Editor No pude utilizar otro, simplemente no pude. Es imperioso, es alarmante. Como puertorriqueos, como caribeos, como latinoamericanos, como vctimas agraciadas de nuestra circunstancia geogrfica, tenemos que despertar (igual que en tantos otros aspectos, lamentablemente). Ante las actividades y ceremonias internacionales realizadas durante el pasado mes de marzo, en conmemoracin del Da Mundial del Agua, el Secretario General de la Organizacin de las Naciones Unidas (ONU) Ban Ki-moon declar que el agua es vida, es fundamental para el bienestar de las personas y del planeta. Aadi tambin que el cambio climtico y una poblacin que crece en nmero y en prosperidad significan que debemos trabajar conjuntamente para proteger y gestionar este recurso frgil y limitado. Quiero tomar estas declaraciones y el marco de tiempo y espacio en el que nos encontramos para utilizarlos como pie forzao, como dice el jbaro. El manejo del agua que tenemos en Puerto Rico dista de ser costo-eficiente, quiz porque la percepcin general, no sin cierto argumento histrico / estadstico que lo respalde, es que en la Isla del Encanto abunda el agua. Fjese lectora y lector, si abunda el agua que llevamos aos desperdiciando ms del 40% de la que producimos y no hemos hecho mucho por corregirlo. La situacin se agrava al notar que la flcida industria agrcola puertorriquea no se incluye en la ecuacin, la actividad econmica que ms intensamente utiliza el recurso. Qu relacin existe entre el subdesarrollo de la industria agrcola y el desperdicio de agua en el Pas? Qu pasar el da que la agricultura se ponga de pie? Cuando haya que destinar 100 millones de litros diarios a los cultivos? Segn estadsticas de ONU Agua, hasta un 50% de la poblacin mundial podra afrontar escasez de agua para el ao 2030, es decir, dentro de poco ms de 15 aos. Ante potenciales situaciones de crisis alimentaria o de agua, nuestro carcter geogrfico isleo es simultneamente nuestra condenacin y nuestra salvacin. Los pases continentales comparten recursos continentales, como podran ser ros transnacionales, para los que tendrn que coordinar el uso de ese recurso. Sin embargo, es poco probable que todo un continente se quede sin precipitacin, as que un rea podra ayudar a otra en caso de enfrentar una sequa regional. El caso isleo, no tener vecinos contiguos, implica que el manejo de los recursos del Pas recaer exclusivamente en nosotros, que no haya que coordinar el uso del recurso con alguien, pero ante una sequa, la cooperacin con nuestros vecinos se har ms difcil. As que, ante el parcial aislamiento en una crisis, nos resta administrar nuestros recursos en el modo ms responsable y eficiente posible. La cooperacin ser clave para la supervivencia cuando la poblacin mundial alcance los 9000 millones de habitantes y nuestros sistemas actuales de produccin no den abasto, si no es que cambiamos nuestro modo de hacer las cosas, lase, aumentar la eficiencia y disminuir el consumo per capita. Es por tanto, necesaria la cooperacin de los pases para afrontar un problema para el que estamos inevitablemente encaminados, y que azotar sin clemencia. Miremos al futuro con esperanza, pero preparados para lo peor: es el mejor legado a nuestros descendientes.

Cerca de cuarenta estudiantes de ingeniera civil de la Universidad de Puerto Rico, Mayagez (RUM) participaron de la conferencia educativa Southeast Student Conference de la American Society of Civil Engineers (ASCE) del 14 al 16 de marzo. El evento se llev a cabo en Miami, FL, donde ms de veinte otras univesidades de la regin sur de EEUU estuvieron presentes. La edicin 2013 de la Conferencia estuvo marcada por la gran actuacin de los estudiantes del RUM, que coparon 18 premios de 15 eventos en total. Tan reciente como el pasado ao, los estudiantes del RUM fueron los campeones de la competencia y este ao, lo repitieron. El Dr. Hiram Gonzlez, consejero del captulo estudiantil de ASCE-RUM, mencion que tomaron el reto en serio, no solo lo lograron, sino que casi duplicaron los premios que recibieron el ao pasado. Dentro de los 18 premios obtuvimos siete primeros lugares en las categoras, prcticamente una barrida. Yo llevo 17 aos aos participando y nunca haba visto una universidad ganando tantos premios. Gonzlez fue asistido por los profesores Jos Guevara, Jos Flores, Felipe Acosta y Pedro Tarafa en la preparacin de los equipos. ste agreg que es la primera vez en la historia de la regin que una universidad gana dos veces consecutivas. El director del Departamento de Ingeniera Civil y Agrimensura, Dr. Ismael Pagn Trinidad, organiz un recibimiento el 19 de marzo en el anfiteatro del Departamento, reconociendo la gran hazaa de los estudiantes. De entre todos los primeros lugares que este grupo gan, algunos de ellos Overall, Wind, Balsa Tower y Visual Display, hay que destacar la labor de nuestros estudiantes del captulo estudiantil PRW&EA RUM, que sin lugar a dudas y literalmente, removieron los escollos en su camino para lograr el primer lugar en la categora de Environmental. La lder del equipo y presidenta del Captulo, Valerie Lpez Carrasquillo, nos coment que el evento consista en construir un filtro que removiera cierta cantidad de ortofosfato. Logramos remover un 100% del ortofosfato en la muestra! Mis compaeras William Cruz y Jennifer Aponte nos preparamos haciendo bastantes pruebas semanas antes de la competencia. Tengo que agradecer a nuestro consejero, el Dr. Pedro Tarafa por su ayuda y supervisin y a la compaa Industrial Scientific y a Hctor Camareno por su ayuda con las pruebas y el equipo que utilizamos para prepararnos. Sin ellos no habramos obtenido este triunfo, agreg Cruz. Durante su perodo de preparacin, encontraron varios contratiempos que pusieron en juego su actuacin en las competencias. Yo cre que no nos saldra. Hicimos muchas pruebas para encontrar los componentes correctos que debamos poner en el filtro. Tener un equipo que midiera ortofosfato con bastante precisin nos ayud mucho, mencion Jennifer. WIFIA would lower the cost of local water infrastructure projects at little or no long-term cost to the federal taxpayer. The mechanism would borrow US Treasury funds to provide low-interest loans, loan guarantees or other credit support to local communities. Loan repayments with interest and guarantee fees would flow back to WIFIA and into the Treasury again, with interest. This strategy would have little or no long-term effect on the federal budget. The testimony highlighted AWWAs 2012 Buried No Longer: Confronting Americas Water Infrastructure Challenge report, which notes that restoring and expanding existing water systems as they reach the end of their usefulness would cost at least $1 trillion over 25 years. Arndt stressed that AWWA strongly believes the cornerstone of financing for this undertaking should be through local rates and charges. However, large investments are essential when, for example, a treatment plant or a pipe network reaches the end of its lifespan and major replacement or upgrades are necessary. To further offer support for WIFIA, next month AWWA will bring more than 100 water utility managers to Washington, D.C., for its Water Matters! Fly-In. Calls for strengthening other water finance tools

Press On March 13, in testimony before a U.S. House Congressional Appropriations Subcommittee, the American Water Works Association (AWWA) called for strengthening existing water infrastructure finance tools and advocated for creation of a Water Infrastructure Finance and Innovation Authority. Aurel Arndt, general manager of Lehigh County Authority in Allentown, PA, spoke on behalf of AWWA before the Subcommittee on Interior, Environment and Related Agencies. The fact that the United States needs to invest much more in its water infrastructure is widely accepted these days, he said. The hard question centers on how to do that.

with senators and representatives to rally support of WIFIA. To help AWWA utility members assess their own local pipe replacement needs, forecast the consequences for water bills and tell their own infrastructure stories, AWWA has provided each with a Buried No Longer Pipe Replacement Modeling Tool. This tool will be used by members to make their cases for local water infrastructure investment and to advocate for WIFIA.

Cafs and restaurants are joining forces in a new program aimed at promoting the benefits of good old fashioned tap water and making Melbourne the sustainable dining capital of Australia. Twenty foodservice businesses in Melbournes Northcote have signed up to the new Choose Tap program thats being run by the citys largest water utility Yarra Valley Water. As part of the program the businesses have pledged to offer tap water before bottled water to their patrons, provide drinking water in reusable Choose Tap bottles and have shop front stickers, to help reinforce the Choose Tap message. The Choose Tap program aims to engage the community on choosing tap water as a positive alternative to bottled water, and as part of a healthy lifestyle.

In Solar Power Lies Path to Reduce Water Use for Energy


Nicholas L. Cain Circle of Blue Californias Mojave Desert, which drivers cross on Interstate 15 between Los Angeles and Las Vegas, encompasses 20 million acres of land and three national parks, hosts 2,500 species of plants and animals, is shadowed by mountain ridges that rise to nearly 12,000 feet, and has the largest collection of solar thermal power plants in the world. Between 1984 and 1991, Luz International Ltd., a Los Angelesbased engineering company, developed and built nine solar electricity generating stations in the Mojave that produce a total of 354 megawatts, about the same amount as a small coal-fired utility. Six years ago Arnold Goldman, the founder of Luz, formed BrightSource Energy, moved the company to Oakland, and got busy modernizing the design and preparing for the biggest dash for cash ever seen in the solar thermal industry. Developers have presented the federal Bureau of Land Management (BLM), which oversees almost all of the Mojave, with 75 applications to build solar facilities in the desert that could affect 647,000 acres, according to Here Comes The Sun, a March 2009 study by Oregon State University graduate students. The California Energy Commission is close to final decisions on the first five solar thermal plantsincluding one proposed by BrightSourcethat together would span 22,000 acres, generate 2,470 megawatts and cost roughly $15 billion. The BLM is reviewing 33 other solar power plant applications in Arizona that cover 452,000 acres of federal land in the Sonoran Desert, mostly in the south and southwest sections of the state, according to a 21-page report released in July by Senator John Kyl (R-Ariz.). Of those proposed plants, 29 would use some form of solar thermal technology. Ten more applications for solar plants are under review by state environmental authorities in Arizona. Southern Nevada is the focus of 63 utility-scale solar plants, according to the BLM.

Solars Water Risks, Alternatives Tens of billions of dollars are on the table for steam generator builders like Siemens and General Electric Co., for contractors like Bechtel Corp., and thousands of skilled workers anxious to earn paychecks building big showcases of whats possible in the emerging clean energy economy. But also in play is the credibility of the Obama administration, which is issuing billion-dollar loan guarantees and fast tracking projects on federal land, as well as whether utility-scale solar plants can significantly reduce environmental risks and still provide southern California home and business owners competitivelypriced electricity. On that last point there is some dispute. In the competition between energy and water, none of the market-ready energy alternatives are free of environmental risks, and only a handful eliminate concerns about water withdrawals from lakes, rivers and aquifers, as well as water consumption from evaporation. Solar photovoltaic power, which generates energy directly from sunlight, uses virtually no water.

Six utility-scale solar PV plants were put online last year in the United States, according to the Solar Energy Industries Association (SEIA), a trade group. The U.S. wind energy industry, which generated 35,000 megawatts last year, and has been growing by more than 35 percent annually over the last five years, uses no water. The American Wind Energy Association (AWEA), a trade group, said in its annual report that wind generators prevented emissions of 62 million tons of carbon last year, and saved 20 billion gallons of water. Also coming online is energy generated from wave power that does not use fresh water. The countrys first utility-scale wave power project is the 1.5-megawatt wave energy park located 2.5 miles off the Oregon coast near Reedsport. It uses PowerBuoys, manufactured in Oregon, that move up and down with wave motion, causing an internal piston-like structure to drive an electrical generator. Solar thermal designs that focus sunlight on water to generate steam to power turbines eliminate climate-changing emissions. They also eliminate the need to produce coal, natural gas and uranium, all of which are significant sources of land damage, as well as air and water pollution. But utility scale plants cover thousands of acres. The Center for Biological Diversity and the local chapter of the Sierra Club assert that the big solar plants, photovoltaic or concentrated solar power (CSP), will damage sensitive plants and put more pressure on the endangered desert tortoise. More significantly, researchers at several federal agencies and in Congress have expressed concern about supplies of water that the concentrated solar plants use for cooling, water that is already scarce in the desert regions of California, the Southwest and the Rocky Mountain states. Solar thermal plants that use conventional cooling technology withdraw 98 percent less water from aquifers and rivers than coal and nuclear plants, and 90 percent less than natural gasfired power plants, according to the Department of Energy. But they consume through evaporation from cooling three times as much water

limited water supply and put its water resources to their highest and best use, said the authors of the Kyl report. Using Arizonas water supplies to produce conventional CSP that will most likely be exported out of state does neither. Despite the seriousness of water constraints, the report added, solar power companies have largely ignored water concerns and continue to propose water-intensive conventional CSP plants in Arizona. Solar photovoltaic power plants use virtually no water In California, the state energy commission has responded to such concerns by requiring waterconserving air-cooled systems. BrightSources proposed 370-megawatt Ivanpah Solar Electrical Generating System plant will use 100 acre-feet or 32.5 million gallons of water a year, or about what a similar-size coal-fired plant consumes in a few days. One hundred acre feet of water is not a lot of water, but given the arid location, project developers and regulators must ensure there are no irreversible local impacts, said Peter H. Gleick, president of the Pacific Institute, one of the nations foremost water research organizations and Circle of Blues parent. Indeed, say authorities, when compared to conventional coal and nuclear powered thermal plants, the BrightSource solar generating station by itself is a water miser. The same is true for the $6 billion, 1,000-megawatt Blythe Solar Power Project in Riverside County that is nearing final federal and state approval. It will use 196 million gallons of water a year. The nearly same size 995-megawatt Cholla

Power Plant in northeastern Arizona near Holbrook, withdraws and uses nearly 43 million gallons of water a day. California, according to the Energy Information Administration, is home to 1,102 megawatts of utility-scale solar generating capacity, which is most of the solar generating capacity in the U.S. The next highest state is New Jersey, with 128 megawatts of solar generating capacity. Last year, according to the Energy Department, 25 new solar thermal and photovoltaic plants came on line or began construction, and will add 145 megawatts of generating capacity. This year, 13 more solar plants are scheduled to come online or begin construction, and add 468 megawatts of capacity. When compared to development in the fossil fuel sector, solars additional capacity is tiny. In 2009 and 2010, utilities added 25 new coal-fired plants that have a generating capacity of 11,000 megawatts, said the Energy Department. And 186 natural gas-fired plants were under development during the same period that generate over 21,000 megawatts. The sun, in other words, accounts for well under one percent of all electricity in a country that has over 1 million megawatts of electrical generating capacity, according to the Energy Department. California authorities are anxious to change that. On August 25, the California Energy Commission approved the construction of the proposed 250-megawatt Beacon Solar Energy Project, the first solar thermal power project permitted in 20 years. The last solar thermal power plants that the Energy Commission approved were Luz Solar Electric Generating Systems (SEGS) IX and Luz SEGS X in February 1990.

Earlier, on Aug. 3 a three-member panel of the California Energy Commission recommended that the full five-member board grant BrightSource a construction permit for the Ivanpah plant. The BLM must also approve construction. But that decision is expected to be a formality. The BLM earlier this month released a favorable environmental impact statement, and in February, the Obama administration awarded BrightSource a $1.37 billion loan guarantee to build the $3 billion plant. The BrightSource design could set a new industry standard for electrical generation and water conservation. It uses a power tower surrounded by curved mirrors to focus solar energy on a boiler. In filings with the state, BrightSource said it will obtain the water needed by the facility from on-site wells. Water will be filtered before being used to rinse mirrors or added to the generation process. Runoff from mirror-washing will be used to irrigate landscaping. One of the significant advantages of power tower technology, according to Keely Wachs, the companys senior director of communications, is the ability to produce superheated steam, which reduces the efficiency impact to the overall plant when dry cooling. Weighing the Environmental Costs, Benefits Ileene Anderson, a biologist and public lands director for the Center for Biological Diversity (CBD), a wildlife conservation group, still worries about overdrawing groundwater aquifers in the Mojave and nearby regions and that the Ivanpah project is in the wrong location. as a coal-fired power plant. A conventionally cooled solar thermal plant uses 740 to 890 gallons to generate one megawatt hour of electricity. A conventionally cooled coal plants uses 200 to 300 gallons, according to the Energy Department. In May, Sen. Kyl issued a report on water supplies and solar thermal plants that further clarified these concerns. The Energy Departments National Renewable Energy Laboratory, said the report, estimated that by 2050 CSP plants could produce 53 gigawatts of electricityenough to power tens of millions of homes in states like Arizona, California, New Mexico, Nevada and Texas. The nonpartisan Congressional Research Service estimated that the total water use for these projects, using conventional cooling methods, would be 164 billion gallons of water a year. Thats roughly the same amount of water that the entire U.S. coal-fired utility industry consumes in 50 days. Arizona, California Set Solar Pace

In Arizona, the CSP plants would consume about a third an estimated 53 billion gallons of water a year representing the largest percentage of any states water requirement to produce solar power, according to the Kyl report. National Park Service Director Jon Jarvis warned the BLM in a formal memorandum last year that federal approval of dozens of solar plants in southern Nevada could affect water supplies across the region. site, Anderson said. Were very much in favor of solar energy and getting off fossil fuels, but the projects must be sited appropriately. BrightSource, in response, noted that it selects sites that are near roads and existing transmission lines. The Ivanpah project is within five miles of an existing natural gas power plant and is bisected by a transmission corridor containing three power lines, said the company in an email message. The Natural Resources Defense Council (NRDC), in a January 2009 letter to the energy commission, noted that other area users of groundwater, including a neighboring golf course, had suffered from brackish water intrusion to their wells. Brackish water often contains salt or other minerals and is thus not usable for irrigation. As to concerns raised by the NRDC that an increase of groundwater pumping could harm the Primm Valley golf course, Gleick noted that, If I had a choice of where to spend my water in the desert, and we do, as a state, Id far rather see it go to producing solar energy than lush golf greens. Indeed, in the competition between energy and water, other states are also grappling with the solar tradeoffs. Solar Millennium AG, a developer of utility scale solar projects, recently decided to change the design of a large solar thermal project it planned for Nevada from wet to dry cooling.

Environmentalists are mixed about whether the affects of solar-thermal outweigh the benefits. Sierra Club supports the most efficient power generation technology, but we look at individual projects on a case-by-case basis, noted spokesman David Graham-Caso. Were looking for anything that can help utilities move off coal. Anderson of the Center For Biological Diversity notes that although the scale and potential affects of planned solar-thermal projects are a concern, in the appropriate places the projects should go forward because species will be affected by climate change as well, even in the Mojave area. A travs de este programa nuestro equipo, compuesto por seis ingenieros con diversas preparaciones y con diferentes niveles de experiencia, ofrece mentora a estudiantes de escuela superior para inspirarlos y motivarlos a perseguir una carrera en los campos de la ingeniera, arquitectura y la gerencia de la construccin. Este es nuestro primer ao participando en el programa y hemos tenido la dicha de trabajar con seis estudiantes de 12mo grado de la Escuela Especializada en Ciencias y Matemticas University Gardens High School (UGHS) localizada en Ro Piedras, San Juan. Como parte de los trabajos del programa, los estudiantes deben identificar y trabajar un proyecto que les permita desarrollar destrezas y aplicar conceptos relacionados a estas tres profesiones. Los estudiantes completaron la planificacin conceptual para dos alternativas: (1) mejoras al sistema existente operado por la comunidad y (2) conexin al sistema existente de agua potable de la Autoridad de Acueductos y Alcantarillados de PR (AAA). El pasado viernes, 1 de marzo, se realiz una visita tcnica a la comunidad Pepe Hoyos y a dos instalaciones de la AAA. Personal de la AAA y del Departamento de Salud (DS) nos acompa durante el da. El personal de la AAA ofreci detalles sobre el monitoreo remoto, los parmetros que se recopilan, y los anlisis que se ejecutan para optimizar la operacin de las plantas con el objetivo de proveer agua potable segura a todos sus clientes. Por otra parte, el personal del DS ofreci una charla sobre los conceptos bsicos incluidos en la reglamentacin de agua potable, y sobre la importancia del buen uso del agua y de la proteccin de las fuentes de abasto para evitar la contaminacin. La visita tcnica continu con un recorrido y levantamiento de datos en la comunidad Pepe Hoyos. All los estudiantes tuvieron la oportunidad de inspeccionar los distintos componentes del sistema comunal, incluyendo la fuente de agua cruda y el tanque de distribucin, y de entrevistar a miembros de la comunidad. Los estudiantes tomaron medidas, distancias y puntos de

georeferenciacin para el desarrollo de las alternativas. Concluimos la visita tcnica en la Planta de Filtros (PF) Cayey Urbana donde el personal de la AAA brind una orientacin sobre el proceso de tratamiento convencional tpico en las PF y luego se llev a cabo un recorrido por las instalaciones. Esperamos completar el desarrollo de las alternativas y planificacin conceptual para mayo de 2013. Los estudiantes tendrn la oportunidad de presentar su anlisis y sus recomendaciones a un foro multisectorial. Los estudiantes con el mayor desempeo y dedicacin durante el programa sern elegibles para obtener becas para sus estudios universitarios.
