the appropriate intelligence staff;

    4. Provide model procedures for intelligence staff to vet the data they receive from prison staff and to appropriately interpret it;

    5. Establish a series of training programmes and tools for all staff within a prison to respond appropriately to potential vulnerable individuals at risk of radicalization.

    Strengthen the work of the Prison System through a new administrative and interagency model is one of the objectives of the National Prison Reform Policy 2014-2024 which was presented by Interior Minister Mauricio López Bonilla in the National Palace in Guatemala de la Asunción (Guatemala city).

    The Policy was developed for 10 years and includes 10 main strategic axes, 40 general strategies and 209 specific actions to address institutional issues among which are measures to improve the dignity of prison staff, internal and external security of prisons, inmates social reintegration and the promotion of social peace.

    López Bonilla, thanked the civil society organizations who participated in the preparation of this document and urged them to continue to support each of the defined measures, as this is a strategy set to run in the current and in the next government administration. "This is a matter of state and not just an institutional matter as some people believe. What we are proposing today is light that should illuminate a profound reform to lay the foundations of a new penitentiary model. We must be optimistic, learn from the mistakes of the past and build hope for the future"​ he reinforced.
 
Besides the formal presentation, the head of the ministry of the interior handed the new penitentiary policy to the President of the Republic of Guatemala, Otto Perez Molina.

    The constitutional president acknowledged the work and commitment of the Minister of Interior and indicated that this is an important step representing an important contribution to the development of the Guatemalan society.

The Deputy Minister Edi Juárez Prera explained the process that led to the national policy reform of the prison system, confirming that the foreseen measures as sufficient to stabilize the situation in detention centers and significantly improve its performance.

    _Involve different stakeholders in finding innovative solutions for social reinsertion of inmates (entrepreneurship programme, volunteer programme, etc);

    Recognizing the need for effective operations to support our correctional objectives, “this award represents the acknowledgement, praise and recognition of your many colleagues in the Association for your hard work and dedication towards the advancement of professional corrections”, referred Michelle Carpentier, executive director of ICPA.

For more than 147 years, the American Correctional Association has championed the cause of corrections and correctional effectiveness. Founded in 1870 as the National Prison Association, ACA is the oldest association developed specifically for practitioners in the correctional profession. During the first organizational meeting in Cincinnati, Ohio, the assembly elected then-Ohio Governor and future President Rutherford B. Hayes as the first President of the Association. The Declaration of Principles developed at the first meeting in 1870 became the guidelines for corrections in the United States and Europe. At the ACA centennial meeting in 1970, a revised set of Principles, reflecting advances in theory and practice, was adopted by the Association. The principles were updated in 1982 and lastly in 2002. At the 1954 Congress of Correction in Philadelphia, Pennsylvania, the name of the American Prison Association was changed to the American Correctional Association, reflecting the expanding philosophy of corrections and its increasingly important role within the community and society as a whole. The College experience remains predominant in relation to the rest of their academic experiences for a large number of alumni. This spirit is unique to the College of Europe's alumni. The Headquarters of the Alumni Association are located in Brussels, where the staff of the Alumni Association is housed. In addition, the Alumni Association has regional groups active in over fifteen countries.
