This document describes the use cases of the CPCIH EcNo control of Optimise network.
The use cases capture the functional requirements from the network optimisers point of
view. This document does not describe any design or implementation issues or details but
a purely user centric view of the CPICH EcNo offset optimization.

SYSTEM CONTEXT
After the study in [PILOT], it was decided that it is safer to do intra-frequency load
balancing with CPICH Ec/No Offsets. This requirement specification describes a UTRAN
feature, which is similar to Salvador Pedraza's ideas in GERAN [HO], in which parameters
of two neighboring cells are changed if their blocking ratios differ. The GERAN [HO] feature
is specified in [PBGT_RS] for NetAct Optimizer.
