The Court denies access to the docket in this case, and the Chief Clerk responds in an unsigned letter in his capacity as District Director, not as Chief Clerk, and fails to provide a copy of his appointment record as Chief Clerk. The Chief Clerk continues to refuse to certify his own Court's records, or to explain false on their face records found in this court file.
