Research In 2006, I produced Introduction to Economic Analysis, a free, open sourced, creative-commons licensed textbook spanning introductory and intermediate microeconomics. There were few adoptions. That there were several high profile adoptions like NYU and Harvard convinced me that the lack of adoptions was not due to the material itself, or even my exposition of the material, but instead two factors. First, the book isn't traditional: it is aimed to be more like economists actually practice economics, analyzing interesting issues with models and modicum of data. Second, there were no supplmental materials. In 2007 I went to work for Yahoo! and ceased teaching. At this point progress on the project totally stalled. To address the lack of supplemental materials and to keep progress on the creation of low cost, high quality materials, I enlisted Tracy Lewis of the Fuqua School of Business at Duke University, to co-author a new text built on IEA, and joined with Flat World Knowledge. Flatworld has an "online free, modestly-priced printed" creativecommons model. The Flatworld version is a substantial rewrite. The material is reordered and the 7 substantive chapters broken into 20 more manageable chapters. The material is rewritten to make it more accessible to a standard intermediate audience. There were lots of bug-fixes. Professors considering the text should choose the Flatworld version. Mathematically adept independent readers, especially engineers, wishing to learn about economics may prefer the 2006 version.

Responsibilities and duties of Energy Managers and Auditors


Within the framework of the Energy Conservation Act, 2001 there is a provision to introduce energy managers as well as energy auditors. These powers and functions of the Bureau are expressed in Chapter IV, Section 13(o) (p) (q) (r) and (s) of the Act. They are as follows: (o) maintain a list of accredited energy auditors as may be specified by regulations; (p) specify, by regulations, qualifications for the accredited energy auditors; (q) specify, by regulations, the manner and intervals of time in which the energy audit shall be conducted; (r) specify, by regulations, certification procedures for energy managers to be designated or appointed by designated consumers; (s) prepare educational curriculum on efficient use of energy and its conservation for educational institutions, boards, universities or autonomous bodies and coordinate with them for inclusion of such curriculum in their syllabus; Responsibilities and duties of Energy Managers Responsibilities Prepare an annual activity plan and present to management concerning financially attractive investments to reduce energy costs Establish an energy conservation cell within the firm with managements consent about the mandate and task of the cell Initiate activities to improve monitoring and process control to reduce energy costs Analyze equipment performance with respect to energy efficiency Ensure proper functioning and calibration of instrumentation required to assess level of energy consumption directly or indirectly Prepare information material and conduct internal workshops about the topic for other staff Improve disaggregating of energy consumption data down to shop level or profit center of a firm Establish a methodology how to accurately calculate the specific energy consumption of various products/services or activity of the firm Develop and manage training programme for energy efficiency at operating levels Co-ordinate nomination of management personnel to external programs Create knowledge bank on sectoral, national and international development on energy efficiency technology and management system and information denomination Develop integrated system of energy efficiency and environmental upgradation Wide internal & external networking Co-ordinate implementation of energy audit/efficiency improvement projects through external agencies Establish and/or participate in information exchange with other energy

managers of the same sector through association. Duties Report to BEE (Bureau of Energy Efficiency) and State level Designated Agency once a year. The information with regard to the energy consumed and action taken in the recommendation of the accredited energy auditor, as per BEE format Establish an improved data recording, collection and analysis system to keep track of energy consumption Provide support to Accredited Energy Audit Firm retained by the company for the conduct of energy audit. Provide information to BEE as demanded in the Act, and with respect to the tasks given by a mandate, and the job description Prepare a scheme for efficient use of energy and its conservation and implement such scheme keeping in view of the economic stability of the investment in such firm and manner as may be provided in the regulations of the Energy Conservation Act
