You should have installed ProFTPD instead of vsftpd, as described in this tutorial: http://www.howtoforge.com/perfect_setup_ubuntu_6.06 ISPConfig has better support for ProFTPD than for vsftpd.
I'm getting this same problem. ok, easy fix (i hate when i dig 1 minute later and find the fix)... removed the old traces of vsftp.conf files......
