As teachers, it is imperative to understand
that in order for our students to read and
write effectively, and with accuracy, the
essentials of literacy must be the
foundation. They are like building blocks
that lead to success in literacy. ELL students
come into classrooms with little to no
English language or knowledge about the
American culture, but many teachers expect
these students to be able to start in the
middle of these steps and become
successful. This will not work efficiently. As
teachers, we need to be able to assess our
student's literacy levels and build up from
there, even if it means starting from the
beginning elementary levels of language.

ENGAGEMENT Research
When it comes to teaching emerging
bilingual students their second language,
engagement is essential! In order to create
that engagement we, as teachers, must use
materials that are relatable and interesting
to the learner. A student just coming into
the American culture will not have the same
cultural knowledge as their peers,
therefore, we must learn about their culture
and implement this into the materials we
use. From this, students will find learning
applicable to their lives and become
engaged in learning. According to
Gurthrie's study, Increasing Reading
The Washington state law WAC 392-160
defines "Transitional Bilingual Instruction
Program" along with No Child Left Behind
(NCLB), Title III, that makes it a requirement
that schools must provide assistance for
students with ELL needs. This is through
studied techniques for instruction, teacher
training, and state assessments that track
student learning levels.
This impacts literacy largely due to the
support that these students receive through
ELL programs and educated teachers, which
both have instructional tools that will
progress their learning.
Reading First Grant provides support to
apply scientifically based reading research,
proven instructional and assessment tools
that level with the research, and supports
ELL programs in literacy

Comprehension Through Concept Oriented
Reading Instruction (CORI), findings show
that CORI proved to engage students more
effectively,
compared
to
Strategy
Instruction (SI).
It is studied that students who learn
to confidently read in their first
language gain a better understanding
of language altogether. This
contributes to children's eventual
fluency in English reading which
makes the process of acquiring a
second language slightly easier.
Speaking before Reading
Being able to speak in a language leads to a
greater understanding in
Digital reading environments serve as a
way to present important information in
a systematic and consistent fashion. This
ensures that all students have
comparable access to learning. Also, this
is helpful for ELL students due to the
accessibility of a translator. Some of
these tools include: iPads, applications,
interactive books, and many online sites
or games that act as tools.
