This is a series of work on building php for windows arm64

Some details:

  1. added ASM_OBJS FIBER_ASM_ABI and PHP_ASSEMBLER makefile variables
  2. added TARGET_ARCH and HOST_ARCH configure variables
  3. FIBER_ASM_ARCH and FIBER_ASSEMBLER is not used now (but keeped).
  4. added {jump, make}_arm64_aapcs_pe_armasm.asm
