This has reference for a legal opinion regarding the request of ms. Wilhelmina M. Singzon as the
manager for a 3-day hack fight on May 21-23 and a one day 3-cock derby on May 24, 2014. The said
request is to honor the first anniversary of the late JOSE F. SINGZON the first owner of the Catarman
Capitol Cockpit.
The law that will govern in this issue is the PRESIDENTIAL DECREE NO. 449 also know as
COCKFIGHTING LAW OF 1974.


With regards to the honoring of the late first owner of the catarman capitol cockpit, it is not
stated in the PRESIDENTIAL DECREE NO. 449 also know as COCKFIGHTING LAW OF 1974 that
stating to to honor a cetain person for the reason that he paintstakinly tried hard to maintain the good name and
integrity of the establishment, under the of pd 449
