Station link open at last

It may have been a long time


coming with plans going back
to the mid-1990s but at last
Waltham Forest Council has
been able to open the footpath
linking Walthamstows two
mainline stations. A ribbon-
cutting ceremony held on Friday
26 September announced the
ofcial opening of Ray Dudley
Way.
The footpath is named after a
dedicated campaigner who worked
to get the link opened between
the two stations for many years.
Unfortunately Ray, a member of
the Barking-Gospel Oak Rail User
Group (BGORUG), died in April
2005, but was remembered at the
event by having the footpath named
in his honour.
Until now people wishing to walk
between the two stations have had
to follow a rather indirect 700 metre
(0.4 mile) route along Edinburgh
Road, Shrubland Road, Sylvan
Road, Priory Avenue, Hoe Street and
Station Approach. The new station
interchange cuts this distance in half
to 330 metres (0.2 miles) saving
about ve minutes walking time.

The route has been enhanced
by the broader regeneration of
Walthamstow Central. When
planning consent was given for the
newly completed Travelodge hotel
and residential development at the
station, the Council requested that it
include a new pedestrian footway as
part of the plans. This footway runs
through the car park along Station
Approach to link up with the Ray
Dudley Way footpath.
It has nally been possible to open
the link thanks to the completion
of a new station entrance (via a
wheelchair accessible ramp) at
Walthamstow Queens Road station.
The ramp, equipped with a new
ticket machine, Oyster readers,
lighting, CCTV and signage, was
transferred to Waltham Forest
Council in August 2014.

The tragic death of comedian
Robin Williams earlier this year
demonstrates that, no matter
who you are or how successful
you are, mental health issues
such as depression and anxiety
can affect anyone. Friday
10 October is World Mental
Health Day, which gives us the
opportunity to think and talk
about mental health.
Its often hard for people with
mental health issues to talk to
their family, friends or even their
GP about how they are feeling,
and men, in particular, often nd
it hard to express themselves. So I
encourage anyone with high levels
of stress or anxiety, or who is feeling
really down, to take advantage of
talking therapy services in Waltham
Forest. Trained therapists can help
you gain or regain condence,
approach problems differently and
get more out of life.
So far this year, over 800 people
living in the borough have used
talking therapies. The service is
condential, free to access and has
been proven to really help people
work through their issues.
You can also take steps yourself
to prevent stress and anxiety from
getting too much to handle in the
rst place. For example, eating
healthily and getting active not only
helps your physical health, it can
also help your mental wellbeing.
There are also things you can
do to make sure you stay mentally
healthy. These are known as ve
ways to wellbeing:
Connect: talk to the people around
you such as family, friends,
neighbours and colleagues
Be active: exercise makes you feel
good
Take notice: be aware of the
world around you, without
becoming too emotionally involved
Keep learning: try something new
or set a challenge you will enjoy
achieving
Give: do something nice for a
friend or a stranger. Smile!

important to act early so why not
think about your wellbeing and
make a positive change to your life

Illicit tobacco and
alcohol seized
Hajj and
Umrah
Muslim residents planning a Hajj or
Umrah pilgrimage are being advised
to book using reputable travel agents
after Waltham Forest Councils Trading
Standards service recently visited travel
agents to ensure they were able to
guarantee their customers money would
be protected if things went wrong. Half
were found not to be complying with
the Package Travel, Package Holidays
and Package Tours Regulation 1992,
supplying incorrect documentation and
not being accredited with the Royal
Embassy of Saudi Arabia and registered
with the Ministry of Hajj.
Citizens Advice Consumer Services
on 08454 04 05 06 are available to
provide advice and assistance on
compensation should issues arise
with a tour operator. Residents can
also contact Trading Standards on 020
8496 3000 if they are concerned about
a tour operator.

Film Fund
Applications are open now for the
2014/15 round of the Eastern Edge Film
Fund, with two grants of up to 4,000
available for emerging and experienced
lmmakers living, working or studying
in Waltham Forest and Redbridge.
The scheme also offers professional
support, access to production facilities
and opportunities for public screenings.
Those who wish to apply must submit
a brief synopsis of an original short lm
project they would like to produce by
12noon on Friday 21 November 2014.
The fund is part of London Calling, a
grassroots production scheme run by
Film London and supported by Waltham
Forest Council.

Awards
Residents are being asked to name their
community champions for the Councils
Love Your Borough Awards 2015. The
annual awards give the Council the
opportunity to celebrate the work that

and the Emergency Services do to
improve the physical environment and
quality of life for everyone in Waltham

Senior citizens Christmas
dinners return
Free Christmas celebrations are
being organised for residents
aged 60 and over.
Guests will be treated to a
tasty Christmas dinner and
entertainment at the festive events,
which take place in December.
Hosted by Waltham Forest
Council, places will be offered on a
rst come rst served basis when
registration opens on Monday
20 October.
Last years Christmas get-
togethers saw hundreds of local
residents catching up with old
friends and meeting new people
so anyone wanting to go this
year is encouraged to put the date
in their diary and book a place
as soon as lines open to avoid
disappointment.
This year there will be three
Christmas celebration events
at different venues across the
borough. The rst festive meal is
at Leyton Orient Football Club on
Monday 1 December from 12pm
to 2.30pm, the second takes
place at Walthamstow Assembly
Hall on Tuesday 2 December from
12pm to 2.30pm (lunch) or 6pm to
8.30pm (dinner) and the nal event
is at Chingford Assembly Hall on

Trading Standards service,
accompanied by ofcers from
Her Majestys Revenue and
Customs and a representative
from the International Federation
of Spirit Producers, carried
out visits to a number of retail
premises in the borough.
The purpose of the exercise was
to determine whether illicit alcohol
and tobacco products were being
offered for sale, and with the
assistance of a trained sniffer dog
called Indie, they found and seized
illicit goods from two premises in
the borough.
Cigarettes subject to tax
evasion, which bore foreign health
warnings, were taken from under
shop counters and in a store room
in one shop. In another premises
12,000 tax evaded mixed branded
cigarettes were found. Alcohol
bearing counterfeit duty stamps
was also found on display for sale
and seized by Trading Standards.
Illicit alcohol and tobacco is
a growing problem and comes
in two forms. Some goods are
counterfeit but made to look
genuine, while others are genuine,
but the appropriate tax has not
been paid.
The UK duty stamp aims to
tackle fraud, indicating that tax
has been paid or is due to be
paid on the products to which this
tax applies. Alcohol duty fraud is
where goods scheduled for sale
abroad are diverted back into UK
shops which results in tax revenue
losses and creates an unfair
trading environment for honest
traders.
Foreign safety warnings, or
no health warnings at all, are
indicators of counterfeit or
illegal cigarettes. All packets of
cigarettes, cigars and hand rolling
tobacco require health warnings in
the form of pictures.
With more operations planned
for later in the year, shopkeepers
harbouring illicit goods are warned
that Council ofcers could be
coming to a premises near you.

Priorities

Keeping our streets safe for
everyone who lives and works
in the borough is one of the
Councils top priorities, and it
is committed to working with
local partners including the
police and voluntary sector
organisations to achieve this.
There are a number of local
schemes and initiatives that
the Council is either leading
on or supporting to help crack
down on criminal and anti-
social behaviour across the
borough.
Day of Action
The latest in a series of ongoing
community safety events,
Walthamstows Day of Action
on Thursday 25 September
saw Council and police ofcers
working together to focus on
a number of areas of concern
including environmental crime,
planning, housing, food safety,
licensing and trading standards
issues. Around 300 separate
enforcement actions were carried
out by ofcers throughout the day
and evening, many of which were
in direct response to concerns
raised by residents and the police.
Police made a total of six arrests
during the day two for alcohol
related disorder, two for the
growing of cannabis, one for theft
and one for persistent y-tipping.
Two dangerous dog warrants
were executed, resulting in the
seizure of two pit-bull type dogs.
Trading Standards ofcers were
also busy throughout the day,
seizing over 40 counterfeit bags
and purses, and removing a large
quantity of cosmetic products
from sale which did not meet EU
labelling requirements. A group of
travellers were also removed from
some nearby playing elds and a
number of notices were given for
household and trade waste related
issues.
This was the fth Day of Action,
and they will take place across
the borough on a monthly basis,
but residents dont need to wait
for them to report crime. You
can report anti-social behaviour,
noise nuisance and environmental
crimes such as littering, y-tipping
and dog fouling to the Council at
any time.
White Ribbon
Campaign
The White Ribbon Campaign is
a global initiative to end violence
against women and girls, and
is symbolised by a white ribbon
which people can wear to show
their support. The campaign
was set up by a group of men in
Canada in 1991, and this year
Waltham Forest Council received
accreditation in recognition of its
work in this area. Pledge boards
During the campaign the police
will carry out a number of patrols
and operations with a focus on
anti-social behaviour, robbery
and burglary, as these are crimes
which tend to increase during
autumn nights. Ofcers from the
Councils Community Safety team
will also be taking part, assisting
the police with their operations
and carrying out their own activity.

Tuesday 25 November is
the International Day for the
Elimination of Violence Against
Women and White Ribbon Day,
which is then followed by 16
Days of Activism Against Gender
Based Violence. The Council

activities to mark these events
and raise awareness around the
issue of violence against women
and girls, and Leyton Orient will be
supporting once again.
Operation Autumn
Nights
As the nights draw in and
the weather gets colder police
forces and partners across
London will be taking part in
Operation Autumn Nights, a
seasonal crackdown on crime
and anti-social behaviour. There
will be a particular focus around
Halloween and Bonre Night,
however the campaign will run
from the beginning of October
right the way through to January.

problems. People need

The issue of childhood obesity
seems to be rarely out of the
news these days. And if its
not that, its stories about
the so-called death of the
high street. While it can be
argued that both topics are
somewhat sensationalised in
the media, it is fair to say that
Councils have a part to play in
addressing them.
Back in 2009 Waltham Forest
Council introduced a ground
breaking Hot Food Takeaway
(HFT) Planning Policy that
has been so successful other
authorities around the country
have adopted similar approaches.
The aim of the policy is to limit
the number of new takeaway
outlets near schools, parks and
youth-focused facilities like the
YMCA or after-school clubs.
The Policy advises the Councils
Planning Committee to refuse new
takeaways which are less than
400 metres from these facilities
in town centres and retail areas,
or within 10 minutes walking
distance from these facilities in
residential areas.
The policy was introduced to
stop takeaways targeting the
boroughs young people. The
health benets from diverting
children away from a regular
lunchtime diet of chicken and
chips are obvious, but there were
other considerations too.
In addition to helping combat
childhood obesity, the Council
knows that kids who enjoy a
decent nutritious meal at lunchtime
rather than fatty, sugary foods
have better levels of concentration,
energy and attention.
Its not just our childrens
waistlines that a diet of junk food
impacts on, it also plays a part in
holding back their learning and
attainment. Plus the policy also
stops too many shops ruining the
high street, and cuts down on
elements such as noise, smell,
litter and anti-social behaviour.
Last year the Council invested
9million in nine key high streets
areas in the borough, improving
shopfronts and public realm
facilities as part of its commitment
to keeping the boroughs high
streets vital and vibrant.
Since the introduction of the
HFT policy, 45 of the 54 planning
applications for new fast food
outlets in the borough have been
refused thats 83 per cent.
Additionally over that time the
overall number of outlets in the
borough has dropped by 60.
The most recent example
concerned a change of use
application made for a retail unit at
272 Church Road, Leyton that saw
the applicant appeal to the national
Planning Inspectorate.
However, they upheld the
Councils decision to refuse
on Wednesday 17 September,
agreeing that the proposal would
have a materially harmful effect on
the Councils strategy of promoting
healthy lifestyles and would
have an unacceptable harmful
effect on the vitality and viability
of the Markhouse Neighbourhood
Centre.
There is also a need to provide a
viable alternative and the Councils
School Meals Service does just
that, with school meal take-up
rising by eight per cent since the
Councils School Meals Strategy
was introduced three years ago.
Over the summer the Council
made improvements to kitchen
and dining facilities at 19 schools
across the borough, making a
signicant investment in improving
facilities at the same time as
receiving a grant of 620,765
from the governments Education
Funding Agency to provide free
school meals under the Universal
Infant Free Schools Meals scheme.
It means that Waltham Forest
Catering can provide 14,000
freshly cooked meals for children
prepared every day in the
boroughs schools. By giving
children a healthy option in school
the Council can persuade more of
them from the temptation of the
local fast food joint, keeping them
healthier and helping them achieve
at school, while protecting the
boroughs high streets.

Chingford
allotments
An historic allotment site that has been out
of use for over 20 years could potentially
be brought back into use by local people.
The Council is keen to see the site, located
in Mulberry Close, Chingford, restored
by giving the voluntary sector a lease for
three years. During this time the site could
be cleared, the soil prepared and general
remediation of the site could be carried
out prior to handing it back to the Council.

Park event
A picnic held by Friends of The Highams
Park (FOHP) last month proved to be a
great success, attracting more than 500
people who enjoyed a jazz band, welly
wanging competition, treasure hunt,
face painting and mural painting. The
rst-time event was funded via Waltham
Forest Councils Community Ward Forum
scheme and prizes came courtesy of
Tesco. Last year FOHP helped clear
up the park and would like to improve
it further with a new caf, toilets and
upgrade of the under 7s play area.

Residents enjoyed a welly wanging
competition at The Highams Park Picnic
Tax discs
Since Wednesday 1 October motorists
no longer need to display a paper tax
disc on their vehicle. If you have a tax
disc with any months left to run after this
date, then it can be removed from the
vehicle and destroyed. This is important
for non-motorists to note when reporting
abandoned vehicles to the Council. The
fact a vehicle is not displaying tax can no
longer be seen as an indicator that the
vehicle has been abandoned. However,
you will be able to check the tax status of
a vehicle online at www.gov.uk/check-
vehicle-tax.

A routine inspection of Indian
takeaway Spice E4 (487 Hale
End Road, Chingford) by
Waltham Forests Environmental
Health Ofcers revealed lthy
conditions, live and dead
cockroaches on the premises,
and the building in a poor state
of repair last month.
When the inspection on Tuesday
16 September was complete the
business was immediately closed,
with ofcers serving a Hygiene
Emergency Prohibition Notice,
citing the fact that an imminent risk
to health had been established.
The inspector noted that live
German cockroaches were found
throughout the business; including

Jackie Free
A blue plaque was unveiled on
Thursday 25 September in Pearcroft
Road, Leytonstone for trombone player
Jackie Free. Jackie is a renowned
jazz musician who still plays at the
age of 84 with his band Jackie Frees
Chicagoans. A high spot in his career
occurred in 1956 when he played with
Louis Armstrong. Jackie said, I think
we were probably the rst British band
to play with Louis after World War II.
Playing with him was the greatest
moment of my career!

While many of us might have
been inspired to enjoy a bike
ride or two this summer after
the excitement of the Tour
de France raced through our
neighbourhoods, one local father
and son decided to enjoy the
two-wheeled trip of a lifetime.
Dwight Wood, and his 11
year old son Lewis, who live in
Leytonstone, cycled more than
2,000 miles around the coast of
Britain a feat that took them 49
days to complete.
As Chairman of the Friends of
Wanstead Parklands Preservation
Group, Dwight is an eager
campaigner for sustainable
living. He is also the co-founder
of ItDoesTheJob.com a
Leytonstone-based company that
specialises in low-energy lifestyle
products designed to save you
time, energy and money.
The bike ride was planned as a
way to demonstrate how people
can enjoy a healthy, low carbon
holiday within the United Kingdom
and one that can be achieved on a
very tight budget. As Dwight is also
interested in raising awareness of
local areas of natural, sustainable
and historical beauty he wished
to see what other parks around
the country are doing to support
sustainability.
The epic journey began in Exeter
on Saturday 5 July, with the pair
taking a clockwise route around the
coast and nishing at Edinburgh on
Thursday 21 August.
Dwight told Waltham Forest
News: There were so many
places, sights and experiences
and new friends made over the 49
days. Cycling to John OGroats
and Lands End gave us both a
tremendous sense of achievement,
and we saw wonderful attractions
such as Penhryn Castle, The
Cavern Club in Liverpool, Snowden,
Blackpool and Agatha Christies
House.
But I think the thing that really
made the trip was the fantastic
hospitality shown to us en route,
whether it was accommodation,
meals or encouragement given to
both of us.
To help keep the costs of the trip
to a minimum, Dwight and Lewis
spent many nights staying with
people who had offered them a free
bed for the night. In fact they found
such generosity that they only
had to stay in bed and breakfast
accommodation for eight nights out
of 49.
Dwight said: Without the
support of people offering us a
couch surf this trip would not have
been possible. The kindness shown
to both Lewis and I throughout the
UK has been overwhelming
I cant thank people enough.
You can hear more about
the duos summer of cycling by
attending an event they are hosting
on Saturday 22 November. The
evening will take place at Wanstead
and Snaresbrook Cricket Club
(Overton Drive, E11 2LW) from 5.30
to 8pm.
The event is set to be an
entertaining couple of hours that
will include pictures, video clips
and interviews with the hosts and
colourful characters that Dwight
and Lewis met on their journey.
You can also see the bikes and
other gear that the pair used, and
there will also be a question and
answer session. Its free to attend
but places need to be booked in
advance.
It is thought that Lewis has
completed the longest distance
ever cycled by an 11 year old in
the UK in a single trip. However, his
feet seem to have remained rmly
on the ground (or his pedals), as
he commented: We cycled all that
way and we ended up in the same
place!

Trust
A budding young writer from Leytonstone
has donated 10 inches of her hair to
a charity that makes wigs for children
suffering from cancer. Sophia Hussain,
15, donated her hair to the Little Princess
Trust after hearing about the charity
from a friend. Sophia said: I hadnt had
a haircut for ve years, and thought
that there would be someone in the
country who was in need of my hair a lot
more than I am. Sophia has also self-
published a book about boy band Union
J and recently completed a biography
about singer and actress Ariana Grande.
She hopes to publish her own magazine
in the future.

is offering six two-hour mobile device

Fun for
Seniors
Older residents are welcome to pop along
to a new fun and friendly group meeting
weekly in Walthamstow. Fun for Seniors
takes place on Thursday afternoons,
2-4pm at Harmony Hall (10 Truro Road,
E17 7BY). Each week the group will have
a talk from a guest speaker and a game
of bingo. It costs just 1 to attend; which
includes tea, coffee and biscuits.

Tea Dance
Older residents can show off their twinkle
toes and fancy footwork at a new Tea
Dance taking place every month in Leyton.
Entrance to the dance, which takes place
within the regal grandeur of the Great Hall
(1 Adelaide Road, E10 5NN) costs 5 per
person. The next event will take place on
Tuesday 9 December from 1 to 4pm, and
then on the rst Tuesday of every month
from Tuesday 6 January 2015. No booking
is needed, but places are allocated on a
rst come, rst served basis and will be
limited, so please arrive early to avoid
disappointment.

Dementia
Friends
With dementia now affecting more people
than ever, Alzheimers Society Waltham
Forest is calling on people to help raise
awareness of the condition and make the
borough more dementia friendly. Working
in partnership with local organisations,
the charity needs volunteers to become
a dementia friend or even a dementia
champion to help dispel some of the
misconceptions about the disease and
encourage more people to think about
how it affects people and their families.
To get involved, all people have to do is
become a Dementia Friend; someone
who attends an information session and
commits to an action that will make the
lives of people living with dementia a
little bit better. People of any age can
be a Dementia Friend and every action
counts from helping someone to nd
the right bus to spreading the word about
dementia on social media. Or you can
become a Dementia Champion. These
are trained volunteers who encourage
their family, friends, colleagues and local
community to understand a little bit more
about dementia, what its like to live with
dementia and then turn that understanding
into action.

Many of us would not think
twice about popping out to the
shops to pick up the morning
paper or buy food for dinner.
But for residents with limited
mobility, the task is not such a
simple one.
This is where Shopmobility
comes in.
Through the scheme, residents
with mobility problems young
or old can borrow a manual
or powered wheelchair or a
powered scooter to help them go
shopping, make the most of leisure
facilities or socialise. There are
also volunteer helpers available to
support customers.
The service is available to
anyone who needs help getting
around they do not need to be
registered as disabled to be able
to use it.
Shopmobility Waltham Forest,
which is based in The Mall in
Walthamstow (45 Selbourne
Walk, E17 7JR), has been helping
people with limited mobility visit
the boroughs town centres and
cultural attractions since 1999.
Over its 15 years the service has
grown and it offers a much wider
range of services than many
people take for granted.
Its enormously rewarding being
able to provide customers with
means to lead more independent
lives and for many enable them
to have that social contact that is
this year it was extending funding
for the charitys Scootability service
until 2017. This service loans
out mobility scooters for people
to keep at their home, typically
for a week at a time. In addition
to training people how to use
the scooter, the charity can also
help provide things like ramps for
residents to use at their homes
giving them greater independence.
Shopmobility also offers the
short-term loan of wheelchairs
and portable mobility scooters
a service that has been used
by residents going on holiday or
hosting visitors at home.
Shopping trips to Walthamstow
are organised most Tuesdays and
Thursdays and the Dial-a-Ride
transport service is used to collect
people from their homes and
take them to their hired mobility
scooter or wheelchair and/or
volunteer helper. Other activities
include bingo, lunches at local
pubs and restaurants, gentle
exercise classes, a craft club and a
chiropody clinic.
Sheila said: We have a fantastic
community here in Waltham Forest
and we are committed to making
sure that those members who
do have difculty getting out and
about do not miss out on anything.
Shopmobility is proud of how
far its come over the past 15 years
and we certainly hope that the next
15 are just as successful.
Shopmobilitys premises at
Selborne Walk are provided
by The Mall PLC and it has
received nancial assistance from
Walthamstow and Chingford
Almshouse Charity. Shopmobility
charges a small fee for its services
for example a longer-term home
loan of mobility scooter costs
3.50 per week.
We want to make sure that residents
with mobility problems are given help
to make the kind of trips that many
people take for granted.

More than 2,000 local people
have joined Shopmobility and
about 150 residents use its
services every week.
The charity is run entirely by
volunteers. Walthamstow resident
Sheila Gadson is one of its senior
members. She said: We want
to make sure that residents with
mobility problems are given help to
make the kind of trips that many
so important in our daily routines.
Like many charities we do
rely on things like donations,
volunteers and support from other
local groups and organisations
to carry on the work we do. We
would certainly encourage anyone
who would like to nd out more
about helping Shopmobility to get
in touch.

to be transformed

Works to transform Leytonstone
Library into a fantastic new
Library Plus branch will begin in
November, with the building set
to close to residents on Monday
20 October.
The refurbished library will boast
modern IT facilities with superfast
access to the internet, and free wi-,
along with a new childrens library
that includes new shelving and a
storytelling area. There will also be
an improved adult section and a
dedicated space for teenagers, with
books for young adults, a study area
and computers. New books will also
be bought to meet local demand.
More services
As well as creating better facilities,
the new Library Plus will offer
easier access to a range of Council
services. Residents will be able to
pay Council Tax, make pre-booked
appointments to register a birth,
receive advice about benets and
local services and much more.
Because English Heritage has
designated Leytonstone Library as a
Grade II* listed building, the original
listed features such as the terrazzo,
timber panelling, bookcases and
signicant original furniture will be
retained, and there will be no major
alterations made to the external
fabric of the building.
The ground oor will be opened
up to offer a exible cultural and ICT
space which will feature regularly
changing local art exhibitions, as
well as offering the opportunity to
access free wi- and use PCs for
research and study.
The upstairs foyer area will feature
display cabinets, information leaets
about a range of services available
to residents and self-service kiosks
where you can check out or return
books, pay nes for overdue books
and use self-service PCs to pay
Council Tax or apply for parking
permits and housing benet.
A new, improved childrens library
will feature a fun crawl-through
tunnel and white and lime furniture
as used at Leyton Library Plus.
Additional shelving, featuring
quotes from celebrated authors and
literary works, will also be installed
in the adult library and the layout

the Year
Waltham Forest residents Leyla Hussein
and Nimco Ali, who co-founded not-for-
prot organisation Daughters of Eve, have
been named as Red magazines Women of
Year in the community and charity sector.
Daughters of Eve was founded in 2010
to help protect the rights of girls living in
communities that practise female genital
mutilation (FGM). The pair, alongside fellow
resident and anti-FGM campaigner, Hibo
Wardere, were also invited to speak at
Julys Girl Summit, the UKs rst anti-FGM
conference. Home Secretary Theresa May
announced the creation of a 1.4million
National FGM Prevention Programme,
better policing and anonymity for victims.

Leyton Library Plus (High Road
Leyton, E10 5QH), which was fully
refurbished this year, is just over a
mile away so why not take a brisk
walk or a short bus ride and see the
fantastic facilities on offer.
It is open on weekdays from 9am
to 7pm, on Saturdays from 9am to
6pm, and on Sundays from 12noon
to 4pm.
Also nearby is The Harrow Green
Community Library (The Epicentre,
41 West Street, E11 4LJ) which is
run by a dedicated group of local
volunteers. It is open on Mondays
from 11am to 4pm, on Thursdays
from 3 to 7.30pm and on Saturdays
from 11am to 2pm.
Both sites offer a mixture of adult
and childrens books.
Leytonstone Library Plus will
reopen with a special celebration
event in September 2015. Keep an
eye out for more information about
how the works are progressing. A

Pop-up shop
A new array of businesses are taking
up residence at the pop-up shop in Hoe
Street, Walthamstow, with a dozen new
start-ups lined up to show off their wares
through until the end of May 2015.
The pop-up shop initiative gives residents
the opportunity to pitch an idea for a
business and apply for temporary rent-
free space in a town centre location
giving them the chance to see how viable
the idea proves to be.
An independent bookshop, a orist
and gift shop, a vinyl record shop, a
renovated and recycled furniture shop
and a vintage fashion outlet have all
successfully applied to use the space.
SPACE a Board Game Community Cafe,
with regular events suitable for adults
and families, will be the next outlet to
open its doors between Tuesday 7 and
Sunday 26 October.
The Council is also considering
applications from prospective business
owners who would like to occupy a
pop-up shop unit at 76 Old Church Road,
Chingford, so if youve got a good idea get
in touch.

Our parenting courses give you the opportunity
to think about how you communicate with your
children and how you can support them to
become responsible adults. Parents who have
attended these courses have told us that they
have seen a signicant change for the better
in their childrens behaviour. These courses are
suitable for all parents, including prospective
parents.
*Family baking is free for children over four years
of age, parents and carers. No unaccompanied
children. No unaccompanied adults! If you wish to
take part you must enrol on the course in advance.
The person who enrols must be the person who
attends. Maximum two children per participating
adult. Please bring a bag to take your work home
with you. There is a small 5 charge to cover the
cost of the materials used.

TRAFFIC ORDER 2014 (T24)
1. NOTICE IS HEREBY GIVEN that the
Council of the London Borough of Waltham
Forest (the Council) under section 23 of
the Road Trafc Regulation Act 1984,
Sections 90A and 90C of the Highways
Act 1980 and the Highways (Road Humps)
Regulations 1999 proposes to:-
(a) convert an existing zebra pedestrian
crossing to a raised zebra pedestrian
crossing in Palmerston Road outside Nos.
120 and 122; and
(b) provide a new raised zebra
pedestrian crossing in Palmerston
Road, so that the centre of the crossing
is situated 8.5 metres west of the western
kerb-line of Northcote Road. Associated
zig-zag markings, on which vehicles would
be prohibited from stopping at all times, will
be placed on the carriageway either side of
the crossing (extending up to a maximum
of 17 metres westwards and eastwards to
the junction of Northcote Road).
The elevated section of the zebra
pedestrian crossings will extend across the
full width of the carriageway with sinusoidal
ramps measuring 2 metres in length with a
plateau 6 metres in length on the crossing.
2. FURTHER NOTICE IS GIVEN that the
Council proposes to make the above-
mentioned Orders under sections 6, 45
and 124 of and Part IV of Schedule 9 to
the Road Trafc Regulation Act 1984, as
amended and the GLC General Powers
Act 1974. The general effect of the Orders
to coincide with new bus stop, Zebra and
cycle improvements would be to :-
(a) exempt pedal cycles from the following
one-way roads and allow the following
movements: Elmsdale Road and Somers
Road north-eastbound, between their
junctions with Palmerston Road and
Erskine Road; and
(b) on Palmerston Road E17, to reduce
approximately 8.6 metres of shared-use
part footway parking space outside Nos.
182 and 180 (and extend the existing
double yellow lines and loading restrictions
outside the Lord Palmerston public house
by the same distance to accommodate
a relocated bus stop) and reduce
approximately 7.3 metres of 12-hour free
part-footway parking space and existing
single yellow line waiting restriction
between No. 79 and 83 (to accommodate
the extension of an existing bus stop); and
(c) provide a HS permit and short-term
cashless (pay by phone) parking place
(shared-use) operating between 8 a.m.
and 6.30 p.m. Mondays to Saturdays in
Canning Road and a cashless parking
place in Melbourne Road and Walpole
Road both operating between 10 a.m. and
4 p.m. Mondays to Saturdays, all within the
Hoe Street CPZ section of these roads;
Nb. The cashless parking places mentioned
in (c) above would operate with 15 minutes
free parking, or paid-for parking with a
maximum stay of 2 hours and no return
within 2 hours (the charges for cashless
parking (pay by phone) are 80 pence for 30
minutes, 1.30 per hour, 2.00 for 1hr and
30 minutes and 2.60 for 2 hours).
3. FURTHER NOTICE IS GIVEN that the
Council, in accordance with Sections 90A
and 90C of the Highways Act 1980 and the
Highways (Road Humps) Regulations 1999,
proposes to introduce entry treatments at
the following locations:
(a) Canning Road E17, Melbourne
Road E17, Northcote Road and Walpole
Road E17, at their respective junctions
with Palmerston Road with ramps
measuring 1.2 metres in length;
(b) Somers Road E17, north of its
respective junction with Palmerston Road
with ramps measuring 1.2 metres in
length.
The entry treatments with sinusoidal ramps
would be elevated sections of carriageway
approximately 100 millimetres (+/- 5mm)
higher than the surrounding carriageway,
extending across the full width of the
carriageway measuring between 7 and 9
metres in length, including the gradients.
4. Plans of the proposed measures can
be inspected during normal ofce hours
on Mondays to Fridays inclusive until
a period of 21 days from the date on
which this Notice is published, at (a) The
Information Desk, Town Hall, Forest Road,
Walthamstow, E17; and (b) The Reception
Desk, The London Borough of Waltham
Forest, Low Hall, Argall Avenue, London,
E10 7AS.
5. Any person desiring to object to
the proposals or to make any other
representation should send a statement
in writing of either their objection and the
grounds thereof or of their representation to
Trafc Orders, Engineering Design, Low Hall,
Argall Avenue, London, E10 7AS quoting
reference T24 by the end of a period of 21
days from the date on which this Notice is
published. All objections must specify the
grounds on which they are made.

1. The Council of the London Borough of
Waltham Forest HEREBY GIVES NOTICE
that it intends to make an Order to enable
construction works to be carried out in a
safe and efcient manner in certain roads,
the general effect of which would be,
only at such times and to such extent
as regulatory signs are displayed to
temporarily prohibit trafc (except works
vehicles), restrict waiting and loading
by vehicles (except works vehicles) and
temporarily suspend one-way operation in
certain roads.
2. Whilst the works are being carried
out, no person shall:
(a) cause or permit any vehicle to wait
or load for any purpose, at any time, in
Palmerston Road E17 (section between
its junctions with Mission Grove and
Forest Road); or
(b) cause or permit any vehicle to enter or
proceed for any purpose, at any time, on
Palmerston Road E17 within 40 metres
of its junction with any road adjoining
Palmerston Road E17 (section between
its junction with Mission Grove and Forest
Road); and
(c) cause or permit any vehicle to enter,
proceed wait or load for any purpose, at
any time in any road, adjoining Palmerston
Road E17 (section between its junctions
with Mission Grove and Forest Road)
within 40 metres of its respective junction
with Palmerston Road E17.
3. Whilst the works are being carried
out the one-way operation for trafc is
temporarily suspended in Coleridge Road
E17, Elmsdale Road E17, Gainsford Road
E17, Manseld Road E17 and Somers
Road E17.
4. Whilst the prohibitions referred to
in paragraph 2 above remain in force,
alternative routes for trafc would be
indicated by trafc signs.
5. Vehicles waiting or loading in
disregard of this Order would be removed.
6. The restrictions mentioned above
would not apply in relation to any vehicle
being used -
(a) in connection with the said works; or
(b) for ambulance, re brigade or police
purposes in an emergency.
7. The Order would come into operation
on 20th October 2014 and would
be valid for a maximum period of 18
months or until the works are completed,
whichever is the sooner.
NOTE: These works would not be carried
out simultaneously in all roads but in a
sequence as directed by the Council.
Leaets would be distributed and signage
placed in advance of any works in the
above mentioned roads which would give
more specic details on the exact dates of
the prohibitions, effects of any temporary
trafc management and diversion routes
as necessary.

1. NOTICE IS HEREBY GIVEN that the
Council of the London Borough of Waltham
Forest (therein after called the Council)
on 3rd October 2014 made the above-
mentioned Orders under sections 32,
35, 45, 46, 49 and 124 of and Part IV of
Schedule 9 to the Road Trafc Regulation
Act 1984, as amended.
2. The general effect of the Orders will
be to exclude Council workers (either
employed or contracted) issued essential
user permit holders (euph) under the
category ESC-C from parking registered
euph vehicles in various parking places
situated in an exclusion zone (roads and
Council operated car-parks located in close
proximity of Council ofces in or outside of
controlled parking zones).
3. Euph vehicles mentioned in paragraph
2 above will not be permitted to park in off-
street car parks and on-street cashless
pay by phone (free of charge), permit
holders only (during controlled hours) or
free short stay parking places (longer than

4. Existing euph will be notied in writing,
and new essential user permit applicants
informed during the application process of
the current list of roads forming the various
exclusion zones.
5. Advisory signs will be placed at all
parking places located in car parks, roads
or parts of road within the exclusion zones.
6. The Councils Chief Authorising Ofcer
or its authorised agent may, by notice in
writing served on the euph withdraw an
essential users permit for non-compliance
of the above restrictions.
7. The Council also made a retrospective
modication to:
(a) its Off-Street Trafc Order to allow
free parking provision for categories
ES-D, ES-X, ES-H, ES-P, ES-F
and ES-C euph (excluding ES-C euph
in car-parks which are in the exclusion
zone) in designated parking places whilst
on duty (this will bring the Order in line
with arrangements which already exist in
off-street car-parks for these categories of
euph); and
(b) its free short stay parking places parent
Order to add the times of operation for all
free short stay parking places mentioned in
The Waltham Forest (Free Parking Places)
(Short Stay) (Amendment No. 1) Trafc
Order 2013 (there will be no change to the
way these parking places currently operate
on-street).
8. The Council have also added
category ES-X to its existing group of
essential user permits. This category of
essential user permit will be issued under
specic criteria as stated in the Councils
application for such permit.
9. Copies of the Orders, which will come
into operation on 6th October 2014 and
other relevant documents can be inspected
during normal ofce hours on Mondays
to Fridays inclusive until the expiration of
a period of 6 weeks from that date, at: (a)
The Information Desk, Town Hall, Forest
Road, Walthamstow, E17; and (b) Low Hall,
Argall Avenue, London, E10 7AS.
10. Any person desiring to question the
validity of any of the Orders or of any
provision contained therein on the grounds
that it is not within the relevant powers
of the Road Trafc Regulation Act 1984,
or that any of the relevant requirements
thereof or of any relevant regulations made
thereunder has not been complied with
in relation to the Orders may, within six
weeks of the making of the Orders, make
application for the purpose to the High
Court.

1. The Council of the London Borough of
Waltham Forest HEREBY GIVES NOTICE
that it intends to make an Order to enable
construction works to be carried out in a
safe and efcient manner in certain roads,
the general effect of which will be, only at
such times and to such extent as regulatory
signs are displayed, to restrict waiting and
loading by vehicles (except works vehicles)
in certain roads.
2. Whilst the works are being carried out
no person shall cause or permit any vehicle
to wait or load for any purpose, at any time,
in the roads listed in the Schedule to this
Notice.
N.B. These works will not be carried
out simultaneously in all roads but in a
sequence as directed by the Council.
3. Vehicles waiting or loading in disregard
of this Order will be removed.
4. The restrictions mentioned above will
not apply in relation to any vehicle being
used:
(a) in connection with the said works; or
(b) for ambulance, re brigade or police
purposes in an emergency, if the works
allow.
5. The Order would come into operation
on 20th October 2014 and will be valid for
a maximum period of 3 months.
