worried openly about the
“detrimental impact” of
the restrictions in the sign
ordinance. Ferrara at the
time called the restriction “a
fairness and constitutional
issue” as to who can
“speak” in the right of way.
She noted that the purpose
of the restriction was to
“de-clutter and preserve
safety in traffic.”
She said that the
rule went for all signs and
was not a pick and choose
issue.
