New UPI Rules Applicable Since November 2025! The National Payments Corporation of India (NPCI) is updating its process for UPI payment settlement between banks to make the system faster, smoother and more reliable. From November 3, 2025, UPI settlements will be split into separate cycles for approved (authorised) payments and for disputes/refunds. Previously, both types were processed together, slowing things down. After this process, there will be 10 daily settlement cycles for regular transactions, running between 9 am and 9 pm in two-hour blocks. Two “dispute settlement” cycles will be dedicated to dispute-related settlements like refunds and reversals: Midnight to 4 pm and 4 pm to midnight every day. This change will lead to faster, error-free settlement and refunds, and increase the performance of UPI systems. There will be no changes for users in the form of UPI limits, real-time payment, user experience or existing UPI apps like PhonePe, GPay, Paytm, BHIM, etc. The general UPI limit set by NPCI remains at ₹1 lakh per day for most users. For select categories (education, hospitals, IPOs, insurance), the limit is up to ₹10 lakhs. This change aims to improve back-end settlements between banks, and it will not impact the consumers. In a major regulatory crackdown, the Reserve Bank of India (RBI) has directed Bengaluru-based fintech company Simpl to immediately halt all payment operations, citing violations under the Payment and Settlement Systems (PSS) Act, 2007. According to an RBI letter dated September 25, reviewed by the Economic Times, the central bank stated: “The entity is directed to immediately stop the business of payment systems carried out by involving functions of payment, clearing, and settlement.” RBI's investigation revealed that Simpl was operating a payment system without obtaining the required Certificate of Authorisation, which is mandatory under Indian law. This constitutes a direct violation of the PSS Act. Simpl, known for its Buy Now, Pay Later (BNPL) offerings, facilitates payments for several top-tier platforms including Zomato, BigBasket, Rapido, and Box8. Its services allow users to make purchases across e-commerce, food delivery, and quick-commerce platforms without immediate payment. The RBI’s action could significantly impact merchant operations and user transactions across these platforms. As of now, Simpl has not issued an official statement responding to the RBI directive. This move is part of the RBI’s broader effort to regulate digital lending and fintech operations in India, ensuring compliance and consumer protection in the fast-growing sector. The Payment and Settlement Systems Act, 2007 mandates that any entity operating a payment system in India must secure prior authorization from the RBI. This ensures accountability, transparency, and consumer security.
