Configuration status dump should contain a timestamp when the dump has been taken

The downloaded dump (zip and txt) does not contain any indication when the dump has been taken - the date in the downloaded file name has only the time stamp from the point in time when the link has been created.

We should therefore:

• not add the timestamp to the download name; this creates a false impression
• add a text (file) with the timestamp
