IAB Transparency and Consent Framework for publishers
The IAB Transparency and Consent Framework communicates user consent choices between three players in digital advertising:
- You, the publisher
- Third parties who advertise on your website or app
- The consent management platform (CMP) you use to obtain user consent
The goal of the IAB TCF is to standardize the approach to data privacy and provide a consistent method for publishers and vendors to become compliant with the GDPR and ePrivacy Directive.

What is the IAB TCF v2.2 and how does it impact publishers?
The IAB TCF v2.2 (which is also referred to as “IAB CMP framework”) was implemented in May 2023.
IAB Europe introduced these policy and technical updates to make the TCF GDPR-compliant in light of evolving case law, guidelines from Data Protection Authorities and changing market needs.

The IAB TCF v2.3 updates the Transparency and Consent Framework to enhance user privacy and choice in digital advertising, offering clearer consent options, improved transparency, and stronger compliance with evolving data privacy regulations like the GDPR.

The v2.2 update was significant, with many changes, and the v2.3 update is smaller. With it, Disclosed Vendors are a mandatory segment in TCF signals, enabling vendors to determine if they’re allowed to process data under Special Purposes. Starting February 28, 2026, all new or updated consent signals must include the Disclosed Vendors segment.
Existing consent signals created before February 28, 2026, without the v2.3 format, will remain valid until the user updates or renews their consent preferences. There is no requirement to resurface the CMP to all users.
IAB TCF v2.3 requires Disclosed Vendors to be a mandatory segment in TCF signals, enabling vendors to determine if they’re allowed to process data under Special Purposes.
With the prior version, 2.2, publishers started to be required to obtain explicit user consent for data usage in ads and personalized content, enhancing user rights and privacy. Cookie consent banners have to display the complete number of vendors upfront for greater transparency. Publishers must make it easy for users to manage their consent preferences, including withdrawing or changing consent choices through the CMP. Publishers must also keep accurate and detailed records of each user's consent decisions for accountability and precise tracking of user preferences.
