Request For Report On Feasibility of Re-Purposing The Sales Centre at 2183 Lake Shore Boulevard West As A City-Owned Community Centre

Councillor Mark Grimes has requested a report on the feasibility of repurposing an existing sales centre building at 2183 Lake Shore Boulevard West in the Humber Bay Shores area as a city-owned community centre. The rapidly growing Humber Bay Shores neighbourhood of over 25,000 residents lacks an accessible community facility. Repurposing the vacant Eau Du Soleil condominium sales centre was proposed to address this need. The requested report would examine converting the existing building into a community centre, including costs, operations, programming opportunities, and consulting the landowner.

To:
Members of Etobicoke York Community Council
From:
Councillor Mark Grimes
Subject:
Request for Report on Feasibility of Re-Purposing the Sales Centre at 2183 Lake Shore
Boulevard West as a City-owned Community Centre
_________________
SUMMARY:
Humber Bay Shores is a relatively new community in ward 6, comprised almost exclusively of waterfront
condominiums in the Lake Shore Blvd. West and Park Lawn Rd. area. Several condos have been
constructed over the last few years while several more condos are still under construction. Upon final
buildout, the total projected population of Humber Bay Shores will be approximately 25,000.
Humber Bay Shores residents and the Humber Bay Shores Condominium Association have expressed the
need for an accessible community facility in their neighbourhood. There has been a proposal to repurpose the Eau Du Soleil condominium sales centre at 2183 Lake Shore Blvd. W. as a City-owned
community centre.
I would like a review of the building and surrounding site, with a comprehensive staff report detailing
the feasibility of re-purposing the existing building for the purpose of a community centre, including the
location, site layout and design, all costs associated with the building conversion, projected annual
capital and operating costs, and any potential recreational programming opportunities.
RECOMMENDATION
That Etobicoke York Community Council recommend:
1. City Council direct City Planning, Toronto Building, Transportation Services, Parks, Forestry &
Recreation, and any other relevant City department, in consultation with the landowner (Toronto
and Region Conservation Authority), study the feasibility of re-purposing the sales centre at 2183
Lake Shore Boulevard West for the purpose of a city-owned Community Centre and report to the
May 10, 2016 meeting of Etobicoke York Community Council.

Thank you for your consideration.

Sincerely,

Mark Grimes
