1.0 INTRODUCTION

1.1 GENERAL

The main objective of this report is to provide descriptions, supporting information, and concept /
schematic drawings to illustrate the design of all the mechanical and electrical (M&E) installations
for the Padma Resort, Puhu, Bali, Indonesia.

The M&E concept/schematic designs are generally based on the current Bali Anugerah Dewata
architectural drawings.

The M&E concept/schematic designs form the basis of all the coordination works with other
project consultants including M&E space allocation and the preparation of the first Project Cost
Plan by the Quantity Surveyor.

This report is intended to be the basis for ongoing detailed design. It is requested that the client
and architectural team should review the design brief and confirm that the proposals recommended
are appropriate and acceptable for the project.

Development of the design will continue at the Schematic / Design Development and Detail
Design Phase after acceptance of the concept design report by the Project Manager.

It should be noted that there are particular parts of the conceptual design that should be agreed as
part of the resort operations and IT requirements and these are highlighted in the text.

The M&E concept / schematic design drawings are given in Appendix 1.

The M&E work in progress Mock Up room drawings are given in Appendix 2.

The design brief is based on the latest Architectural Plans dated 29 APRIL 2011

Other areas such as guestrooms, reception, lobbies, lounge, restaurants, meeting rooms,
health club and exterior, illumination level will be designed by Interior Designer,
Landscape Consultant or Lighting Consultant (LC).

Lighting Control Systems will be provided for functional areas and Hotel Lobby as per
Lighting Consultants Design
Each M&E plantroom will be provided with at least one 3-hour self-contained type
emergency fluorescent luminaire.

All emergency lighting and exit signs will be of the 3-hour self-contained type. For
areas where lighting to ID/LCs design and selection, non-maintained emergency
lighting will be provided in addition to the ID/LCs selected lighting.
One emergency light will be installed in foyer of every guestroom, and will be switched
on automatically in case of power failure, regardless of status of switch plate.
The lighting layout in the public areas except those at services area and plantrooms are
to be designed by Interior Designer (ID). Wiring to this lighting will be provided under
the electrical works.
The external/landscape lighting will be designed and selected by the Lighting
Consultant/Landscape Consultant. Wiring to this lighting will be provided under the
electrical works.

All of the above criteria to be confirmed by the Project Manager and Hospitality
Consultant

2.3.1 Estimate of Air Conditioning Load

The estimated cooling calculation is shown in Appendix 3

The cooling load calculations will be confirmed during detailed design.


2.3.2 Estimate of Electrical Loads

The estimated undiversified and diversified electrical demand calculation is shown in Appendix 4

The total electrical demand will be confirmed during detailed design.


2.3.3 Estimate of Water Consumption


2.3.3.1 Cold Water Usage

The estimated water usage calculation is given in Appendix 5

The total cold water demand will be confirmed during detailed design.


2.3.3.2 Hot Water Usage

The estimated hot water demand calculation is given in Appendix 5

The total hot water demand will be confirmed during detailed design.

The estimated gas consumption calculation is given in Appendix 6

The total gas demand will be confirmed during detailed design.


2.4 METERING FACILITIES

Proper utility metering facilities are essential for future Resort management. The following will
be planned to meet the expected requirements of the development:

Chilled water Separate meters to individual main buildings
Electricity Incoming supply metering and sub metering will be provided for the resort
Plumbing Sub water meter will be provided at the incoming water mains for the resort
Gas Metering facilities for 24-hour cooking will be provided for the resort

2.5 DISTRIBUTION OF M&E INFRASTRUCTURE SERVICES


2.5.1 Site Distribution

Generally all infrastructure pipework and cable distribution will be distributed throughout the site
as follows:

Generally, pipework and cables will be distributed vertically within riser shafts and horizontally

3.0 AIR CONDITIONING AND MECHANICAL VENTILATION (ACMV) SERVICES


3.1 GENERAL

The purpose of the air conditioning and mechanical ventilation systems is to create a comfortable
and safe environment for the occupants as well as providing effective heat removal from M&E
equipment.

Maintaining good indoor air quality in terms of temperature, humidity, air movement, air filtration
and contaminant control will be a prime concern.

The ACMV installation should not create undue noise and vibration to the premises. Special
attention will thus be given to noise and vibration control to ACMV equipment and sensitive
areas.

As requested by the client the air-conditioning will be in the form of air Cooled chillers complete
with heat recovery. Through the use of heat rejection from the chillers, water will be heated, stored
in a tank and then distributed throughout the site.

Generally, air conditioning will be provided for Hotel guestrooms, offices, restaurants, lift lobbies,
Front of House and Back of House areas.

Mechanical ventilation will be provided for toilets, service lobby and M&E plantrooms.

A central chiller plant will provide chilled water to the development.

Automatic control and monitoring of all the ACMV equipment will generally be carried out via
Direct Digital Control (DDC) system which will be fully integrated with the BMS.


3.2 SCOPE OF WORK

The scope of the air conditioning and mechanical ventilation (ACMV) systems covers mainly the
following :

Air conditioning system comprising chilled water and air distribution systems to all
guestrooms, offices, and lobby areas
Mechanical ventilation systems for toilets, kitchens and plantrooms as required
Noise and Vibration Control (with advice from the acoustic consultant)
Automatic Control System

3.3 SYSTEM DESCRIPTION


3.3.1 Chilled Water System


3.3.1.1 Central Chilled Water Air Conditioning System

Based on the estimated cooling load of approximately 960 kW (diversified) four 320
kW air-cooled chillers will be used. Each unit has two circuits with each compressor
and each circuit will operate independently. In general three chillers will operate at
peak load and one chiller will be for standby use. The chillers will be selected with an
extra low noise and high efficiency. For chilled water distribution to AHU /FCU this
shall be via a secondary pump with variable speed drive.

The screw type air cooled chillers are using refrigerant with non CFC such as R407c
and COP value minimum 2.8.

The air cooled chiller type will be complete with heat recovery system. The hot water
supply from the chillers will be in addition to the main hot water system.

A pair of chilled water distribution pipes (supply and return) will be installed in the
service trench around the development with branch tee-off to chilled water fan coil
units or air handling units.


3.3.1.2 Chilled Water Distribution

Ring Main Distribution loop

For a larger site, a ring main type distribution loop is appropriate, rather than a more
conventional flow and return (out-and-back) or reverse-return type pipework
distribution systems.

A distribution loop will also facilitate changes and additions to the building air
conditioning system and cooling loads.

The basic scheme would include a single size flow and return chilled water pipework.
The pipework size is approximately 50% of the initial main size of a comparable out-
and-back system for the same design pressure drop and in overall cost, the loop
pipework would be less expensive.

Chilled water flow takes place in both directions and at some point in the system there
is an equal pressure from both sides resulting in zero flow at that point. The point of
zero flow will automatically adjust to any changes in the load including addition or
deletion of air conditioning system or buildings.

Each loop is hydraulically self-balancing.
The system can be arranged with variable speed pumping using a differential control
point in the system (away from the central plant). In this case the system pressure at
part load will be decreased with lower pump energy consumed.

The chilled water pipe risers will be of reverse return arrangement with control and
balancing valves provided at each AHU, PAU and FCU for chilled water regulation.

Thermal expansion of chilled water is accommodated via a pressurisation unit.

The heat dissipation of the kitchen equipment from the condensing units will be cooled
by using chilled water.

3.3.2 Air conditioning and Fresh Air Supply

3.3.2.2 Guestrooms

Air conditioning will be provided to each guestroom by means of chilled water ducted
type fan coil units. Each fan coil unit will be ceiling mounted complete with insulated
sheet metal ductwork connected to wall mounted diffusers. Air will be returned to the
fan coil unit via the conditioned space and return air grille in the bulkhead over the
guest room lobby.

A central fresh air PAU will provide treated fresh air to each guest room via multiple
ductwork risers and horizontal ductwork branches distributed above the ceilings in each
guestroom.

Each PAU will be complete with a factory integrated air-to-air energy recovery
wheel.

Treated air will be introduced directly to the guest room via a sidewall mounted grille
(which forms part of the FCU supply air grille).
Fresh air supply to the room also serves as make up air for toilet exhaust.
An air filter will be located behind the ceiling mounted return air grille. Generally
return air will be fully ducted.

Each fan coil unit shall have individual thermostat and three fan speed control.

For the guestrooms the air conditioning system will not be switched off when the door
is open. Instead, the room temperature setting will be automatically raised to a pre-set

higher temperature of say 26C. This will help to avoid condensation (this operating
arrangement to be confirmed by Project Manager and Hospitality Consultant)


3.3.2.3 Hotel Corridors and Passenger Lift Lobby on Guestroom Floors

Generally Hotel Corridor is open to outside area. The air conditioning is not needed,
only natural ventilation.


3.3.2.4 Restaurants

Air conditioning will be provided to each area by either ceiling or floor mounted chilled
water fan coil units or air handling units. Each fan coil unit or air handling unit will be
complete with insulated sheet metal ductwork connected to ceiling mounted air
diffusers. Air will be returned via the conditioned space and ceiling mounted return air
grilles. Outside air will be generally provided by separate fresh air AHU systems to
provide pre-treated fresh air via insulated sheet metal ductwork connected to each air
handling unit.


3.3.2.5 Front Offices and Meeting Rooms

Air conditioning will be provided to each office and meeting room by means of chilled
water ducted type fan coil units. Each fan coil unit will be ceiling mounted complete
with insulated sheet metal ductwork connected to wall or ceiling mounted diffusers. Air
will be returned to the fan coil unit via the conditioned space and return air grilles.
Outside air will be provided by a separate ducting system.


3.3.2.6 Back of House Areas

Air conditioning will be provided to all offices, meeting rooms, housekeeping areas,
change rooms, etc. by chilled water fan coil units. Each unit will be similar to a
guestroom installation. Spot cooling will be provided to the kitchens and laundry.


3.3.2.7 Service Lift Lobby and House Keeping Rooms

Air conditioning will be provided to each service lift lobby and house keeping rooms
by means of above ceiling FCUs with ducted supply and return air located at each
level.


3.3.2.8 Lift Cars

Independent DX Cooling units will be provided to cool the lift cars where the car is
exposed to extended areas of external glazing.


3.3.2.9 Public Guest Toilets

Mechanical exhaust will be provided for the toilets.

Some air conditioned air will be introduced directly to the toilets areas via a ductwork
branch from adjacent area AHU system, or by FCU transfer from adjacent area.

Make up air to the toilets will be by conditioned air from the adjacent areas or other air
conditioned areas.

3.3.2.10 Plant Rooms

Generally, plant rooms will not be cooled. Mechanical ventilation will generally be
provided.


3.3.2.11 FCC/Engineering Office, PBX Room, Server Room and Other Telecommunication
Rooms

Under normal conditions, 24-hour air conditioning will be provided for the
FCC/engineering office, PBX room, server room and other telecommunications rooms
by chilled water FCU. In the event of power failure or failure of the chilled water plant,
a standby direct expansion air-cooled unit will be activated to maintain air conditioning
to the associated space.

3.3.3 Air-conditioning and Fresh Air Supply

3.3.3.2 Guest Accommodation Toilets

A central ducted mechanical ventilation system will be provided to serve all guestroom
toilets and bathrooms.

To recover the cooling effect of the toilet exhaust air which would otherwise be wasted
and discharged to atmosphere, the exhaust air will be used to pre-cool the outdoor air
before delivery to the PAU for further treatment and air filtration. Heat recovery will
be carried out via the use of rotary energy recovery wheel where the two air streams of
toilet exhaust and outdoor air exchange energy. When possible the energy recovery
wheel will be integrated with the PAU.


3.3.3.3 Laundry

Generally, air will be exhausted from the laundry, and particularly over heat producing
equipment. Spot cooling will be provided to workers areas by local FCUs with ducted
air supplied to the space by adjustable nozzles.


3.3.3.4 Kitchen

Exhaust from the kitchen area will generally be via the kitchen exhaust hoods and
dishwasher exhaust. Outdoor make up air will be supplied to the vicinity of the exhaust
hoods. Spot cooling will be provided to workers areas by local FCUs with ducted air
supplied to the space by adjustable nozzles.

3.3.3.5 Plantroom

Generally, plant rooms will not be air conditioned.

Plantrooms that are not provided with air conditioning will be provided with
mechanical ventilation systems designed to ensure that heat emitted from the equipment
is effectively removed and the room temperature is maintained below 38C.

3.3.4 Smoke Control (by Natural Ventilation)

3.3.4.1 Staircase and Guest Room Corridors

All staircases where not already open to air, will be provided with openable windows
which can be opened during fire incidents.

3.3.4.2 Lift Shafts

Lifts shafts will be naturally ventilated at the top of the shaft direct to outside.

3.3.5 Control and Building Automation System

Direct digital and electronic controls will be employed for control and monitoring of the entire air
conditioning and mechanical ventilation services. The system will be integrated with the Building
Management System. A more detailed discussion of the Building Management System is
provided elsewhere in this report.

The following control and monitoring functions shall generally be provided:
Time schedule start/stop of pumps, air handling and ventilation equipment
Automatic temperature control of the air handling system via chilled water valves
Automatic speed control of AHU fan, PAU fan and chilled water pumps
Monitoring of temperature and air flow
Monitoring ON/OFF/TRIP status of all major equipment
Automatic control and monitoring of motorised valves, dampers etc
Run time totalisation and energy consumption logging

The following will have its own local electrical / electronic control systems (not via BMS DDC):
Retail FCUs
Hotel guestroom FCUs

3.3.6 Acoustic Treatment

The entire ACMV system will be carefully designed and installed to ensure compliance with the
design criteria noise levels and will not cause nuisance to the environment.

Mechanical equipment will be provided with vibration isolation equipment and flexible connector
at supply and discharge side of duct / pipe connections.

All fan and pump speeds will be limited to 1450 rpm as far as possible to minimize noise and
vibration emission.

Acoustic treatment will be provided where necessary as advised by the acoustic consultant.

4.0 ELECTRICAL AND EXTRA LOW VOLTAGE (ELV) SERVICES


4.1 GENERAL

Electrical supply and distribution systems are essential and vital means for operation of a building
during utility normal power, utility power failure and emergency operation periods.

The aim of the design of the electrical supply and distribution systems for this project is to achieve
the following objectives:

To provide reliable and adequate power supply to maintain the hotel operations at all times
To ensure that the designs and installations are safe for operation and are in compliance with
the codes of practice and authorities requirements
To include a level of redundancy in terms of system design and infrastructure provisions
To provide cost effective and easy maintenance systems

Adequate and state of the art extra low voltage (ELV) systems and telecommunication
infrastructure will be provided to meet the functional requirements of the occupants and to
facilitate efficient/effective management of the development.


4.2 SCOPE OF WORK

The scope of work for Electrical and Extra low Voltage (ELV) services are as follows:

380V distribution system comprising of 380V incoming cables to the building, 380V LV main
switchboard and LV cables
LV distribution system comprising of LV main switchboard, cable trenches, cable risers /
feeders to sub-boards and distribution boards
Tenant electrical provisions inclusive of centralised metering boards
Standby power generation in the form of diesel generating sets to provide 100% backup supply
General lighting inclusive of interior and exterior lights, emergency lights and exit lights
Final circuit wiring from distribution board to general lighting and power points via cabling in
trunking/conduits
Earthing and equipotential bonding system
Lightning protection system
Public address/emergency voice communication / background music system
Satellite master antenna TV (and cable TV)
Telecommunication infrastructure system (mobile phone / GSM, fibre optic backbone cables
and containment)

4.3.2 Low Voltage Distribution System


4.3.2.1 Main LV Distribution System

It is envisaged that the incoming power supply will be tapped from a new PLN 20 kV
substation in the vicinity of the site.

From the PLN 20 kV substation off site, a supply will be brought into the PLN
room/substation located within the project site.

It is understood that the PLN Room/substation needs to be a minimum of 7m x 3m to
house PLN switchgear and transformer.

The PLN room is planned within the main BOH plantroom building.

The PLN supply to the site from the PLN room will be at 20kV 3ph and will distribute
to the MV room adjacent to the PLN room. From this MV room the the supply will step
down to 380V 3ph and neutral for LV distribution across the site.

Standby generators will be provided adjacent to the electrical switchroom and MLVSB.

The LV Switchroom which serves the hotel is located in the Back of House Plant
Building.

The maximum demand is estimated at approximately 1000 kW

The load distribution schematic of the LV switchboard is shown on drawing number
SK-E.4-02. As indicated on the drawing emergency backup supplies will be provided
by the standby generator plant.

No spare capacity will be provided for future load growth in the main switchboards.

The distribution voltage is 380/220V. Power factor correction to 0.95 including
harmonic filters will be provided at the LV Main Switchboard.

The Main LV Switchboards (Form 3) will be provided and located in the Electrical LV
Switchroom within the Back of House Plantroom Building to serve the hotel.


4.3.2.3 Sub-boards and Distribution Boards

Sub-boards and distribution boards will be provided for mechanical equipment e.g.
mechanical ventilation fans, fire equipment, domestic water pump, water feature
equipment, lift equipment etc.

Distribution boards will be provided for BOH /FOH lighting and power distribution,
common lobbies and staircase, landscape lighting etc.

Isolators will be provided in the retail outlets. Sub-meters for retail will be located
centralised at the Metering Room.

Individual distribution board will be provided in each of the hotel suites and electrical
sub-meter in the electrical riser.


4.3.2.4 Standby Power Supply

The generator sets will operate as standby power in the event of an electrical power
failure or power interruption. The generators set will come into action and generator
supply will be made available via an automatic transfer switch in the main LV
switchboard.

Two 750kVa LV generators will be used to provide 100% standby power supply to the
resort.

The following electrical loads are considered emergency loads and fire resistant cable
will be used to ensure emergency load supply is maintain under fire conditions.

Fire fighting system and detection system
Domestic water/drainage pumps and sewage pumps
Security system

A UPS backup will be provided for the security system and telecommunications
system. The UPS system will be provided by the computer specialist under the hotel
operator. PBX equipment, computer, POS, etc. will be designed and provided by hotel
operators IT Specialist.

4.3.2.5 Cables

The following cabling types will be used for the power distribution system:

risers, plant rooms, car park and above false ceiling whereby surfaced mounted G.I.

Heavy duty PVC conduit will be provided for extra low voltage wiring eg. Telephone
cable, data cable, SCV cable and security co-axial cable etc. Armoured cable will be
used for external landscape lighting power

The lighting for the guestroom and the attached bathroom will be served by a
single power supply feeding a smart relay control module and protected by and
individual MCB. Switch controls will be provided at the bedside, seat area and
the room entrance.

A light fitting will be provided in the wardrobe complete with microswitch.

The type of light fittings to be provided for the guestroom and bathroom will be
decided by the Interior Designers / Lighting Consultants specification.

Power Outlets (to be confirmed by Hospitality Consultant)

Switched socket outlets will be provided for the TV set, minibar unit, table lamps
and other general purposes.

One universal type switched socket outlet will be provided by the writing desk.

A dual voltage shaver unit will be provided in the bathroom.

A hair dryer will be wall mounted in each guest room bathroom


Telephone Points (to be confirmed by IT Specialist)

Three telephone points linked either by RJ 11 (for normal PABX connected
telephones) or RJ 45 (for VOIP telephony) cables will be provided to each
guestroom. ie. one telephone extension point will be provided near the bedside in
each room, one point will be provided on the writing desk and another point will
be provided in the bathroom.

Additional lines will be provided as deemed necessary.

4.3.3 Lighting System


4.3.3.1 Lighting/Lighting Control

Generally, the use of artificial lighting will be divided broadly into five sections:

General lighting for public areas such as staircases, corridors, plantrooms, staff
circulation areas and BOH will be provided with fluorescent luminaires.

Lighting for garden, landscape, building facade, lift lobbies, function rooms,
restaurants, etc. will take into consideration both functional and aesthetic aspects.
These special light fixtures will be under the scope of a specialist lighting
consultant. However, wiring to the lighting points will be provided.

Provision of General Lighting in Office areas

High efficiency fluorescent luminaires utilising double parabolic reflectors will be
used for office areas. This type of luminaire is energy efficient, has a low glare
index and can fit with modular ceiling patterns.

One non-maintained type of emergency lighting complete with three hour self-
contained battery packs will be provided at the guestroom foyer.


4.3.4 Metering Arrangements

The electrical supply will be metered at the PLN intake point. LV sub meters will be provided for
the main switchboard and different functional areas and tenanted areas. Sub meter and distribution
boards will be provided inside the associated riser cupboard.


4.3.5 Lightning Protection

The lightning protection system will be designed in according with local Indonesian standards.
Non-radioactive probe will be either pole mounted or be projected on top of building with
insulated down conductor enclosure in separate riser duct. Down conductor will be connected to
earthing pits with earth electrode and/or earthing mat.

Dynaspere Type Lightning Protection system will be introduced. The high of the mask depends on
the area of coverage.

For information, dynaspere type lightning protection system is common practice locally.


4.3.6 Earthing and Equipotential Bonding System

The following earthing systems will be provided:

Electrical earthing for the LV System installation
Electrical earthing including LV switchboards, transformers and general electrical installation
Building Telecommunication earthing
Provision for Tenant dedicated earth requirement includes 2 individual earthing systems each
of 1 ohm with earth termination at basement
Separate clean earthing for computer installation of 1 ohm with earth termination at basement.

The earthing system will adopt a resistivity value not exceeding 1.0 ohm. All metalwork
associated with the electrical installation will be bonded together and will be solidly and
effectively earthed. Main and supplementary bonding conductors will also be provided for
connection to the extraneous conductive parts such as water pipes, gas pipes, ducting and exposed
metallic parts of the building.

A state-of-the-art telecommunication infrastructure will be provided to meet the
functional requirements of the operator and to facilitate efficient and effective
management of all related areas.

The cabling infrastructure backbone will be installed as a structured cabling solution,
utilizing Cat 6 UTP and multimode fibre optic cabling systems. The system will be
installed as a physical star topology and provide both telephone and data/internet
services.

A Telecom provider MDF (Main Distribution Frame) room will be established as an
incoming and distribution point for main telecommunications cabling in the Back of
House Plant Building.

The PBX Room is located in the ELV room and will house the PBX equipment, patch
panels, local UPS and secondary MDF. This room will serve as the distribution point
for telecommunications services to all other buildings on the site.

The main buildings will be serviced via outgoing fibre optic cables which will be laid
in ducts direct buried to serve each building as required. Each buildings will be
provided with its own equipment room to house and distribute telecommunications
services.

This approach to cabling/backbone infrastructure to be agreed by the project manager
and IT specialist.


4.3.8.2 Internet Services
(To be confirmed by IT Specialist)

Internet Access - Cabled

All Guest Rooms, Penthouses, Offices, Business Centre and Meeting Rooms are to be
provisioned for cabled Internet access.

Internet Access Wireless

All Guest Rooms, Penthouses, Meeting Rooms, and Public Spaces are to have available
a Wireless Internet Signal. This is to be part of a Converged Wireless solution.
Provision for the Wireless Access Points to support the solution will be made initially
within the design.

Internet Management

Internet Management for both Wireless Internet and Cabled Internet is to be provided
for via approved Internet Management system.


4.3.8.3 Satellite Master Aerial Television System (SMATV)

A satellite master antenna television system capable of receiving and distributing FM,
VHF, UHF and satellite band channels will be provided throughout the building and
which will include the following main components:

4.3.8.4 Public Address (PA)/Emergency Voice Communication (EVC)/Background Music

The complete system consists of speakers, power amplifiers, input sources e.g.
microphone, tuner, cassette deck, compact disc and zone selection relay and control
units located in the hotel operators room.

centre for the development), unless the FCC has delegated control of EVC functions to
the hotel security room.

Emergency (EVC) announcements will be broadcast to all areas (either as a common
announcement or according to the zoning and staging of any evacuation based on the
management fire strategy for the development).

In the guestrooms, one speaker for emergency announcement will be provided in the
guestroom foyer. One speaker with volume control will also be provided in the
bathroom and connected to the television.

All background music sources will be multiplexed into the CATV System and
distributed by coaxial cables to all TV outlets. The guestroom television set will be
able to receive TV and music channels.

The background music system will serve most areas including hotel lobby, passenger
lift cars, hotel swimming pool deck area as well as hotel retail area.
For the lounge, restaurant, meeting rooms and hotel function rooms, individual audio
systems will be provided on top of the base EVC speaker, however common music
source will be made available to the individual audio system through an EVC override
interface terminal.

4.3.8.5 Radio Paging system

A radio paging facility is available through the DECT system (if this type of system is
adopted).


4.3.8.6 Two Way Radio System

A talk-through repeater mode Walkie-Talkie System will be designed to provide a
two-way communication between the operator, walkie-talkie handset holder or two
walkie-talkie handset holders directly without intervention of the operator. Sufficient
indoor and outdoor antennae will be installed to ensure full coverage on the entire
development. i.e. public areas, back of the house areas, carpark areas, plantrooms, etc.
So that maintenance and security personnel may perform their duties more effectively
by using the system for communication.

A system control console will be installed in the Security Room and a number of
portable transceivers (walkie-talkie handsets) will be distributed to relevant staff. Rapid
chargers will also be provided for recharging of the portable transceivers batteries after
detachment.


4.3.8.7 Intercom System

An Intercom System will be designed for the use of the guest accommodation in-house
staff. It can provide a cheaper and more reliable second line of voice communication.

Two standalone intercom Systems will be provided. One system will be used for the
kitchen / room service to provide a two way communication between the Chefs office,
Main Kitchen, Restaurant Kitchen, mid-way service house at the accommodation
blocks etc. The other System will be used for Fire Service / Maintenance personnel to
provide a two-way communication between Fire Service Pump Room, Engineering
Room, Machine Room, etc.

An intercom station can initiate a call to any other stations within the same group by
keying in the corresponding station number.

The two ways hands-free sets will be of wall mounted or desk top push button type.

4.3.9 Building Management Systems

A comprehensive and effective building management system (BMS) will be provided for the
Hotel.

The computerised BMS will provide various control functions for the air conditioning systems and
other building services. It will also provide on / off control and monitoring of the operation and
status of the building services installations, including ACMV, electrical, plumbing and sanitary
drainage system. The BMS shall also be interfaced with the fire alarm system to enhance the safety
management of the hotel.

The BMS main station will be located in the FCC/engineering office and operators terminals will
be provided at the Security Room with respective display designated to the particular functions of
the respective terminals.


4.3.10 Security systems
(To be confirmed by Hotel Operator)

4.3.10.1 Intruder Alarm System

The System will in general consist of the following devices:

Magnetic Door Contacts

All strategic doors will be provided with magnetic door contacts to detect
unauthorized passage and generate alarm signals should they be tripped. Access /
Secure time programming feature will be incorporated to enhance flexibility in
security control.

Presence Detectors

All rooms requiring intruder alarm protection will be fitted with presence
detection to detect activity during unoccupied times. These will form a second line
of detection after the door contacts fitted to perimeter entry points.

Panic Alarm Button

Panic Alarm Button will be installed unobtrusively in manager offices, front
office, cashier areas and any other areas where required.

When an alarm is initiated, the entre processing logic will follow the sequence as
stated below:

- Alarm at a particular point is triggered in the field
- The alarm signal will be transmitted to the nearest Security Control Panel
- The signal will in turn be sent to the Security System Central Processing Unit
located in the Security Room
- The work-station in the Security Room will display the alarm status, together
with the generation of an audible alarm to alert the security operator
- CCTV camera in the respective areas will be triggered to start video recording
- Alarm acknowledgement will be required to silence the alarm signal

4.3.10.2 Patrol Tour System

Patrol points off-line monitoring in the form of magnetic strips or code bars will be
provided at strategic locations throughout the hotel to ensure close and constant
surveillance by the security personnel in sequence.

The Patrol Points will have no hard wiring back to the control room. Software
programmes will be provided to generate a patrolling path and check whether the patrol
points are reported within the predetermine intervals in the correct sequence, upon
completion of each patrol path.

Each of the patrol points will be fitted with an isolated passive magnetic strip or code
bar without wire connection back to the Main Command Centre.

The security personnel will have a hand held unit which will register with the patrol
tour checkpoints tracking the progress of the patrol path. Upon completion of the patrol
path, the information and data recorded in the hand held unit will be downloaded to the
Central Processing Unit in the Security Control Room.

Out of sequence, late and early reporting and alarms will be generated to indicate any
abnormal operation.


4.3.10.3 IP Closed Circuit Television System

IP CCTV cameras will be placed unobtrusively in the resort lobbies, main entrance,
corridors, front office, cashier, function areas, carpark, loading dock, driveway, safe
deposit room and strategic areas where local surveillance is required.

Fixed and pan/tilt/zoom types of camera will be installed in the respective areas.

The fixed type cameras will be fitted in locations that coordinate with the Intruder
Alarm System. One fixed type camera will correspond to one intruder alarm zone.

The pan/tilt/zoom type cameras will be fitted with a zoom lens. The cameras will be
operated automatically and manually by the security personnel to monitor an exact
location where particular attention is required.

During normal operation, strategic areas will be monitored by automatic scanning of
the cameras. When an alarm is detected from the intruder alarm sensing device, the
security system central processing unit will trigger CCTV system which will in turn
send the signal to the cameras in the affected areas accordingly. The cameras, upon
receipt of the signal, will automatically turn to the pre-determined positioned and
zoom angle with the pictures of the cameras displayed onto the dedicated monitor
and recorded in the dedicated video CD recorder until manual reset of the System by
the operator.

4.3.10.4 Door Access System

The Door Access System will be provided for offices, guest accommodation and other
strategic areas. Hotel staff will only gain entry to these areas with the use of authorised
cards/keys.

The System will identify different levels of access covering guest, maid, housekeeper,
valet room-service, one-off entries for repairs and emergency, etc. Locks will be
hardwired back to the system computer. All entries will be recorded and stored by the
lock set itself. Each access will be recorded on the System Computer.

The lockset will be operated by dry battery with the capacity of 6000 accesses.
Indication lights will be lit at the last 500 accesses.

Under the circumstances of attempt being made to use an invalid card/key or to force an
entry, an alarm signal will be displayed on the System Computer.

5.0 SANITARY AND PLUMBING SERVICES


5.1 GENERAL

This section covers the scope and system description provided for Sanitary, Plumbing, Gas and
Swimming Pool Systems.


5.2 SCOPE OF WORK


5.2.1 Sanitary System

Sanitary System will be provided for all guestroom, toilets, etc.


5.2.2 Plumbing System

Plumbing System will be provided for all guestroom, toilets, irrigation system, etc.


5.2.3 Gas System

Gas pipe will be provided to each kitchen area.


5.3 WATER CONSUMPTION AND AREAS OF POTENTIAL SAVINGS

The PDAM water consumption reducing systems that are reviewed include:

Air cooled chillers in lieu of water cooled chillers
Sewage treatment plant for recycled water
Use of well water as backup or as main source if there is no existing PDAM near the project

A water usage diagram is included in Appendix 1 and indicates how PDAM water and recycled
water can be utilised.

5.3.1 Water Sources

There are three sources of water that may be considered for use:

1. PDAM water supply authority
2. Recycled water
3. Well water

5.3.2 Sewage Treatment Plant (STP) and Recycled Water

The use of an STP would offer benefits:

The discharge water from the STP can be recycled for use within the development and therefore
realise savings in the PDAM or well water consumption and will be used for irrigation.

The potential savings on utility costs is very favourable to the use of an STP with recycled water
and an STP is proposed for this project.

There are a number of alternative STP systems that could be adopted including:

Extended Aeration
Membrane Bioreactor
Rotating Biological Contactor
Fibre Capsule Package Tank
Anerobic Baffled Reactor

There are pros and cons for each type of system. The Meinhardt preferred option would be the use
of the Fibre Capsule Package Tank.

This system requires a minimum of maintenance and can be buried below ground (for example,
under a car park area or under landscape area) with limited civil engineering work.

The client has expressed their preferred option is to use an Anerobic Baffled Reactor (ABR)
system due to their existing and working knowledge of the ABR system. To this end we have
adopted the ABR system into our designs.

5.3.3 Well Water

To determine whether the use of well water would be viable, the following would need to be
understood:

The quality of the water would need to be confirmed to provide exact water treatment
Is a suitable aquifer available within the site
Quality of well water
Any limits on well water extraction rate
If two or more wells are provided, is there a minimum distance between wells
Is a tariff/charge applied to the extraction of well water

Experience in J akarta shows that, for deep wells, the water extraction rate is limited to
approximately 200 Ltr/min.

The sinking of deep wells in J akarta is now positively discouraged due to invasion of brackish/sea
water and general lowering of ground levels.


5.4 SYSTEM DESCRIPTION


5.4.1 Water Sources

Domestic cold water system will be provided for the whole development. The main water source
will be direct from the PDAM city water main and well water as an alternative source or as back
up.

Other proposed water sources include recycled water from the STP.

City water will supply to the main pump room at the Back of House Block. A bulk water meter
will be provided before the city water supply to the raw water tank.


5.4.2 Water distribution and storage

Due to the increased size of the site through further land purchases the extent of irrigation and tank size is yet
to be finalized.

5.4.3 Cold Water Supply System

City main water will be treated by centralized water treatment plant before entering the treated
water storage tank. The water treatment plant will consist of sand filters, carbon filters and
chlorination.

Potable water will be provided to through use of a packaged reverse osmosis system installed in
the main pump room.

The distribution system will be completed with pneumatic booster pumps to maintain the pressure
where static water head is inadequate for the fixture operation.

Water will be distributed to the laundry by booster pumps. Water softener will be included by
Laundry Specialist Contractor.


5.4.4 Hot Water Supply System

Centralized hot water system will be provided for the hotel hot water service, kitchens and the
laundry at 60C.

A secondary hot water backup system will be provided in the form of a heat recovery system from
the main air conditioning chiller plant.

Hot water boilers and storage calorifiers will be provided to generate hot water.

A minimum and maximum hydrostatic pressure of 2 bar and 4 bar respectively will be maintained
at all drawn-off points.

Duplicate hot water recirculating pumps will be installed for each group of calorifiers to ensure
full circulation within the piping reticulation system.

Pressure relief safety valve will be provided for all calorifiers.

In order to keep a balance of cold and hot water pressures, especially for the mixing valve, the cold
water feed to the hot water calorifier will be taken from the same storage water tank supplying cold
water to the fixtures in the same zone (not applicable for kitchen and laundry)

Sub-metering will be provided for restaurant/caf/shops and laundry etc. if necessary and these
will be located outside the associated area for easy access/maintenance.

5.4.5 Sanitary System

The proposed system will be a fully vented one pipe system (combined soil and waste stack). The
system is simple, requires less space and yet has adequate ventilation.

All the soil and waste stacks will be terminated at the roof with vent cowls.

Soil and waste pipes from the individual buildings/riser stacks will be discharged by gravity flow
to STP.

All discharge from the kitchens will be drained to grease interceptors before entering the sewage
piping services.

The retention time of grease interceptors will be in the range of 10 to 15 minutes.

The discharge from the laundry will be collected via sumps and channels to slow down the quick
discharge from the washing machines before being drained to the central sewage pipe system. The
laundry discharge will also be treated before it enters the sewage system.


5.4.6 Sewage Treatment Plant (STP)


5.4.6.1 STP Types

Conventional sewage treatment may involve a three stage process:

1. Primary treatment: Sewage is discharged to a holding tank where heavy solids can
settle and oil, grease and lighter solids float to the surface. The settled and floating
materials are removed and the remaining liquid taken to the next stage

2. Secondary treatment: Dissolved and suspended biological matter is removed. This
process is typically by use of micro-organisms
3. Tertiary treatment: Can include further filtration via sand and carbon filters and
disinfection using, for example, chlorine

There are many different types of STP available in the market. All generally follow the
primary, secondary and tertiary treatment process noted above, but differ in detail in the
particular approach to each treatment stage.

The STP types generally commercially available for this type of resort hotel project
include:

5.4.6.2 STP System Criteria

Capacity

A preliminary estimate of the total daily cold water demand including guests and staff,
kitchen/restaurant, spa and laundry water usage is approximately 174 m
3
. This value is
excluding water needed for irrigation.
The capacity of the STP is based on 80% of the estimated total daily water usage ie
approximately 140 m
3
per day.

Influent and Effluent Quality

For the purpose of design the following criteria for biological oxygen demand (BOD),
chemical oxygen demand (COD) and suspended solids (SS) will be adopted:

The required effluent quality is dependent upon how the water discharged from the STP
is to be utilised. The effluent quality standard adopted is a high level based on the use
of the recycled water for irrigation which may be accessible to guests through lawn
sprinklers


5.4.6.3 Proposed STP

The proposed STP system is an Anerobic Baffled Reactor system (ABR).

The reason for the choice of this system is the hotel groups long standing experience
with the use of ABR systems in their existing Bali resort.

The STP will be located at garden floor.

5.4.7 Main Swimming Pool Filtration System

Swimming pool filtration plant will be located below the swimming pool so that the overflow is
gravity fed to surge tank from the overflow channel.

Two high rate sand filters each of 50% duty and recirculating pumps each of 50% duty (one duty,
one standby) will be provided.

Automatic chlorinators will be provided for recirculated water disinfection.

Make up water tank for swimming pool will be taken from the potable (PDAM) water supply
system.

5.4.8 Pond Filtration System

Standalone filtration systems will be provided at each pond. A simple filtration system will be
provided consisting of one set of filtration pumps (2 nos), one high rate sand filter, and one
chlorinator.


5.4.9 Irrigation

The landscaping will be provided with an automatic irrigation system with some taps located as
necessary to allow limited manual watering. The system performance shall be designed by the
Landscape Designer.

5.5 BOILER SYSTEM


5.5.1 Plant Capacity

Two hot water boilers and associated and accessories will be provided to generate hot water supply
to laundry and kitchen and hotel guest. This boilers set will be located at Back of House.

The boilers will be fuel oil fired.
The boiler plant capacity will be based on the following:

Hot water demand =55,000 l/day (equivalent to an average of 4,583 l/h (1.27 kg/s) over 12
hours and, say, a peak of 9,166 l/h (2.55 kg/s))

Boiler selected to heat up two hours peak hot water draw-off

Boiler capacity = 2.55 kg/s x 4.18 kJ /kgC x ( 60 25 )C
= 373 kW


The following is the proposed configuration:

Two 119 kW steam boilers (each sized for 50% of the total capacity) to be provided to supply
hot water to hotel guest hot water service, laundry equipment and kitchen equipment, etc. The
final capacity will be reviewed upon receipt of detail requirement from kitchen / laundry
Specialist.

135kW of the load will be provided from the heat recovery system, linked to the main air
conditioning chiller plant.

The boiler plant will include a makeup water tank with meter and two boiler feed pumps.

One dedicated boiler feed pump will be assigned to each boiler. The piping will be arranged in
such a way that the pump/boiler assignment may be changed with the manipulation of manual
isolating valves.

Hot water will be distributed to the various items of equipment via a system of insulated
pipework with full allowance made for expansion.

A separate hot water header is to be provided for the kitchen equipment and hand basins
requiring hot water.

Boilers of limited attendance type will be selected. One chimney per boiler will discharge
above roof level.

The hot water service calorifiers will be selected to have a storage capacity of two hours peak
hot water demand.

Two hot water storage calorifiers will be provided each at 50% of the two hour peak hot water
demand ie two calorifiers each at 5,500 litre

Individual steam generators will be designed and provided by the kitchen specialist to meet
laundry and kitchen steam requirements.

5.6 GAS BOTTLE INSTALLATION AND DIESEL OIL INSTALLATION


5.6.1 Gas Bottle Installation

The localised gas bottles installation will be designed for the following systems:

Kitchen equipment for all day dining and restaurants
Kitchen equipment for staff canteen

The number and capacity of LPG gas bottles will be designed based on gas demand for kitchen
equipment.

The gas demand would need to be confirmed from specialist.

The gas pipeline, where practical, shall be run exposed. The areas through which the gas riser/pipe
passes shall be well ventilated to ensure early detection of gas leaks, prevent accumulation of
gases to dangerous levels and allow for access for maintenance.

In situations where gas pipework is routed in air conditioned areas and undercrofts, additional
safeguards such as leak detection system which interlock with gas solenoid valves and mechanical
ventilation shall be provided.


5.6.2 Diesel Oil Installation

One 20,000 litre fuel tank will be provided for standby generator operation. This will provide
approximately 7 days generator operation at 75% load for 12 hours per day and 50% load for 12
hours per day. A 1500 litre break tank will be provided inside the generator room.

6.0 FIRE PROTECTION SERVICES


6.1 GENERAL

This section covers the scope and system description provided for automatic sprinkler system,
hydrant, portable fire extinguishers, gas type fire suppression systems and automatic fire detection
and alarm system.


6.2 SCOPE OF WORK


6.2.1 Automatic Sprinkler System

All multi-storey buildings including main building, guest accommodation and staff
accommodation will be fully sprinkler protected. Electrical plantrooms and risers will not be
sprinkler protected.


6.2.2 Hydrant System

The entire hotel will be provided with hydrants.


6.2.3 Portable Fire Extinguishers

Portable fire extinguishers will be provided throughout.


6.2.4 Gas Type Fire Suppression Systems

FM200 or equivalent fire suppression systems will be provided to the server room and other areas
required by hotel operations.

All of the above systems will be monitored and controlled at a main control panel in the Fire
Command Centre so that during an emergency, the fire brigade can take central control of the
building fire protection systems. All wiring to the emergency circuit will be fire resistant cables.


6.2.5 Automatic Fire Detection and Alarm System

Microprocessor based fully addressable automatic fire detection and alarm system will be
provided.


6.2.6 Fire Command Centre

All of the above systems will be monitored and controlled at a main control panel in the Fire
Command Centre so that during an emergency, the fire brigade can take central control of the
building fire protection systems. All wiring to the emergency circuit will be fire resistant cables.

6.3 SYSTEM DESCRIPTION


6.3.1 Fire Pumps, Water Storage and Main Fire Pipework

Common fire pumps, water storage and pipework ring main distribution will be provided for the
automatic sprinkler and hydrant installations.

The fire water storage capacity will be approximately 228 m
3
within the main raw water storage
tank. This will provide 60 minutes fire water storage.

The two fire pumps (one electric, one diesel driven) will be sized at 1,000 gpm. A jockey pump
will maintain minimum water pressure.


6.3.2 Automatic Sprinkler System

Centralised fire services pumps and a sprinkler water supply ring main will be provided.

A pipework branch connection will be made at basement/undercroft level to serve each building.

From the pipework branch connection, a sprinkler riser pipe will be distributed throughout the
height of the building.

The fire fighting water to each level will be via an alarm/control valve from the main riser.
Sprinkler heads will be installed throughout as follows:

Guest rooms - Sidewall mounted sprinkler heads and concealed pendant type.
Generally - Upright sprinkler layer above ceiling where required and ceiling mounted
sprinklers either semi-recessed or pendant type
- For all public areas, F&B outlets fully concealed type with colour
cover plate to match ceiling finishes.
Plant rooms - Conventional pendant/ upright type

Sprinklers will be provided in bathrooms and vestibules of area >5.1m
2
.


6.3.3 Hydrants System

The system will include hose stations at each floor complete with 65mm landing valve and 40mm
hose rack stations (including permanently connected hose and nozzle).

External fire hydrants and hose boxes will be provided.

Hydrants will be installed along the fire engine accessway and located at an interval not more than
120m apart. All hydrant pillars will be provided with hoses and cabinets.

An isolating valve will be located in a valve pit next to each hydrant for easy control and
maintenance of hydrant pillars.

The hydrant box will be complete with 2 x 30m hose and nozzle.

No break glass or bell will be provided for the outdoor hydrants.

6.3.4 Portable Fire Extinguishers

Portable fire extinguishers will be provided at M&E plant rooms, parking areas, kitchens, corridors
and typical guest room floors and front/back of house areas as per local code requirement.


6.3.5 Gas Type Fire Suppression Systems

Automatic fire extinguisher systems will be provided to protect the server room, electrical
plantrooms such as transformer room, switch room, generator room, panel room, etc. and the
restaurant kitchen hoods as required by the Local Authority (and hotel operator).

The system design for the kitchen hoods will be under the scope of work of kitchen specialist
consultant

A system control panel will be provided for each of the protected zones. These panels will be
interfaced with the building fire alarm system.


6.3.6 Automatic Fire Detection and Alarm System

The system will be fast-acting intelligent electronic Analogue Addressable Fire Detection System
complete with auto dialer and interface to the EVC system.

The system will consist of stand-alone analogue addressable fire alarm control panels (FAP) in
each main building and a main fire alarm control panel (MFAP) located in the Fire Command
Centre. Communication between the MFAP and the FAPs will be through a fire alarm secure
network.

The stand-alone fire alarm panel will provide local control for the system in the related block
where the panel is installed, while the MFAP will provide control of the complete system. System
alarm resetting will only be possible from the local fire alarm panel.

All fire alarm devices such as fire detectors, break glass units and sprinkler flow switches will be
grouped in several zones and report via the FAP to MFAP. At least one addressable loop will be
provided in each floor.

Each guest room will be assigned an individual address.

Each guest room will be provided with a fire alarm sounder activated by an integral smoke
detector and connected to the fire alarm system.

The fire alarm system shall be fully integrated and interfaced with the following:

Building management system
Air handling units system
Fire suppression systems
Lifts

Power supply for detection/alarm system will be backed up with batteries which will be capable of
providing an uninterrupted supply for a period of 24 hours. The fire alarm and detection system
will also be backed up by the emergency generator.

There will be firemans intercom/telephone provided at each fire alarm panel and these will be
used to communicate back to Fire Command Centre.

The fire alarm system will be designed to give an evacuation signal (after a grace period) to the
fire zone only, thus not to cause panic in the adjacent areas. A full fire strategy/management plan
will be developed for the project.

The FCC will be the focal point for the Fire Brigade to direct any fire fighting and evacuation
activities during a fire or emergency incident.

Essential override control will be available as follows:

Actuation of fire pump
Homing of lifts

Signals will be processed and produce a hard copy of fire location and actuation time on a printer.

The automatic fire detection and alarm system will be operated by 24 volt D.C. with battery back
up power supply.

7.0 LIFT SYSTEM


7.1 GENERAL

An efficient and effective vertical transportation system plays an important role in the successful
operation of a hotel.

Passenger handling requirements adopted will greatly influence the design and the operation of the
system.


7.2 CODES AND STANDARDS

The latest edition of the following statutory codes, regulations and specifications will be complied
with :

BS 5655 : Part 1 to Part 13 Safety rules for the construction and installation of electric lifts,
and hydraulic lifts published by the British Standards Institution (BSI)
EN81 : Part 1 to Part 13 Safety rules for the construction and installation of electric lifts and
hydraulic lifts, published by the European Committee for Standardisation (CEN)
BS 7255 BS Code of Practice for Safe Working on lifts, published by the British Standards
Institution (BSI)


7.3 DESIGN CRITERIA

The design criteria to be adopted will be as follows:

Occupancy Rate Based on room occupancy
5-minutes (Handling Capacity (Minimum) 12% to 15%
Average Interval (Maximum) 40 to 60 seconds


7.4 LIFT TYPE

Motor room-less lifts will be used throughout.

8.0 BUILDING MANAGEMENT SYSTEM (BMS)

8.1 GENERAL

Building Management System (BMS) has become an essential and vital mean for good estate
management of modern building developments.

The system provides effective remote control and monitoring of all building service systems and
equipment. It also provides assistance in essential tasks such as energy audit / consumption
management, maintenance management of all mechanical and electrical services, failure and other
important event records, etc.

Substantial operating cost savings can be possible from optimum energy usage, minimizing
equipment failures, minimizing human resources for estate management, etc. All these are
expected from the proper implementation and operation of the BMS.


8.2 SCOPE OF WORK

The scope of the BMS installation works will generally consist of the following :

Central equipment comprising dual microcomputer-based server, CRT monitor, keyboard,
mouse, back up tape drive, printer and Ethernet switch, mimic panel, etc. located in the
Control Room for central monitoring and control purposes

High speed communication link and distributed intelligent field panels with complete
integration of local communication loops and Direct Digital Control (DDC) to control and
monitor mechanical and electrical systems. Status and fault monitoring, sequenced and
scheduled starting and stopping, optimization of plant operation, duty cycling of standby/duty
plants, run time totalisation, etc. are some of the typical functions

Interfacing between building mechanical / electrical systems inclusive of security systems,
AHU, MV fans, Electrical HV, LV, generator, transformer, lighting timer control, pump
control and monitoring, etc


8.3 SYSTEM DESCRIPTION

8.3.1 General

The BMS will be designed and configured to perform the following functions :

Basic status/alarm monitoring
Analogue parameter monitoring
Remote/programmed start/stop controls
Direct Digital Control (DDC) of air-conditioning systems
Optimization of plant operation to meet demand by matching demand calculation with running
capacity
Duty cycling of duty and standby plants and run time totalisation

There will be two printers, one for printing alarm reports, another one is for trend logging.

The main equipment in the Engineers Office and all field panels will be supported up by UPS.

Plumbing and drainage system
ACMV system
Electrical system
Security system
Lift system


8.3.2 Fire Services System Interface

The system will receive signals from the Fire Services Interfacing Panel and perform the following
monitoring functions :

General fire alarms indication
On-off status indication of fire pump motors
Low and high level alarms for sprinkler/hosereel tanks


8.3.3 Plumbing and Drainage System Interface

On-off status indication of all the pump motors
Alarm indication of all the pump motors
Low and high level alarms of water tanks
High level alarm of sump pits and sewage tanks


8.3.4 Electrical System Interface

The following monitoring functions will be provided for HV switchboards, transformers and LV

alarms inside the FCC
Energy audit of kWh for each building component and entity and other services required by
local authority.


8.3.5 Air Conditioning System Interface

The control system will generally be of Direct Digital Control (DDC) with software and energy
management system residing in memory to execute optimum control, monitor and maintain the
desired conditions by operating the appropriate actuators and switching devices.

Monitoring Functions

On/off status indications of all AHUs
Alarm indication of all AHUs
Totalised run time indication of all AHUs
On/off status indication of all ventilation fans
Alarm indication of all ventilation fans
Totalised run time indication of all ventilation fans and AHU
Supply and return air temperature indication of all AHUs. High/low limits can be assigned to
each temperature point to alert the operator when these limits are reached
Filter cleanliness indication for each air handling unit or primary air plant, A/C units serving
lift machine rooms and major plant rooms
AHU/PAU chilled water control valve positions and status
Chilled water flow rate of all tenant AHU
Temperatures of chilled water supply from the chilled water plant
High temperature alarm of transformer rooms, generator rooms, switch rooms and major
plant rooms

Control Functions

All air handling units and primary air units will be controlled by the BMS. The following
functions will be incorporated :
- Start-stop of all handling units
- Variable air volume control (if applicable) of the air handling units

No. of bottles for five days = 1640 kg/day
