The Executive Director will distribute a draft outline of the Commission report and
will lead a discussion of it.
Director Mueller will join the Commission at 10:00 a.m. for a discussion of FBI
reforms until about 11:30. He wants to update the Commission on FBI reforms over
the course of the past year, and asked for the opportunity to meet with the
Commission before his testimony before the Commission in public on April 14. He
also wanted to respond to an informal invitation to meet with the Commission,
extended by Commissioners Gorelick and Ben-Veniste in January at the time of his
interview. A staff summary of FBI reforms and suggested questions are attached at
Tab 2. Also enclosed, courtesy of the FBI, is a draft report on post-9/11 reforms.
Team 7 (Bill Johnstone, John Raidt, Gerald Dillingham, and Lisa Sullivan) will make
a presentation of their monograph, emphasizing their proposed recommendations
(Tab 3). They will be seeking direction from Commissioners to guide their work,
especially on recommendations.
These meetings are now scheduled for early April. Details on location of the meetings will
follow separately. Our intent is to proceed with approximately one hour of questioning by staff,
led by the Executive Director (for President Clinton) and the General Counsel (for Vice President
Gore). We would then proceed with 10 minutes of questioning per Commissioner for President
Clinton, and 5 minutes per Commissioner for Vice President Gore.
The General Counsel will report on additional document and interview requests as a result of
what we learned in and around the March hearing.
