UK Financial Intelligence Unit (UKFIU)
Law Enforcement
National responsibility for receiving, analysing and disseminating financial intelligence through the SARs regime
About us
The UKFIU has national responsibility for receiving, analysing and disseminating intelligence submitted through the Suspicious Activity Reports (SARs) regime. It sits at the heart of the regime, providing the gateway to reporters and a repository of data to inform law enforcement. For the 2022-2023 financial year the UKFIU received over 850,000 SARs from over 7,000 organisations. SARs alert law enforcement to potential instances of money laundering or terrorist financing. SARs are made by financial institutions and other professionals such as solicitors, accountants and estate agents and are a vital source of intelligence not only on economic crime but on a wide range of criminal activity. They provide information and intelligence from the private sector that would otherwise not be visible to law enforcement. SARs can also be submitted by private individuals where they have suspicion or knowledge of money laundering or terrorist financing. SARs are not crime or fraud reports; if someone wishes to report a crime or a fraud they should contact either their local police service on 101 or Action Fraud on 0300 123 2040. You should report suspicions of CSA or CSA livestreaming to law enforcement by submitting a SAR❓ . . . . . . . . . . . . . Correct answer: False ❌ : SARs are solely for reporting knowledge or suspicion of money laundering under the Proceeds of Crime Act 2002 (POCA), or belief or suspicion relating to terrorist financing under the Terrorism Act 2000 (TACT). The SAR regime is not a route to report crime, including any predicate offences to the suspected money laundering. SARs are not crime reports, and submitting a SAR does not replace the need to make a crime report directly to the police. Call 999 if a child is at immediate risk, or 101 if there is no immediate risk. You can also report to NSPCC or anonymously via Crimestoppers.

The UKFIU wishes to express our support for the publication of this operational alert issued by our colleagues in FINTRAC Canada | CANAFE Canada. We remain committed to our ongoing collaboration with FINTRAC and other international partners to tackle illicit finance related to Child Sexual Exploitation. For insight into how the threat is being tackled in the UK, listen to the latest podcast - https://bit.ly/4igOBbQ #Collaboration
FINTRAC has published an updated Operational Alert to support businesses in recognizing financial transactions related to the laundering of the proceeds of online child sexual exploitation. Crimes associated with online child sexual exploitation are horrendous and they continue to rise globally year after year, not only in the number of confirmed reports showing child sexual abuse images, but also in the severity of the images and videos. Although the motivation for sexually exploiting children varies, financial payments enable this heinous activity to occur. There has also been an increase in financially motivated offending, including sexual extortion cases, in recent years. FINTRAC’s Alert includes new indicators that show how perpetrators use financial channels to purchase, produce and distribute illegal material that victimizes children. In December 2020, FINTRAC, Scotiabank and the Canadian Centre for Child Protection launched Project Shadow, an international public-private partnership that combats money laundering linked to online child sexual exploitation. Since then, FINTRAC has generated over 300 disclosures of actionable financial intelligence to support law enforcement investigations into this terrible crime. In 2024–25, FINTRAC provided 57 disclosures of actionable financial intelligence to its law enforcement partners in support of Project Shadow. These disclosures contained information on 157 different subjects. Learn more: https://lnkd.in/eU3An5J7 FINTRAC’s new Operational Alert and Project Shadow further Canada’s efforts under the National Strategy for the Protection of Children from Sexual Exploitation on the Internet, led by Public Safety Canada in partnership with the Royal Canadian Mounted Police, Justice Canada and the Canadian Centre for Child Protection.
