Stop pretending to be GHC

[UnkindPartition]

hs-gen-iface currently pretends to be GHC.

To stop this:

• investigate how many packages (esp. core packages) break if we remove that
• patch them

Because haskell-names does not depend on haskell-packages anymore hs-gen-iface is not a part of this repository anymore.
