So, instead of:

);
$context = stream_context_create($opts);
?>
You would setup the header this way:

$opts = array(
'http'=>array(
'method'=>"GET",
'header'=>array("Accept-language: en",
"Cookie: foo=bar",
"Custom-Header: value")
)
);
$context = stream_context_create($opts);
?>
This will work.
