Represent and provide legal counsel to public officials, political candidates, political action committees, and corporate clients
regarding campaign finance, election, ethics, conflict-of-interest, and lobbying laws. Advise clients to ensure compliance with
these laws and represent alleged violators during the enforcement stage. Draft comments and testimony on proposed

Office of the White House Counsel, Associate Counsel to the President


Appointed by the President to handle a variety of legal and policy issues, with a particular focus on constitutional law,
executive powers during national emergencies, Internet law and policy, and civil rights. Worked closely with senior staff of
various cabinet agencies and independent regulatory agencies to establish policy and legal positions in a number of areas.
Directed and participated on White House and interagency working groups on e-commerce, high-tech issues, Y2K
conversion, election law and civil rights. Advised White House staff on a variety of legal obligations and policy
considerations. Briefed'the President and his senior staff on constitutional, civil rights, Internet and" national security issues.
Oversaw certain litigation involving the White House. Drafted and reviewed Executive Orders and Presidential statements
and coordinated with the Office of Legislative Affairs and Congressional staff to achieve the President's legislative priorities.
Representative issues included: Presidential emergency powers, cybersecurity, privacy, Internet taxation, e-commerce,
encryption policy, campaign finance reform, education policy, critical infrastructure protection, White House security, civil
rights enforcement and policy issues, NAFTA, and the environment. Held Top Secret and above clearance. 1998-2001

The White House, Office of the Chief of Staff to the President, White House Fellow
Appointed White House Fellow by the President to serve in the Office of the Chief of Staff as Senior Advisor to then-Deputy
Chiefs of Staff, John Podcsta and Sylvia Mathcws. Advised Deputy Chiefs of Staff on policy, management, and
communications issues and executed initiatives identified by them. Drafted memoranda for the President and Chief of Staff
and briefed them on policy actions and Presidential events. Directed and coordinated policy initiatives involving several
White House offices and Cabinet agencies. Drafted Presidential correspondence and messages, portions of speeches, and
press releases on policy matters. Specific projects included: the President's Initiative on Race, civil rights, domestic and
export encryption policy, and several high-tech and Internet-related initiatives. 1997-1998

Represented clients in class-action and impact litigation in the areas of housing, education, employment, and voting rights.
Participated in all phases of litigation: maintained case budgets, prepared motions and briefs for federal district and appellate
courts, engaged in settlement discussions, and prepared witnesses for trial. Took and defended the depositions of dozens of
witnesses, examined witnesses at trial, completed trials in federal courts in Oklahoma and Maryland, and helped win appeal
