Parsing of numbers in binary, octal and hexadecimal format

Parsing of YAML documents containing numbers in binary, octal or hexadecimal formats is currently not supported.

I don't see mention of binary integer format in the spec, but I'd accept a PR adding octal and hexadecimal support into the existing number parser.
