Do Sustained Use discounts apply at a resource (cpu, memory level) or is it at VM level?
Ex: VM-1 ran for 10% and VM 2 (same resource configuration) ran for 15% in a month. Is the discount calculated for 25%

Does this apply for custom VMs as well?
