本白皮书承继《鸽姆宣言》《鸽姆宪章》《鸽姆战略纲领》《鸽姆技术战略纲领》《鸽姆智慧公约》《鸽姆文化公约》《鸽姆宇宙文明公约》《鸽姆全球智慧伦理白皮书》的核心精神，提出构建“全球智慧公地”与“多维协同治理模型”，实现智慧的广泛确权、平等共享与共同维护。

This white paper, inheriting the vision from the GG3M Manifesto, Charter, Strategy, Intelligence Accords, and Ethical Treaties, outlines a Global Commons of Intelligence and proposes a multidimensional cooperative governance model for equitable distribution and stewardship of intelligence.
