Scheme on IIIrd Party Inspection of Milk Units Operating for Domestic Use
and
Registered under Milk & Milk Product Order 1992 (MMPO)

EIC/EIAs have been notified as an agency to carry out 3rd party inspection of the dairy
plants/units/establishments registered under the Milk & Milk Product Order 1992, vide
Notification SO: 1153(E), dated 1 October 2003, issued by Department of Animal Husbandry
and Dairying (DAH&D), Ministry of Agriculture to ascertain sanitary and hygienic conditions of
Milk units operating as specified in the fifth schedule, for domestic requirements within the
country. Para 5(B) (a) of MMPO 1992 stipulates that, the plant set up shall not be allowed to be
commissioned unless an inspection has been carried out to ascertain sanitary and hygienic
condition as specified in the fifth schedule of the order.

EIC will operate this IIIrd party inspection through EIAs to ensure sanitary and hygienic
condition of milk unit in following manner :

1) Applicant unit shall apply to the nearest EIA for inspection in the prescribed application
format for inspection (Annexure I) along with supporting documents for verification.
List of EIAs along with their contact details are enclosed as Annexure II.

2) Details provided in the application shall be verified by the EIAs.

3) Following inspection fee will be charged from applicant unt(s).

A) Individual Applicant : @ Rs. 10,000/unit/inspection.

B) Multiple inspection of an establishments having different MMPO registration no.


falling under same/different municipal area following inspection fee will be
charged:

i) where inspection locations are in same municipal area of MMPO registered


office -
Inspection fee : @ Rs. 10,000 + (Rs. 2,000 x no. of additional inspections)
(restricted to max. 3).
ii) where inspection locations are in the municipal area other than the MMPO
registered office -
Inspection fee : @ Rs. 9,000 + (Rs. 2,000 x no. of additional inspections)
(restricted to max. 3).

4) In addition to inspection fee, the unit will also make arrangements for travel and stay of
the inspecting officers, assigned to carry out the inspection.

5) A one day inspection will be conducted by a team of three experts.

6) Inspection fee prescribed in Sl. No 3, shall be remitted in the form of Demand Draft
payable in favour of Export Inspection Agency (EIAs) concerned in advance prior to
inspection.

7) On receipt of fee, a three member team of experts shall carry out inspection of hygiene
and sanitary condition of the unit as per Schedule 5 of MMPO 1992, within a week.

8) Inspection/audit findings and recommendations/remarks shall be reported in the


prescribed proforma (A B & C) (Format for Inspection of Dairy Plants/Units/
Establishments Registered under Milk & Milk Product Order 1992) and to be completed
in all respects.

9) Report along with recommendation/remarks shall be sent in a sealed cover to the Central
Registering Authority (CRA) or State Registering Authority (SRA), as applicable, within
two days of completion of inspection as per Annexure III.

10) In case of unit registered under SRA original report would be sent to SRA with a copy to
CRA or vice-versa. In both the cases a copy of report shall also be forwarded to EIC for
record.
