Admin Report - User-to-User Messages - date range not respected

For the following URL /admin/reports/user_to_user_private_messages?category-id=all&end-date=2016-04-21&start-date=2016-04-10

Note start date of 2016-04-10.

A graph starting at 2016-03-22 is created:

Something is wacky with report dates, @sam mentioned there is a result total amount limiter, but it is still wacky.

@techapj can you add this to your list?

This was happening because Private Message admin reports do not support date/category filters as of now. It defaults to previous 30 days.

I removed the filter controls on PM reports to avoid confusion.

Definitely fix the filtering as opposed to removing the boxes, makes no sense not to support date ranges here.
